Abstract:The agent construction system mode is a type of new construction management system, related to the management efficiency and level of government's public project, but it encountered many obstacles and problems to promote in China. In this paper, three typical agent systems were contrasted and analyzed, and their advantages and disadvantages were combined to point out the existing problems of the current system mode, and based on these problems specific countermeasures were put forward. The research in this paper is important to the promotion and application of the agent system in China. © 2010 IEEE.

Abstract:Government portal is an important platform for communication between citizens and government,which makes it to be a core role in the e-government.How to improve the public service and citizen's trust to the government by constructing and reforming the government portals is now a problem concerned by both the government and researchers.This paper constructed a research model based on the review of the theory of information system efficiency,TAM and task technology fit.Then we focused on Zhejiang province government portal,explored the factors those would affect the utility of the government portal from the perspective of the users.According to the conclusions,we give out some countermeasures and suggestions to the related government departments.

Abstract:With development of e-government systems, there are many big changes in Chinese government efficiency. However, the SARS revealed low efficiency is still serious. After the analysis of the factors affected on the efficiency, we find that traditional decision support system is hard to support decision maker and online decision support system may improve the officials' work effectiveness better. Unfortunately, little attention has been given to the research. In this paper, we will discuss the cultural characteristics of Chinese government. And then, based on the theory of Time-based Competition in governmental workflow, we summarize the four characteristics of online decision support system. Furthermore, we propose the design framework for online decision support system in context of e-government in China, which consists of three major parts: the single online support module, the collaborative online support module and the mobile support module. Also the detailed function and procedure of the three parts are presented. The framework is applied to a certain project approval system which is embedded in existing workflow. Analysis shows that the Framework contributes to developing efficiency in the official decision making. © 2010 Binary Information Press.

Abstract:This article aims to evaluate whether the e-government development in China is ready to adopt contemporary public administration principles. In response to these questions, we propose an evaluation framework that integrates the contemporary public administration principles and current web-quality evaluation theories. The proposed framework evaluates government portal websites in terms of their content, function, and construction, following the theory of website evaluation. The indices for each of these dimensions emphasize interactions, transparency, efficiency and effectiveness, all of which reflect the contemporary public administration principles. The validation analysis shows that the proposed evaluation framework well fits the data. The empirical studies suggest that China has implemented advanced e-government services.

Abstract:Based on the real demand of government, a scheme of design and implementation for the office automation (OA) system for government is presented. Abstract:At present, the resources integration and sharing efficiency between the government systems is not high in China. The phenomenon of repeated system development is common, which results in a tremendous waste of resources and cannot be adapt well to the information exchange, sharing and unified management of the current government systems. Aiming at the unified management of government information resources and according to the actual shared requirement of government information resources, this paper studied the overall structure of the e-government sharing platform for the achievements of business collaboration between inter departments and the solution of "information isolated island" phenomenon between different heterogeneous systems of various government departments. The overall structure designed by this paper will provide technical support for realizing the cross-platform, cross-application, cross-system, cross-regional resource data interoperability and resource information sharing in government systems.
Evaluating Government Portal Websites in China.

Abstract:Government portal websites are the core components of e-Government because it is a platform integrating different government resources. This article was devoted to study the government portal websites in China in order to disclose the development status of e-Government in China. In order to do this, two questions are answered: from which aspects should government portal websites be evaluated; how to develop the indexes for different aspects of government portal website evaluation. In our solution, we aligned the evaluation of government portal website with new public administration principles so that government can provide better services to the users because new focuses of public administration bring new strategies for e-Government. The proposed framework emphasizes content, function, and construction of government portals. The validation analysis showed that the proposed evaluation framework is well fitted. 30 major cities’ government portal websites in China are evaluated. The results suggested China has implemented advanced e-Government services such as e-democracy but the performance of those services is not appreciated by the user very well.

Abstract:The e-government system plays a prominent part in government's office work, however, in the development process, there exist some problems currently, such as repeated development of common functions but hard to satisfy various personalized needs, independence of different systems which makes information difficult to share. These problems have seriously hindered development progress, increased development cost, and may result in information isolated islands. To solve these problems, this paper proposes an e-government oriented BPM OA platform, and introduces its design and implementation process. To achieve rapid development, by analysis and abstraction, we extract main features of common e-government systems and make them into configurable functions. The powerful form builder, the explicit authority management method and the BPMN 2.0 based workflow engine can significantly simplify the development and deployment process, promote the inter-system information exchange, and improve development efficiency.

Abstract:Online business justice and security problems arise due to the lack of effective supervision and related services for e-contracts.This paper presents a system solution to these issues,with an e-contract supervision and public service platform developed to offer secure e-contract backup,distribution and services,such as notary and arbitration to transaction entities,which also helps government to investigate fraud and illegal transactions.The system structure is described in detail from data and business process perspective,with supervision rules defined and modeled into the system using XML schema.A service oriented architecture is used in system implementation to obtain the reusability and flexibility.The platform in test operation verifies the solution correctness.
