Abstract:The paper studies the strategic planning of electronic government public service in the level of process and functional strategy.Firstly,this study proposes a strategic planning approach consisting of four stages and 15 steps,comprehensibly examines the course of the planning,and proposes the theoretic hypothe- sis in our context.Then,the paper makes demonstration research based on the data from questionnaire and statistic annuals.Empirical research proves the rationality of the environment factors and the strategic planning approach proposed above.The method has been used in several public sectors and good results are obtained.

Abstract:The effectiveness and efficiency of e-government (e-gov) services (EGS) are critical issues that have yet to be fully discussed. Inspired by successful practices in the areas of SERVQUAL, capability-based theories, and IT-related capability management, the efficient delivery of EGS should derive from the high capabilities of a government to provide such services. This article aims to develop a conceptual framework to assess and empirically examine EGSC using data from local governments in Mainland China. The fitness test and the case study prove that the conceptual framework was suitable in analyzing China's EGSC. In particular, the EGSC can be examined from 3 dimensions/layers: content service capability, service delivery capability, and on-demand capability. The results of the structural analysis illustrate the practical management applications of EGSC, which can facilitate the improvement of EGS.
Evaluating Government Portal Websites in China.

Abstract:Government portal websites are the core components of e-Government because it is a platform integrating different government resources. This article was devoted to study the government portal websites in China in order to disclose the development status of e-Government in China. In order to do this, two questions are answered: from which aspects should government portal websites be evaluated; how to develop the indexes for different aspects of government portal website evaluation. In our solution, we aligned the evaluation of government portal website with new public administration principles so that government can provide better services to the users because new focuses of public administration bring new strategies for e-Government. The proposed framework emphasizes content, function, and construction of government portals. The validation analysis showed that the proposed evaluation framework is well fitted. 30 major cities’ government portal websites in China are evaluated. The results suggested China has implemented advanced e-Government services such as e-democracy but the performance of those services is not appreciated by the user very well.

Abstract:With the development of e-government (e-gov), it is continuously discussed on how to enhance the effectiveness and efficiency of e-gov service (EGS) at a suitable cost. The purpose of this article is to develop the theoretical links from the capability management views and empirically examine the associations between capability antecedents and e-government content service capability (CSC). Then empirical investigations on the proposed models and related hypotheses were carried out using CFA based on observed data. Furthermore, structural equation model (SEM) was adopted to explore the impact paths. The paths analysis results might have some practical values to management and improvement of EGS capability.

Abstract:The initiative and development of e-Government (e-Gov) is a kind of national strategy and a systemic engineering. As a way to locate its progress, the evaluation to e-Gov platforms, websites, and service capabilities is critical and meaningful for their further development deeply. However, the studies in service capability evaluation also need more efforts. This article proposes the conception of 'e-Gov service integration degree (EGSID)' firstly, which is used to describe the density of e-Gov services. And then, the evaluation theory and method are discussed. Continuously, the progresses of Chinese local e-Gov websites are surveyed to examine the suitability of the method. Finally, as a result of byproduct, the paper reports the analysis of EGSID and other related themes, such as the relation between EGSID and users' satisfaction. The method and results are likely to benefit administrative policy makers, government agencies and information system designers.

Abstract:According to acquiring data from the meta-search engine and getting information in specific websites, the author proposes an extraction model based on Web information which is used to construct network relationships of the subject based on its semantic link. Then based on the proposed model above, the author does content mining and semantic analysis on the Web data of five big cities (Beijing, Shanghai, Wuhan, Guangzhou, and Chengdu) with the help of self-made ROST Content Mining System, to get first 30 high-frequency e-government words respectively, and takes Shanghai for specific analysis; Meanwhile, the author, using ROST WebSpider to collect the web page from level 1 to 3 of governments’ websites in Beijing, Shanghai, Wuhan, Guangzhou and Chengdu, constructs the evaluation model SCISS to do comparative analysis on the development of the five metropolis’ e-government. Finally, the author comes up with some countermeasures, aiming to provide advice for the development of e-government in china, according to the empirical analysis.

Abstract:Enhancement of the effectiveness and efficiency of e-government services (EGS) is critical to better meeting the increasing public demands for services. One of the better solutions to meet such demands is improving the government's EGS capability (EGSC). However, few studies discuss the issues. The purpose of this study was to employ capability management perspectives to develop theoretical linkages and path relationships among the components of EGSC. Comprehensive validation was further conducted through path analysis (PA) using structural equation modeling methods based on the data collected from 102 cities of the 26 provinces in Mainland China. The study unveiled the structure of EGSC, and PA results provided government policy makers or information technology managers insight into enhancing EGSC through the improvement of the components' performance.

