Abstract:In its increasingly broad and complicated evolution, the history of the modern international system that began at the juncture of the 15 th to the 16 th century had increasingly developed into being its own dynamic standing mechanism and the “mode of movement”. They were brought to light for the first time by Great Powers, Leopold van Ranke’s classical thesis in 1833, based upon his focused understanding of the dynamics of the international politics in the European Continent. After him, the most distinguished work should be The Precarious Balance, appeared a little more than a century later. Ludwig Dehio as its author integrated organically three geopolitical notions, that of Sea Power vs. Land Power, European balance vs. Overseas preponderance, and Traditional “middle powers” vs. Flanking great powers (the last two due to his own scholarly creation or decisive development), and elaborated thereby with extraordinary eloquence and intellectual stimulation the four-century’s European inter-state power struggles during the modern era. His promulgation is quite different from Ranke’s, primarily because his global perspective is so different from Ranke’s continental one. One of his vitally important profound understanding lies in the newly emerging absolute superiority of “Continental States” in terms of the nation-state magnitude, one of the major inevitabilities in the evolution of the modern international system, which provides the ultimate historical “rationale” for China and other one or two “Continental States”, besides the contemporary U.S.A, to become the future World Powers.
