Abstract:Different regions in China face greatly dissimilar ecological and environmental problems due to large variations in natural conditions and socioeconomic development levels. Such spatial variability calls for regionalized environmental management and protection policies. Environmental function zoning is an effective tool for the design and implementation of differentiated environmental policies. To contain the ecological degradation in different regions of China, we first created a comprehensive environmental function evaluation index system that included 25 socioeconomic and environmental indicators for the three key elements of natural ecological security protection, healthy human living environment maintenance, and regional environment carrying capacity. To clarify the division of Chinese environmental function zoning in the new period, we use GIS and remote sensing technology. We generated 1-km resolution grid data for the 25 indicators and implemented this index system to evaluate the environmental function of the 2414 counties in China. Differentiated environmental management objectives and strategies were designed and implemented for different zones to avoid the phenomenon of one size fits all. This work lays a scientific foundation and provides a quantitative tool for the design and implementation of differentiated management. By considering not only the natural system but also the social and economic systems and their interactions, this evaluation of environmental function provides a more comprehensive view and thus offers new insights on balancing environmental protection and socioeconomic development.

Abstract:Zoning regulations in America are an imbedded part of the local political process for controlling property rights and public interests.Within differing regional and political environments,zoning regulations,and new technologies for their management,have become a comprehensive land use control tool.Research into zoning regulation systems show that they are very different from the Chinese regulatory planning system,which is a product of governance and institutional differences.This paper suggests innovations for regulatory plan compilation in the new era.

Theoretical Thinking and Practical Scheme of "double Evaluations" at Provincial Level: A Case Study of Zhejiang Province

Abstract:: The evaluations of resources and environment carrying capacity and territorial space suitability ("double evaluations") play a fundamental role in the new territorial spatial planning system, which is crucial for the scientificity of spatial decision-making and the effectiveness of spatial governance. This paper mainly focuses on the territorial space planning at the provincial level. Through applying "double evaluations" in the provincial territorial spatial planning, we aim to find the scientific support and basic requirements, and to summarize the challenges the evaluation faces both in theory and practice. On this basis, we propose a provincial "double evaluations" program, which includes three-dimensional connotation, one relationship, two scales and four levels. Then this paper explores the carrying capacity, pressure and potential of the resources and environment in Zhejiang province. Based on the logical relationship between carrying capacity and suitability, the provincial "double evaluations" is carried out from the scale of county and grid units. It also supports the formulation of provincial territorial spatial planning in four aspects, which are identification of advantages and weakness, the overall planning of special elements, the arrangement of development sequence and the optimization of spatial patterns. This study attempts to provide a feasible, scientific and practical evaluation framework for "double evaluations" at the provincial level, and to provide evidence for spatial pattern optimization, structural adjustment and index decomposition in territorial spatial planning.
Research on the Performance of Urban Land Use in Terms of Spatial Pattern and Mechanism in Zhejiang Province

Abstract:The purpose of this paper is to measure the performance of urban land use and its coordination degree in Zhejiang Province,and discuss the mechanism of formation of its spatial pattern.Methods of AHP and spatial correlation analysis were employed.The results indicate that,(1)a4Eappraisal framework regards urban land use performance,i.e.,Economic,Effectiveness,Efficiency and Equity was established;(2) the performances of economy and efficiency show strong spatial agglomeration characteristics,and spatial distribution performances of effectiveness and equity are relatively dispersed;(3)spatial clustering of land use performance can be classified into four kinds of club convergence.The clubs converged in terms of the highest or the lowest performances are distributed broadly and showing the significant stableness;(4)interior coordination degree of performance shows a trend that the level of the overall region is driven by the region of the highest value,however,the coordination degree does not have pure positive relation with the economic level.It is concluded that the performances of economy and efficiency are mainly influenced by scale effect,industrialization process and regional innovation ability of the city.Efficiency performance is mainly corresponding to the phase of the urban development.The main mechanisms that lead to theclub convergenceare due to the spillover effects,such as industrial structure reallocation and readjustment,demand driving,and learning from surroundings.The spatial re-distribution and optimization of urban land that is attributed to the industrial structure adjustment can strikingly improve the coordination of performances.

