Abstract:Eco-industrial parks (EIP) are an organization of businesses grouped around material needs and outputs. Functional synergies need to be formed that benefit both or multiple companies in these grouped organizations. Such synergies may be in the form of sharing resources, materials, infrastructure, information, or industrial ecology principles in the form of one entity using the by-product of another entity as input. There are environmental, economic as well as societal gains to be realized through eco-industrial parks. A meta-analysis was conducted to assess EIP success to date, as well as to report experienced advantages of EIPs in practice. Many EIP projects failed to come to fruition or have transformed and fallen back on traditional industrial practices. Close examination of such cases provides valuable lessons for future EIP projects and provides insight into why eco-industrial parks have historically high failure rates in the United States. The study offers a summary and critical analysis of success factors for EIP development (e.g., geographic requirements, stakeholder involvement and dedication, community involvement, and regulatory system/agency support). In addition, the strategies and methods for future success of eco-industrial parks (e.g., agent-based modeling, optimization modeling, non-competitive waste stream selection) are discussed. Agent-based modeling can identify true costs and benefits and enable monitoring of EIPs during their operation. Use of optimization techniques may be applied to overcome the complexity of multi-objective mathematical models aiming to balance the needs of multiple firms and multiple resources being allocated among them. Non-competitive waste streams can alleviate various social concerns between firms in an EIP conglomerate, due to reduced competition and mutual benefit such as re-utilizing waste that is traditional expensive to eliminate, reducing disposal costs, and raw material sourcing costs.

Abstract:Eco-industrial Parks (EIP) have become a central element in China’s industrial strategy to combine industrial development while minimizing environmental impacts and improving resource efficiency. National standard system has been developed as a main tool for assessing EIPs. This paper provides a review of the development of China's EIP standard system. The focus of the analysis is the new national demonstration EIP standard (HJ/T274-2015), including a review of calculation methods for some key indicators. The analysis also provides a comparison with previous standards to identify the main changes and improvements in the assessment of EIPs. Comparison findings illustrate that the new standard provides a more consistent indicator system by providing a consolidated standard system, and offering more comprehensive and quantitative indicators. Moreover, the new standard aims to better manage environmental issues by supplementing more comprehensive environmental indicators. The standard also strengthens the emphasis of the industrial symbiosis dimension in the evaluation of EIPs. By offering optional indicators and giving distinct targets based on contextual conditions for a number of indicators, the flexibility and rationality of the EIP assessments are also enhanced. Although many positive changes have been identified, there are still some shortcomings exist in the new EIP standard. The paper proposes a number of recommendations based on analyzing shortcomings, for instance further improving of the industrial symbiosis indicators, offering social benefit evaluation indicators, and strengthening the reduction action evaluation. China’s experience of setting EIP standards and indicators may provide lessons for other countries’ attempts to develop industrial estate indicators. In order to observe and effectively promote industrial estates at the global range, several remaining research questions that need further exploration are put forward in this study.

Abstract:Eco-industrial parks (EIPs) are an innovative solution for balancing industrial development and environmental sustainability. This study presents a novel three-step model for the comprehensive performance analysis of EIPs, employing a dataset comprising 133 EIPs from various countries worldwide. The primary objectives include understanding EIP operational efficiency, proposing a benchmark-learning roadmap, and analyzing the interplay of the environmental, economic, and societal factors influencing EIP performance. The findings suggest that an EIP's size does not significantly influence its operational efficiency, offering strategic insights for businesses that are considering a transition to EIPs. The benchmark-learning roadmap identifies suitable reference parks for each EIP, providing practical guidelines for performance enhancement. Furthermore, it underscores the crucial roles of energy management, inter-enterprise resource exchange, and social welfare services in bolstering EIPs' economic benefits. These insights present compelling evidence of the potential for symbiotic relationships between industrial growth and sustainability within an EIP framework. In conclusion, this study serves as a comprehensive blueprint for EIP management, suggesting that EIPs can effectively drive sustainable industrial development without compromising economic performance. These findings have important implications for policymakers, business leaders, and EIP managers regarding the pursuit of sustainable industrial practices.

Abstract:Following the development of Industrial Ecology(IE)and the widespread promotion of Circular Economy(CE),Eco-industrial Parks(EIPs)have been rapidly developed throughout the world and become a new industrial paradigm of 2lth century.An EIP is a district where enterprises are organized according to industrial symbiosis and Circular Economy.It aims to optimize the integrated benefits of environment,economics and society in the park.With the exchange of all kinds of flows including materials,energy and information etc.,eco-industrial park forms a mutually beneficial network.Through the infrastructure and information share,members of EIP can realize energy cascading and material recycle. EIP is considered to be an important approach to sustainable development.Nowadays,EIP is undergoing a fast development in many countries.In China EIP has rapidly been developed since the late 1990s.Up to the present 15 national EIPs have been approved and about 100 EIPs on local levels have been planned or built.It is important for China to research on the practices of EIP and use the experiences of successful cases for reference,which makes great significance to the development of EIP and regional economy.The development models embody the features and differences of EIPs in some measures.Basing on summarizing and classifying the types of EIPs,analyzing and comparing the advantages and disadvantages of typical EIPs,and then combining the conclusions with the practice of EIPs in China,this paper gives some references to the diverse development of EIPs in the whole country and choices of appropriate development models of EIPs in different regions.

