Enlightenment of Institutional Innovation of Guangdong Governmental Revolution to Promote a Balanced Urban and Rural Development——on the View of Institution Ecosystem

Abstract:This paper finds that,when market mechanism fails to solve the problem of how to balance urban and rural development,and rural society's development is slow,the governance reform is becoming the main force to promote urban and rural development.The institutional innovation of Guangdong's governance indicates,government reform can significantly promote urban and rural development,and various cities and counties are the best space of reform.Local governance reform must focus on restructuring functions and re-organization,facing up to the plight of the system,clarifying the roles and responsibilities among government,market and society,and stimulating the intrinsic motivation of organization through organization's system study.The inspiration of Guangdong is that,the ecosystem can restrain or urge institution innovation,and institution innovation also can adapt or reform the ecosystem.Although there are some problems pressed for solutions,the benign path of governance system change has already been established in Guangdong.
