Abstract:The application of digital technology is an important driving force for the innovation of the system and mechanism of government operation. From the perspective of the relationship between technology and organization, recent research focuses either on the radical impact of digital technology on bureaucratic organizations or the limitations of bureaucracy on the application of digital technology. The Three Lists digital reform conducted by Zhejiang Province shows that there exists a relationship of mutual construction between digital technology application and the form of bureaucratic organization. Through the embedding of need, process and norm, and power, the application of digital technology not only empowers government, but also causes certain adjustment problems in the internal operation of local government. In response, government seeks the innovation of the tridimensional government platform and adaptive collaboration matrix. In addition, the organizational form of local governments also has a counter-effect on digital technology, which is reflected in the transformation of the dynamic and environment of in-depth technology application. The finding provides a new theoretical explanation for understanding the relationship between technology and organization in the digital era.
