Abstract:Congestion pricing can not only release traffic congestion, but also generate construction and maintenance revenues, with its necessity and rationality justified in most cases. However, there is a lack of consideration on some basic issues associated with the implementation of congestion pricing, which causes barriers to its application. Starting with some basic principles of congestion pricing, this paper explores the methods, influence factors, and strategies of congestion pricing. It is recognized that congestion pricing is not only a technical measure, but also a political, economical, and cultural issue, as well as a public concern. Therefore, the justice, effectiveness and continuity of congestion pricing should be examined during the implementation process. Finally, recommendations are provided for cities currently implementing congestion pricing.