Abstract:Industrial ecology (IE) and eco-industrial Park (EIP) have been the emerging frontiers for sustainable development in recent years. The latest academic and practical progresses of IE and EIP are introduced in this paper. The study of IE with the approach of process systems engineering is especially pointed out, including mass integration and energy integration in an industrial ecosystem. Mass integration aims to utilize materials and minimize wastes to the maximal extents. It includes synthesis of reaction path and synthesis of mass exchange network for purification. The authors' work on reaction path synthesis is introduced. The energy integration aims to utilize energy effectively. Mass and energy integration in the context of industrial ecosystem will greatly improve the economic and environmental efficiency of EIP. Some other areas needed further study are also outlined in this paper. The areas include the study of the analogy between industrial ecosystem and non-human biological ecosystem with the concept of energy and exergy, the study of information system and decision support system for EIP, the study of the flexibility of EIP under uncertain factors, etc.

Abstract:In pursuit of more sustainable development of industry, China has been actively developing eco-industrial parks (EIPs) for more than a decade. However, the environmental value of these EIPs remains largely unverified. This study aimed to evaluate the environmental performance of national EIPs in China using data envelopment analysis. Eco-efficiency and environmental performance indices were used to represent the static and dynamic environmental performance of EIPs, respectively. An environmental performance index was formed by combining measures of eco-efficiency in a dynamic setting with the sequential Malmquist index approach. We obtained three main empirical findings. First, 34 national EIPs exhibited a cumulative environmental performance improvement of 89.4% from 2007 to 2010, which is primarily the result of eco-efficiency change rather than environmental technical change. Second, compared with the trial EIPs, the demonstration EIPs had a higher average eco-efficiency (0.611 vs. 0.446 in 2010) and experienced greater average environmental performance improvement (129% vs. 60%). Third, the EIPs retrofitted from high-tech industrial development zones exhibited much higher average eco-efficiency (0.798 vs. 0.440 in 2010) than those retrofitted from economic and technical development zones. The key measures supporting the performance improvement and policy implications for the development of EIPs are also discussed.

Abstract:Establishing an effective scientific evaluation promotes the development of an ecological industrial zone.The regional surrounding characteristics of a zone have significant influence on the selection of evaluation indices and setup of evaluation system.Based on current domestic and international studies,an evaluation system and corresponding computation method for Beijing ecological industrial zone was put forward.The evaluation system aims at the zone's current development level and characteristics with relevance and operational considerations.The idea and theory of the index system were used successfully for guiding the construction of Beijing ecological industrial parks,and can be beneficial to the evaluation methods of national ecological industrial parks.

Abstract:As one branch of industrial ecology, the ecoindustrial park (EIP) concept is being accepted and implemented in many parts of the world. In order to pursue a sustainable industrial development, China's government is forging this concept into a new strategy of industrial development and regional practices. This article aims to depict a picture of current China's experiences on EIP. It first presents two stages of EIP development at national level. Then more details at individual level are provided by three cases studies, that is, Dafeng, Lubei, and Nanhai, in which three points are addressed: (1) the industrial and environmental backgrounds of EIP projects; (2) specific resource sharing; and (3) benefits and challenges in these projects. The case studies show that the government acts as a key role player, facilitating multiple functions in the development of EIP projects. The case studies also suggest that many factors including holistic, economic, social, and technical aspects need to be taken into account to develop a successful EIP project.

Abstract:<h3 class="a-plus-plus">Abstract</h3> <p class="a-plus-plus">At the aim of solving the increasing conflicts among the economic growth, resource shortage, and environmental aggravation, the eco-industrial park becomes a significant research issue to achieve sustainable development and circular economy. Therefore, evaluating the comprehensive benefit of eco-industrial parks and providing references and policy formulation in supporting the improvement of construction and management level for eco-industrial parks are of great significance. In this paper, a hybrid framework was proposed to assess the comprehensive benefit of eco-industrial parks in terms of circular economy and sustainability. Firstly, the evaluation index system was constructed by using grey-Delphi method, which included economic benefit criteria, social benefit criteria, and environmental benefit criteria with nine quantitative sub-criteria and four qualitative sub-criteria. Then, a new comparison-based method, namely the best-worst method, was employed to determine the weights of all sub-criteria and the performance values of all selected eco-industrial parks with respect to the qualitative sub-criteria. Finally, five selected representative eco-industrial parks in China were ranked in terms of comprehensive benefit, and the optimal eco-industrial park was selected. According to the results of comprehensive benefit evaluation for eco-industrial parks, the strengths and weaknesses of each eco-industrial park were obvious. At the end, the recommendations for the effective and rapid development of eco-industrial parks were formulated.</p>

