On Perfecting China's Legal Safeguard System of Emergency Volunteer Service

Abstract:Emergency volunteer service is the volunteer service offered or launched in public emergent events by volunteers,volunteer service organizations and organizers,and it is the special form of the volunteer service in the crisis management.Because the emergent event has the characteristics of sudden occurrence,uncertainty of the development,time urgency,the seriousness of harm,and the necessity of taking special measures,the law should provide the following provisions of the emergency volunteer service :the principles,the organization and management mechanism,the organized and professional guarantee,the special rights and responsibilities of the volunteers and so on.The law should perform its functions of regulating social relations,keeping social order,promoting social development,and respond positively to the emergency volunteer services.
