Improvement of Guarantee Mechanism for Volunteers of China——Learn from the Experience of "japan Overseas Volunteers"

Abstract:Volunteering service is an important carrier to educate civil consciousness,to promote civil quality,to maintain social stability as well as to promote social harmony. It can play a strong part in the public administration. Compared to developed western countries,there are a great many of shortages in our countries' guarantee mechanism for volunteers,which have become the bottleneck that shackles the development of volunteering service. The development of volunteering service needs each volunteer's co-operation and selfless devotion. To remove obstacles of the volunteers taking part in public service and the establishment of guarantee mechanism,these problems should be paid sufficient attention. Base on the existing problems in guarantee mechanism for volunteers of China and the analysis of the experience of Japan Overseas Volunteers,some improvement suggestions for the guarantee mechanism of volunteer service are proposed in this paper.
