Abstract:This paper breaks through the traditional evaluation index system of the eco-industrial park. According to the character of externality for eco-industrial park, we divide the product into private goods and public goods. And then we analyze the stimulating role the government plays to construct the eco-technology-economy evaluation model. We also design three main indicators of the model, which can not only evaluate the program of eco-industrial park, but also provide quantitative measurement theory for the government to support the eco-industrial park development to its largest extent.