Abstract:This study establishes the Environmental Performance Index( EPI) for eco-industrial park development in China by applying multi-criteria ranking method. First,an indicator system is established by referring to the Standard for Sectorintegrate Eco-industrial Park. The indicator system includes eight indicators,which are classified into three categories,the indicators of economic development,resource and energy consumption,and pollution discharge. Second, a two-step normalization method is used to transform the original values of different indicators. Third,an equal weight method is applied for aggregation. The EPIs of the 24 national demonstration eco-industrial parks are analyzed and ranked with 2010 as the reference year. We suppose a standard eco-industrial park by referring to the Standard for Sector-integrate Eco-industrial Park. The key factors crucial to EPI are investigated,which include industrial structure,development stage of the ecoindustrial park,and the type of the eco-industrial parks. The industrial structure of the eco-industrial park,moreover,the pillar industries of the park usually play a significant role on the EPI. The development stage of the eco-industrial park is the second key factor for the EPI. The accredited national demonstration eco-industrial parks generally have better EPIs than the eco-industrial parks on trial. The third important factor crucial to the EPI is the type of the industrial park. Overall,the EPI of the eco-industrial parks retrofitted from high-tech industrial development zone is better than those retrofitted from economic and technological development zone. At last,the policy implication based on ranking the EPI of the 24 ecoindustrial parks is discussed. The standard eco-industrial park supposed above,which is designated an EPI of 60,is rankedalong with the 24 eco-industrial parks by comparing the EPI respectively. We find that 23 of the 24 eco-industrial parks have better EPI than that of the standard eco-industrial park. The Standard for Sector-integrate Eco-industrial Park is still at a low level compared with most national high-tech industrial development zones and national economic and technological development zones that have accredited as the national demonstration eco-industrial parks. In addition,some industrial parks that have homed to the industries having intensive energy and water consumption,such as steel,chemical industry,and textile dyeing and finishing,do not achieve the same good EPI as the high-tech industrial development zones or economic and technological development zones. However,they have greatly improved technologies of cleaner production and are devoted to pollution control,and thus should also be encouraged and honored for eco-industrial park development. The management of the eco-industrial parks should be classified carefully according to the categories and stage of development thereof. The indicator system underling the EPI of eco-industrial park in this study is open,and new indicators could be added with the continuously development of eco-industrial park,by the two-step normalization method proposed. The EPI method can be used to quantitatively evaluate the performance of industrial parks and promote the eco-industrial park development in China.

Abstract:Abstract Eco‐industrial parks (EIPs) is a complex system, composed of a variety of companies with embedded ties. Members in EIPs shape the “Eco‐Industrial Chain Network,” the industrial coupling symbiosis network (ICSN) system, in which businesses cooperate with each other and share the mutual benefits at the same time. In order to study the development levels of the ICSN system in EIPs, this paper uses the grey relational analysis (GRA) method to evaluate the eco‐efficiency of coupling and symbiosis network in EIPs in oil and gas resource‐based cities. The results show that the overall level of eco‐efficiency and the stability of ICSN could be reflected through the application of the economic, environmental, and the dematerialized cycle and network structure relational analysis. Furthermore, it confirms the feasibility and applicability of the evaluation model and the evaluation indicator system.

Abstract:On the basis of the principles of industrial ecology and according to the characteristics of eco-industrial system (EIS), a three factors model, economy-environment-structure, is presented to reflect development degree of an eco-industrial system. Based on the model, a series of evaluation indicators are proposed, such as eco-productivity index (EPI), exergy depletion index (ψDP), environment index (EI), and couple degree (CD), etc. Through the integration of evaluation indicators, three composite indicators, economic development degree, environmental harmony degree and structure-coupled degree are obtained. In order to fully express the development characteristics, the conception of development difference is defined. The balance degree of system development can be studied by difference analysis. Finally, the proposed evaluation method is applied to valuate and analyze Lubei eco-industrial system at four different development stages. The result shows that these evaluation indicators can better reflect the degree of system development, which also can be used to guide the direction of system improvement.

Abstract:The conventional rough-and-tumble pattern of industrial development in the northeast has severely affected China's sustainable development in recent years. As a result, the industrial park emerged and prospered with the advantages of clear industrial positioning, optimized functional layout and complete support facilities. Nonetheless, for the environmental management of industrial parks, environmental impact assessment (EIA) should be better applied as an upstream environmental protection means. Thus, in three aspects, this study summarizes the research on EIA in the world and analyzes the effectiveness and development of EIA in Northeast China. First, this study analyzed the status and trends of international research in EIA, based on the Web of Science database and the CiteSpace scientometric software. The number of papers continues to rise. Some countries collaborate closely and bring forth new ideas. Research focuses on environmental management, EIA methodology, and energy issues. Research hotspots are public participation and life cycle methods. Second, to specifically investigate the effectiveness of the EIA of the Northeast Industrial Park in recent years has been profitable for the improvement of the Northeast EIA system and for promoting the environmental management approach of the EIA at the micro level. It has been demonstrated that the effect of 70% EIA implementation is relatively significant with high effectiveness. Third, using a SWOT analysis approach, it aims to identify internal strengths and weaknesses, external opportunities and challenges in the development of the Northeast Industrial Park EIA, and propose a future development strategy for the Northeast Industrial Park EIA at the macro level.