Abstract:Promotion of the sustainability and inclusiveness of the economy, society, and environment is important. However, China suffers from different overlapping and conflicting plans, which hinders its ability to achieve sustainable and inclusive development. To resolve these problems, China has made serious efforts to explore the methods for coordinating various planning from theory to practice. Reasonable spatial planning within China's rapid urbanization process will promote the sustainable development of cities in China, balance the relationship between environmental protection and urban growth, and promote the coordinated development of urban and rural areas. Different plans can be classified as either development or control plans, and when conflicts appear between the two kinds of planning in a regional planning context, the two can be analyzed separately. This paper begins by examining the conflicts that arise in development and control planning. Moreover, maintaining an area designated for flexibility between control and development planning makes spatial planning more achievable. This paper takes Yiwu city as a case to identify the "patch-corridor-matrix" spatial planning framework based on control, development, and flexible areas.

Abstract:Regional spatial governance policy is to solve contradictions between urban development and ecological preservation, coordinate resource configuration and regional development, but is difficult to implement due to contradictions among multiple departments, standards, and stakeholders. The paper studies the case of regional spatial control policy design in central and northern Jiangsu province region. A unified, “multi-plans integration” regional spatial governance system is the foundation and platform; “rigid+lfexible” zoning regulation and “control+compensation” mechanism consolidates spatial governance requirements and coordinates beneifts of diferent stakeholders; “joint development+beneift sharing” policy, organizational structure, and informal colaboration platform wil promote integrate regional development.
Research on Land Use Performance and Its Geographical Difference at County Level in Zhejiang

Abstract:The purpose of this paper is to measure the performance of urban land use and its coordination degree at county level in Zhejiang, and discuss the mechanism of its geographical difference. Methods of AHP and spatial autocorrelation were employed. Based on the "4E" urban land performance evaluation framework, the results indicated that economic performance and efficiency performance are spatially clustered; effectiveness performance and equity performance present spatial dispersion; the urban land performance can be classified into four kinds of spatial patterns, in which high performance and low performance convergence is widely and steadily distributed; the coordination degree of performance presents the phenomenon that it is not in direct ratio with economic development level. It is concluded that the land economic performance and efficiency performance are mainly affected by scale effect, industrialization process and regional innovation, and they present a prominent feature of spatial cluster;however, effectiveness performance and equity performance show an opposite feature of polarization; the major mechanisms of H-H and L-L spatial cluster are industrial gradient transfer, demand drive and other spillover effects based on regional industrial division system, as well as nearing study mechanisms; and industrial structure upgrading can improve the urban land use pattern and land performance coordination degree.

Abstract:Although the current practice of administrative division adjustment in China may help to facilitate regional governance and urbanization economies, it does not effectively resolve the fundamental conflicts between the central city and surrounding county-level cities. This paper examines the impacts of administrative division adjustment on economic development in Changzhou, Jiangsu Province, by focusing on the city's development zones. It identifies major problems in the development zones and explores the major institutional, policy, sociocultural, and spatial planning factors underlying these problems. It further proposes several approaches for the spatial integration of development zones, from the perspectives of institution, policy, and space, with broader implications that go well beyond the Changzhou case.
The Dilemma of Land Expansion and Governance in Rural China: A Comparative Study Based on Three Townships in Zhejiang Province

Abstract:Why do Chinese farmers continually utilize high-quality yet scarce cultivated land and extensively construct residences? Why is the Chinese government unable to control the continuous expansion of rural residential land after implementing strict economical and intensive land policies? To answer these questions, we launched a comparative study of three townships in Zhejiang Province. Based on a survey of 576 households and 72 rural government officials, this paper identified the determinants of rural house-building, explored different models of government intervention and provided recommendations for future government efforts. Results showed that (1) children, environment, investment, "mianzi", and "feng shui" factors were the main driving forces that influence farmers to construct residential structures, although primary and secondary differences in the various townships existed; (2) three problems in the specific governance emerged: the lack of farmers' unified action, failure to protect the rights of farmers, and the problem of meeting the funds demand of homestead replacement; (3) Actively exploring effective village planning, establishing linkages among stakeholders, effectively promoting farmers' participation, creating a service-oriented government, and introducing a Public-Private Partnership mechanism may effectively address the problems related to rural residential expansion and governance. The results indicated a need to pay more attention to the motivations of rural house-building, the interests of stakeholders and the funding arrangements of the project in future government intervention.
Top-Down or Multi-Party Collaboration: A Comparative Study on Spatial Governance of Built-up Areas in the Developed Regions of China

