Abstract:The Chinese government has long been striving to promote the development of e-government by using information communication technologies (ICT) in the public sector for accelerating administrative transformation. e-Government projects in different sectors of Chinese governmental agencies, however, often start with multiple objectives and are performed in different ways. To understand the general characteristics of e-government in China, this paper investigates the key issues of e-government through a questionnaire survey, and proposes a specific analytical framework, the orientation-maturity framework for better explaining the key issues. Based on data collected from Chinese government employees, this paper ranks the key issues related to e-government and discusses the implications of the results based on the proposed framework. The findings provide a helpful reference for both practitioners and scholars to better understand the current state of e-government in China and to respond to the forthcoming challenge of administrative transformation caused by the diffusion and utilization of ICT.

The e-government projects from different sectors of Chinese government, however, often start from multi-objectives and perform in thousands different ways. For describing the general characteristics of e-government in China, this paper investigates the key issues of the e-government application and management in China. Based on data collected from Chinese governmental employees, the paper orders the e-government key issues and discusses the implications of the findings based on the orientation-maturity framework, a specific analytical framework developed in the paper. The findings may provide helpful reference for both practitioners and scholars to better understand the current situation of e-government in China and response the forthcoming challenge of administrative transformation due to ICT diffusion and utilization.

Abstract:Government informatization has become an important component of the national information infrastructure and a major factor affecting international competitive power. E-government construction is regarded as one of the most important tasks for the national economy and society informatization in China today. TH-DGRC has been researching and developing e-government projects since 2003. In this chapter, we first introduce China's e-government history, progress, challenges, and plans. Next we propose a methodology for an e-government plan and design - GIA (Government Informatization Architecture) - and discuss its key reference models. Third, we present the government information resource catalog and exchange systems. Finally, we describe two case studies in Beijing's municipal government.
Evaluating Government Portal Websites in China.

Abstract:Government portal websites are the core components of e-Government because it is a platform integrating different government resources. This article was devoted to study the government portal websites in China in order to disclose the development status of e-Government in China. In order to do this, two questions are answered: from which aspects should government portal websites be evaluated; how to develop the indexes for different aspects of government portal website evaluation. In our solution, we aligned the evaluation of government portal website with new public administration principles so that government can provide better services to the users because new focuses of public administration bring new strategies for e-Government. The proposed framework emphasizes content, function, and construction of government portals. The validation analysis showed that the proposed evaluation framework is well fitted. 30 major cities’ government portal websites in China are evaluated. The results suggested China has implemented advanced e-Government services such as e-democracy but the performance of those services is not appreciated by the user very well.

Abstract:Government portal is an important platform for communication between citizens and government,which makes it to be a core role in the e-government.How to improve the public service and citizen's trust to the government by constructing and reforming the government portals is now a problem concerned by both the government and researchers.This paper constructed a research model based on the review of the theory of information system efficiency,TAM and task technology fit.Then we focused on Zhejiang province government portal,explored the factors those would affect the utility of the government portal from the perspective of the users.According to the conclusions,we give out some countermeasures and suggestions to the related government departments.

Abstract:This article aims to evaluate whether the e-government development in China is ready to adopt contemporary public administration principles. In response to these questions, we propose an evaluation framework that integrates the contemporary public administration principles and current web-quality evaluation theories. The proposed framework evaluates government portal websites in terms of their content, function, and construction, following the theory of website evaluation. The indices for each of these dimensions emphasize interactions, transparency, efficiency and effectiveness, all of which reflect the contemporary public administration principles. The validation analysis shows that the proposed evaluation framework well fits the data. The empirical studies suggest that China has implemented advanced e-government services.

Abstract:This study examines the relationship between the levels of e-government and the quality of government information access,pointing out that e-government principles are based on the assumption that government information should be accessed among all kinds of organizations.In contrast to government webs' rapidly growth,the low quality of government information access has been a dilemma which impacts the usability and efficiency of e-government.Then analyze blocking factors about information access in China,draw a conclusion that on-line government information access should be the key element of e-government which many steps should be taken to enhance accessibility of government information.

Abstract:This paper conducts a quantitative analysis on e-government papers published in Chinese core journals in the last two years.With a multi-facet framework,this paper systematically analyzes authors' institutional association,disciplinary department,journal titles,paper length,research themes,research methods,levels of analysis and geographical focus,etc.The study finds that Chinese e-government research has demonstrated itself as an inter-disciplinary field,research themes covered are comprehensive but not balanced,research methods adopted are still lack of scientific rigorousness,and the depth and quality of studies still have large room for improvement.Based on these findings,the paper provides relevant suggestions to Chinese researchers,practitioners,research funds and academic journals.

