Abstract:Under the guidance of property rights system,ecological res ources can achieve to develop sustainable and environmental friendly.The tragedy of commons in history gives us not only a reflection of the problem of property rights,but also by creating a clever system to achieve thetailor effect.The property rights of the ecological resources and environment origins from its character of scarcity and non-exclusive.However,with the more difficult measurement of costs and benefits of property,the economic value of environmental resources system is increasing more and more.The premises of the effective use,to redefine property rights ensure the efficiency of the market with the main goal.As the most important one of modern property rights system,the resource property rights involve a wide range of stakeholders,covering the significance of the far-reaching.This paper analysis on the ecological resources and the environment with the framework of the specific property rights economics of public goods,from four levels of government,enterprises,markets,corresponding to the proposal of building four such public property regulation mode,in order to break the failure and definition of property Right in the process of environmental regulation.