Abstract:Under the background of new urbanization,land utilization in developed regions is switching from increment planning to reserve planning.As spatial governance has been incorporated into the national strategy,the significance in the governance of land reserves for construction has become increasingly obvious.Different from the conventional planning for increments,the core of governance of land reserves for construction is the transaction of property rights on land and the distribution of land incomes.There are two typical management modes in the developed regions in China:one is the top-down mode,i.e.,"project governance" led by regional governments;and the other is the multi-party collaborative mode,i.e.,redevelopment by joint efforts of the original land owners,regional governments and other parties involved in the market.In the research,Shanghai and Guangzhou are taken as examples to compare the different practice in terms of institutional arrangement,planning and management,realization and distribution of land incomes,and public involvement.It is found that the key to good governance of land reserves for construction is respect of the benefits of the original land owners,other market players as well as public interest to ensure social justice.

Abstract:Review of the literatures on smart growth shows that the domestic researches mainly focus on the macro level,and it lacks regional researches.The purpose of this paper is to probe into the new concept on smart growth which is advocated by western countries and integrates all the experiences for the rational urban development of Zhejiang province.Methods of documentation and comparative study were employed.Results show that there are many problems in the process of urban spatial expansion,including rapid expansion of the builtup areas,the resource use in low efficiency,urban sprawl along the transportation trunk and loose use of the land space by the tendency of motorization.But considering the differences between the western countries and China,the concept on smart growth can not be applied in Zhejiang province directly without innovation,we need carry on some necessary innovation from theory and practice these two aspects.

Abstract:Carbon is generated through human socio-economic activities, with territorial space serving as the medium for these activities. Variations in spatial governance result in differences in the scale, intensity and efficiency of social and economic activities, as well as energy and resource consumption and carbon emissions across diverse functional spaces. Consequently, spatial governance performance should be evaluated using carbon-related indicators. This study initially established a theoretical model for assessing spatial governance performance based on carbon and an evaluation method encompassing three dimensions or indices "level-progress-gap". Zhejiang Province and its 11 prefecture-level cities were selected as the research area for preliminary application to explore the spatial governance performance and existing challenges under differentiated management and control. Finally, policy recommendations were proposed to foster the enhancement of spatial governance performance and the integration of low-carbon development.

Abstract:For implementing major function oriented zoning tactic,using hierarchical clustering method,with Lishui City in the southwestern hilly areas of Zhejiang as the studying area,the related indices of land use natural conditions,land utilization structure,economic and social functions of land use were selected to conduct regional zoning of land utilization.The results showed that Lishui can be divided into three land use zones as eastern valley-basins and low-hills land use zoning,central valley-basins and middle-hills land use zoning and western sources of water system and middle-hills land use zoning.The main functional zoning was connected with the regional zoning.

