An Analysis of the Phases of the Administrative Reform in China： Based on the Third Ming Minnow Brook Conference

Abstract:Although the 2008 meeting marked the Third Minnowbrook Conference a new public administration has shifted the discussion to the focus on the public administration and has replaced effectively the global public management and public service theory, the reform of administration in China remains at the phase from the traditional efficiency of administration to the fair administration mentioned at the first Minnowbrook Conference. Based on this phase, a further exploration of division of politics-administration dichotomy is of theoretical significance to the reform in China. Meanwhile, the analysis of the disconnection between the political and economic reforms, and the impact on the environment for the administration reform in China from the social differentiation under the structure of binary system leads to the view that despite the new public management theory and new public service thinking are the current mainstream of world thought, the new public administration is more significant in terms of guidance based on the national conditions of the country.