Abstract:The article is devoted to the analysis of features of functioning of the digital government in the Chinese State in the first decades of the 21-st century and the perspectives of its further development. In this work the authors give a brief description of the essence of phenomenon of digital government in general. The article explores the specific features of this process in the People’s Republic of China in the third millennium (taking into account the background of this issue). This research examines the influence of functioning of e-government bodies in Сhina on the internal political situation in the country – taking into account such aspects as building a dialogue between authorities and society, perfection of the public service system providing the Chinese citizens with essential public goods, the merits and the demerits of China’s online government are taken into account. This article examines such significant factors in the development of e-government in China as the impact of the global situation at the present stage on international politics and the country’s information security system. This article analyzes the features of the relationship between the Chinese authorities and media corporations operating on the Internet market of the Middle Kingdom (such as, for example, Google), and studies the reasons for the contradictions between them. The study also comprehended strategy of the authorities of the People’s Republic of China in matters of information security of the state, including the active use of Chinese hackers in network conflicts with Western countries, and the actions of special units of the Chinese armed forces created to counter foreign cyber terrorism.

Based on some theory and thorough analysis of China situation, this paper designs an assessment model of e-government in China, which consists of three dimensions, nine factors and 42 variables. Abstract:As electronic government services (e-government) evolve, traditional applications such as online portals are encountering challenges in a new digital era in which people thirst for more convenient, diverse channels of communication with their government. Despite the efforts devoted to the promotion of Social Networking Service (SNS) use in e-government for the past few years, empirical studies regarding this ongoing trend are still insufficient. In the local administration of China, a special collaboration between local governments and private Internet enterprises is happening: government services are imported into commercial SNS platforms known as WeChat and Weibo. This research conducts a case study of a Chinese municipality premised upon survey data (N = 605) collected in Chongqing. It examines the determinants of e-services adoption in four major local applications: two traditional government-led services “Government website portal” and “Government official app” (traditional government-led services), and two built-in government services on social networking applications “Weibo Government official account” “WeChat Public Services”. The paper aims to provide a closer understanding of current trends in local government e-services, or in this case, an innovative trial of Chinese e-government practices.

Abstract:This paper examines the transformative potential of e-government in public administration, focusing on its capacity to enhance service delivery, transparency, accessibility, cost efficiency, and civic engagement. The study identifies key challenges, including inadequate technological infrastructure, cybersecurity vulnerabilities, resistance to change within public institutions, and a lack of public awareness about e-government services. These barriers hinder the seamless operation and adoption of digital government initiatives. Conversely, the study highlights significant opportunities such as streamlined service delivery, enhanced transparency through real-time access to government data, increased accessibility for marginalized and remote communities, substantial cost savings, and greater civic engagement via digital platforms. Addressing these challenges through targeted strategies—enhancing technological infrastructure, bolstering cybersecurity, managing organizational change, and raising public awareness—can help policymakers and public administrators implement more effective and inclusive e-government initiatives. Additionally, the integration of these digital solutions can drive sustainable development and digital inclusion, fostering social equity and economic growth. By leveraging these opportunities, governments can achieve more efficient, transparent, and accountable governance. Ultimately, the successful implementation of e-government can transform the relationship between citizens and the state, building trust and fostering a more participatory democratic process.

Global perspectives on e-governance: from government-driven to citizen-centric public service delivery

Abstract:E-government is more than a simple digitalization of government through the use of information communication technologies (ICTs). It is a whole-of-government transformation towards efficient, effective and citizen-centric service delivery. E-governance is moving one step further to establish the integral framework for transparent, accountable and trust-based decision-making processes for such service delivery. Although intrinsically related to each other, practice shows that successful e-government and e-governance are not synonymous, but complementary. Based on the first-hand data and findings of the United Nations E-government Survey of 2010, this paper demonstrates that three strategy clusters can bridge e-government and e-governance: Static Supply-based (SS); Dynamic Demand-driven (DD); and Interactive Integration (II) Strategies. It also maintains that although high-income countries fare better in building robust e-government systems, less well-off countries can make considerable strides in moving towards successful e-governance. Finally, the paper argues that strong and healthy e-government can hardly be sustained unless e-governance is strengthened.

Abstract:With the flourish of public sector Information and Communication Technologies (ICTs), there has been a growing need for research on the adoption of Electronic Public Service (EPS). To fill the existing knowledge gap in this area, this paper examines what EPS is and what is its implementation within Chinese local governments. This paper develops an analysis framework to discuss what types of e-services should be offered through applying EPS, and further reports the implementation of EPS in Mainland China. Abstract:As IT/IS application in governmental organizations gains more and more attention from both academics and practitioners in China, the diffusion of e-government systems has become one of the central research issues in this fast growing economy. In this paper, we follow a conceptual model consisting of two dimensions to evaluate the IRIS application status Of Chinese governments. With afield study conducted in a local government in Beijing, the capital of China, we utilize the model to determine the e-government development level in this administrative district. Furthermore, a behavioral research model for analyzing the factors influencing e-government systems evaluation in the Chinese cultural context is proposed based on classical IT/IS adoption theories. In the light of survey data, the relationships between ease of use, usefulness, fitness, and user evaluation towards e-government systems are validated, providing us with more in-depth understanding about the characteristics and process of e-government diffusion in such Chinese organizations.