Abstract:Rural spatial governance has become an important part of the spatial governance system under the unified management of urban and rural spaces. In-depth theoretical and practical research on rural spatial governance in terms of promoting national spatial planning can help improve the planning and regulation system of rural space. Beginning with a description of rural spatial governance, this paper constructs a theoretical analysis framework of rural spatial governance based on the comprehensive perspective of spatial governance. The study also discusses the internal processes and feasible paths of rural spatial governance in territorial spatial planning and outlines the theoretical and practical research for enhancing rural spatial governance. The conclusions are as follows: (1) Rural spatial governance starts with the coordination theory of human-land relationships in the rural regional system. Through planning and negotiation, governance has effective regulation of rural space and allocates spatial rights in an orderly manner. Rural spatial governance highlights the comprehensive governance processes that combine "top-down" and "bottom-up" participation by multiple subjects. (2) Through the "action-efficiency-target" system, the comprehensive governance analysis framework of "matter-organization-ownership" in rural space provides an effective scheme for constructing rural spatial governance. Rural spatial governance is characterized by both rigidity and flexibility, the interaction between physical space and spatial relationships, and the superposition of spatial ownership and spatial organization. (3) The rural spatial governance features of interconnecting various scales (regional-village-plot) are conducive to improving the rural spatial governance system. (4) The governance means, participation modes, and value-sharing mechanisms of rural spatial governance help enrich the territorial spatial planning system, promote the integration of multiple regulations, refine the regulation of land use, and ensure good rural governance and ecological governance.

Abstract:In the summary of the 11th Five-Year Plan, land can be spatially divided into four kinds of main function regions, including optimal development region, important development region, restrictive development region, and prohibited development region, which is another innovation in traditional regionalization theory and will better serve national economy and social development. This paper takes the view that main function regionalization commits to solve regional problems, coordinating regional development with scientific viewpoint of development. Hence, theories and approaches of main function regionalization need to be updated from time to time. The paper explores the theories and approaches of main function regionalization through the example of the Coastal Development Spatial Regionalization of Yancheng city. First, comprehensive economic regionalization. Economic regions are divided by using traditional comprehensive economic regionalization theories and approaches to decide approximately the directions of development and distribution of different economic regions. Second, regulatory development regionalization. We consider the function, requirements of landscape and ecological system, contemporary conditions of land use, distribution of radical allusion, pollution in the nearshore area, distribution of seaports, conservative water supply resources, nature reserves and ecological reserves of the comprehensive economic regions above, and decide related prohibited development region and restrictive development region. Third, development potential regionalization. Taking administrative villages and towns as basic units, based on multi-factor analysis, we use the three main factors to make development potential divisions including carrying ability of resources and environment, existing development density and intensity, and future development potentials. Finally, the main function regions are planned on the basis of these three kinds of regionalization. The paper also proposes that a main function region is actually a kind of division of regional development policies, whose regionalization is a mere regional division and a spatial platform for the three kinds of planning-economic and social development planning, land use planning and urban comprehensive planning-to integrate together.
Territorial Spatial Governance and Central-local Coordination:Based on the Perspective of"Region-element"Coordination

Abstract:Clarifying the central-local governmental relationship in territorial spatial governance is an objective requirement for the modernization of the system and capacity of state governance.To successfully clarify this relationship is also necessary for the construction of ecological civilization and for the reform of the current system.It is a key issue for a series of institutional reforms, including the planning, usage, and regulation of current territorial space.Based on an interdisciplinary analytical framework, this article explores the basic logic of the interaction between the central and local governments in the field of territorial spatial governance as well as the core problems regarding the construction of a vertical system.The “region-element” coordination is key to deal with the central-local relationship to build a modernized system of territorial spatial governance.This article also puts forward the central-local mechanism aiming to achieve “orderly regional functions” and the central-local division aiming to achieve “effective control of elements.” In this regard, the reform of the system of China’s territorial spatial governance should focus on the following points:（1） balance rights and responsibilities to form a model of institutionalized decentralization in which rights match their due responsibilities of governments at all levels;（2） think about the bottom line to strengthen the control of and focus on security risks and spatial structure by the central government;（3） coordinate to make regional governance that is supported by the management of natural resource become an important position to improve the relationship between the central and local governments.

Abstract:In China, regional cooperation is a new phenomenon and it is currently receiving increasing attention and recognition from government and scholars. This paper attempts a comprehensive exploration of how power has been transferred from the central to the various local governments within this mechanism of regional cooperation in the Chang-Zhu-Tan urban cluster (CZT) during the past two decades. Regional institutions have been established as a multi-tiered arrangement to deal with regional cooperation issues. However, state-centric skewed governance, political competition among local governments and inter-ministry rivalries has caused complex power interplay for the regional institution and regional cooperation.
