Abstract:Promotion of the sustainability and inclusiveness of the economy, society, and environment is important. However, China suffers from different overlapping and conflicting plans, which hinders its ability to achieve sustainable and inclusive development. To resolve these problems, China has made serious efforts to explore the methods for coordinating various planning from theory to practice. Reasonable spatial planning within China's rapid urbanization process will promote the sustainable development of cities in China, balance the relationship between environmental protection and urban growth, and promote the coordinated development of urban and rural areas. Different plans can be classified as either development or control plans, and when conflicts appear between the two kinds of planning in a regional planning context, the two can be analyzed separately. This paper begins by examining the conflicts that arise in development and control planning. Moreover, maintaining an area designated for flexibility between control and development planning makes spatial planning more achievable. This paper takes Yiwu city as a case to identify the "patch-corridor-matrix" spatial planning framework based on control, development, and flexible areas.
