Abstract:In the light of the problem of the information network communication rights of digital resources and the copy issue in the construction of digital resources, this paper analyzes library’s wrong understanding of the copyright, and puts forward some principles and basic measures of protecting the copyright by the library, and makes clear what works can be confirmed as the ones of the independent intellectual property rights of the library.

Abstract:The construction mechanism of digital library in china includes four mechanisms such as the digital resource construction mechanism, service-oriented mechanism, the operating mechanism, management mechanism of digital library. To establish the digital library construction mechanism,which taking resource-building as base point, service application as center, administration as means, system specification as the protection, can promote the development of Chinese digital library from the unity of authority control and management, achieve maximum social and economic benefits and promote the development of relevant industries.

Abstract:Marked by the "2005 New Year Summit of the Library Society of China", the library field took the initiative to participate in the legislation process of copyrights. In August 2005, the Library Society of China published the Declaration of the Copyrights Issues in the Internet Environment, which expatiates the principals and standpoints the library field holds as far as the protection of copyrights. In October 2005, after the publication of Regulations on the Protection of the Right of Communication through Information Network (draft) on the website of National Copyright Administration of PRC, different viewpoints have been expressed by the library filed, the publication field as well as the data developer. The library field holds the perspective that the limitations and exceptions in the exertion of copyrights in the library area are:①The rational right of utilization inside libraries;②The legally permitted right of communication outside libraries;③Limited right of partially digitalizing the works in the library. The protection of rights and the promotion of communication are definitely not opposite. The rights one can exercise will only be realized by communication.

Abstract:The Open Government Information Regulation requires government information open to public,the ambivalence of openness and secret keeping reflected in the regulation itself and the inadequacy of judicial protection of individual right to know are huge challenges to the open government information system.Logic contradiction and conflict of legal provisions between open information system and secret - keeping system,together with the weak role of courts in reviewing agency action with respect to government information openness creates both institutional barriers and harsh environment for an open government.This paper analyzes those challenges and calls for reforms of secret - keeping system and a more active role of courts in the context of open government information context.

Abstract:From the prospective of project funding and organizational management for the science foundation,this paper makes a comparison and evaluation on the information disclosure practices of the portal websites of two science foundations respectively in China and America – NSF and NSFC,and summarizes the current status of the information disclosure practices of NSF and NSFC.The results show that: the total score for information disclosure practice of NSF is higher than that of NSFC;NSF balances the information disclosure for both project funding and organizational management,while NSFC is more inclined to disclose information about project funding;except for the significant difference in content dimension of the information disclosure for NSF and NSFC,there is no remarkable difference in other dimensions,which also reflects that the practice situation of information disclosure for NSFC is in good state.Based on the above analysis,relevant suggestions about information disclosure of science foundations are given for the science funding organizations and staffs to refer to.

Abstract:Based on the information features of nonmaterial heritage(NMH),the paper presents a discussion on the goals,contents and digital technology's application methods of NMH protection by using an I-Space frame model.On the background of NMH's diminishing original living environment,digital technology needs to find an efficient way to rebuild NMH and maintain its vitality in modern information environment.On the demand of NMH for digital expression methods and promulgating,the problems on technology,semantics and effectiveness of NMH information transmission are observed in detail with a practical approach.Within I-Space,a comprehensive analysis has been given to the self-supporting information processing circle,composed of series of courses including coding,abstracting,promulgating,decoding,imbibing,affecting and re-creating.Taking paper-cutting art as an example,various problems on the intervening methods of digital technology etc.are discussed.

Abstract:The main characteristic of non-government funded libraries is spontaneous, grassroots and diverse. Contrasted to the primary-level libraries sponsored by the government, they are more multiple in space, resources and service. The new functions of non-government funded libraries lie in the reconstruction of public cultural space and the pluralism of service. As for the future development, non-government funded libraries should follow the path of“civilian-run and government-subsidy” . New forms and functions can be expanded by means of minor adjustment and transboundary combination. At the same time, service quality could be improved by paying attention to the usage of new technology.

Abstract:This study aims to examine the state of digital inclusion and digital literacy education in Chinese libraries and provide recommendations for improvement. The background section emphasizes the crucial role of libraries in promoting digital inclusion and sustainable development, as well as the challenges and opportunities presented by the current digital landscape in China, such as the digital divide and regional disparities in internet access. To achieve the study's objectives, we conducted analyses of relevant policies, public libraries, and library training programs using a mixed-methods approach. The results highlight the policy landscape, initiatives, and implementation strategies for promoting digital inclusion and literacy education, emphasizing the role of libraries in driving digital inclusion and fostering user engagement. Insights from a university library perspective showcase the role of academic libraries in promoting digital literacy education and training. The findings underscore the importance of digital inclusion and literacy in a digitized society and the crucial role of libraries and academic institutions in achieving these goals. The study advocates for libraries' pivotal role in bridging digital gaps and enhancing literacy to foster an inclusive, equitable digital society and urges policy support.