Abstract:With the flourish of public sector Information and Communication Technologies (ICTs), there has been a growing need for research on the adoption of Electronic Public Service (EPS). To fill the existing knowledge gap in this area, this paper examines what EPS is and what is its implementation within Chinese local governments. This paper develops an analysis framework to discuss what types of e-services should be offered through applying EPS, and further reports the implementation of EPS in Mainland China. Several recommendations are made based on the research findings and China's actual situations.

Abstract:It is widely accepted that cloud computing as a new technology can effectively promote e-government application. Nowadays, China is actively promoting the applications of e-government public cloud. In order to accelerate its step, it is necessary to find critical influence factors of implementing e-government cloud. We analyze current situation of China's e-government and existing cloud computing technologies, and discuss the importance of cloud computing to e-government. Meanwhile, combining with the practical issues of implementing e-government cloud, we analyze existing factors of e-government and propose an influence factor model of implementing e-government cloud in China based on Gil-Garcia's critical factor of e-government. Furthermore, it articulates suggestions for further research and provides the foundation for research of this field.

Abstract:Government informatization has become an important component of the national information infrastructure and a major factor affecting international competitive power. E-government construction is regarded as one of the most important tasks for the national economy and society informatization in China today. TH-DGRC has been researching and developing e-government projects since 2003. In this chapter, we first introduce China's e-government history, progress, challenges, and plans. Next we propose a methodology for an e-government plan and design - GIA (Government Informatization Architecture) - and discuss its key reference models. Third, we present the government information resource catalog and exchange systems. Finally, we describe two case studies in Beijing's municipal government.

Abstract:In consideration of that enhancing the public’s user experience satisfaction is the important way for e-government to function, current studies on the public’s user experience satisfaction of Chinese mainland’s e-government are reviewed to explore further the path suggestion and recommendations for promoting the public’s user experience satisfaction of e-government in Chinese mainland. Based on literature research method, the definition of the public’s user experience satisfaction of e-government is analyzed and model establishment, analysis methods and basic conclusions in current studies are summarized. Proposals for enhancing the public’s user experience satisfaction of e-government in Chinese mainland are put forth from three aspects such as service, design and technology, and prospect to promoting the field research is made through three points of view including research perspective, research content and research method.

Abstract:This article aims to evaluate whether the e-government development in China is ready to adopt contemporary public administration principles. In response to these questions, we propose an evaluation framework that integrates the contemporary public administration principles and current web-quality evaluation theories. The proposed framework evaluates government portal websites in terms of their content, function, and construction, following the theory of website evaluation. The indices for each of these dimensions emphasize interactions, transparency, efficiency and effectiveness, all of which reflect the contemporary public administration principles. The validation analysis shows that the proposed evaluation framework well fits the data. The empirical studies suggest that China has implemented advanced e-government services.

Abstract:This study aims to discern China’s approach to the development of ‘Internet Plus Government Services’ (IPGS) through the systematic search, collection, and analysis of IPGS working plans issued by provincial-level government entities in China. Eighty-one IPGS working plans were retrieved and analysed by applying a qualitative content analysis approach. The analysis identified 16 work packages in four main themes: development of supporting infrastructure; development of IPGS platforms and applications; development of IPGS legislation, regulations, and standards; organisational change and management. A conceptual model was developed and represented by a work breakdown structure diagram. The conceptual model can be used as critical evidence for the management and coordination of IPGS projects across China and offers an important theoretical base for further research of IPGS. This paper provides a comprehensive perspective on China’s IPGS development, which certainly is not flawless and fraught with problems and challenges, and offers useful insights and lessons for the development of digital government services worldwide.

Abstract:In the context of the government's increasing emphasis on e-government services, this is an urgent need for empirical research of large sample and multi-channels. Therefore, based on the government website, WeChat, Micro-blog, app, by using the existing mature evaluation index system, this paper analyzes e-government service capacity of the city above prefecture-level and provincial. Then, this paper selects the administrative level, economic level, regional balance as the differentiation attribute. It is found that both administrative level and economic level are positively correlated with government service capacity in all the channels. The channel capacity distribution varies related to attribute of administrative and economic, government type of city and province, but it is not restricted by level and region. It provides direction and intensity management to balance and promote channel service capacity for China government.

Abstract:The capability of e-government service (EGS) is affected by different organizational factors, including internal and external. Human factor is the most critical internal factor. However, few studies providing minimal anecdotal evidence have examined the relationships between human factors and EGSC. To fill the gap, this paper attempts to conceive and develop confirmatory factor analysis (CFA) models, along with structural equation modeling (SEM), from the perspective of the role, desire, skill, and learning ability of leader, team, and faculty in the process of building and applying e-Gov to investigate the relationships between them. These models explored the mechanism of how human factors affect EGSC and its components. And several valuable findings are concluded based on the empirical data analysis. It is believed that the abovementioned facets are significant for the Chinese local government sectors in designing an effective EGS delivery mechanism and improving their EGSC.
