Income Gap and Social Equality:The Development Experience of the Social Security Systems in Latin American Region

Abstract:In China,studies on the social security systems in Latin America is used to focus on the effects of privatization.There is a lack of evaluation made on the consequences of this reform,neither the explanation on the traits of these systems and their associated social foundations.This article will review these experiences and uncover their social foundation.It explores the structural features and the developmental strategies of these systems,and to disclose the particular features of the systems as well.Such a study may help Chinese readers to understand the discourse of social policy development in that region,the associated conditions,and relations between various actors affecting this process.The study of this kind may inspire Chinese policy-makers to think the options of social security reform,as we can learn from the Latin American experience,a quick expansion of urbanization and marketisation does not necessarily cause an improvement in people's living standards,but likely worsening the extent of social polarization and fragmentation.As in Latin America,the privatization-oriented reform did create a pluralism of welfare provisions and allowing a large space for people's free choices,but on another hand,its effect on poverty reduction is low.Thus,studies about Latin American experiences can provide Chinese readers some reference to think about the Chinese circumstance of social policy development.
