Abstract:The problem of globalization and China is first of all that of time.We must understand the necessity and importance of China's participation in the wave of globalization from the viewpoint of logic of social and historical development.The anti-globalization conclusion drawn from state-nationalism,cultural pluralism may make China fail to take advantage of world market and to promote our developmental stage of social history,therefore,we should be against it.We should dare to and know how to merge in globalization.We should not underestimate the risk of globalization and the efforts to respond to challenge and to resist risks should be within the frame of globalization.We should replace the old model ofChallenge-responsewith the new oneresponse-innovationand promote system innovation and changes in globalization.

Abstract:The concept of progress clearly percolates the activities in science, technology, economy and society. It is a driving vector (probably the main vector) of our daily activity as researchers. The InThisGen initiative, proudly displayed in places across the University of Berkeley campus, and its headline lemma (what can we change in a single generation?) are clear exponents of the underlying assumption that progress is not only possible but also desirable. But about the concept of progress two major concerns arise. First of all, progress means some kind of going forward, that is a direction in a journey. But deciding the way in the route clearly implies that we are explicit or implicitly defining the goals, as individuals and as society. That is, the concept of progress has a set of underlying values. Additionally, the conceptual paradigm in scientific research (and probably in the whole spirit of our times) it is assuming some kind of endless progress. It is true that many technological innovations and their subsequent impact on society have found resistance, from Luddites to ecologist movements. But the last 150 years (the age of our university) have been witness of an enormous and general increase in knowledge, wealth and welfare, showing how progress can be sustained in the long-term and positively influence the human beings and the society. In this contribution will try to discuss these bounds, addressing the limits of materials, scientific knowledge and technological know-how. We will mainly focus on the limitations in technological knowledge in the software design, a key aspect of the digital era. Our main thesis, which will be addressed through the paper, is that there are intrinsic limits to technological knowledge and the concept of progress should take them into account.

Abstract:In recent years,Chinese social scientists have made some progress in the internationalization and greatly enhanced their international reputation.However,some Chinese scholars have a biased understanding on the academic internationalization.This article criticized theacademic nationalismthat want to boycott internationalization and thecolonial academicthat lack of local consciousness.Internationalization of the social sciences does not just mean English papers,international conferences and journals,more importantly,Chinese scholars should apply scientific research methods,actively participate in international academic dialogue and competition,invent dominant theoretical paradigms,and set up the research agendas with international colleagues.Chinese scholars need to balance the tension between experience and theory,universal rules and national interests,English and Chinese publishing.Internationalization neither meant to follow in Western academia's footsteps nor to degrade the value of native language writing.First-class Chinese writing with global perspective is an integral part of the internationalization of social science in China.

An endogenous growth model is developed to address this issue.In the paper,optimal patent protection scope and optimal technological change rate which maximize social welfare are studied,it is showed that fast technological change is not definitely good for welfare.In addition to,in the paper,we study determining factors of optimal patent protection scope.The implications of this paper to China are put forth.

Abstract:Set against the wider background of global suburbanization, this paper contributes to the emerging literature on the formation of technoburbia in China, and more importantly, the potential "urban contradictions" accompanying this process. Through a bottom-up empirical exploration of the Future Sci-tech City Corridor in Hangzhou and its embedded Featured Town initiative in particular, we observe how the future of technoburbia in China is by no means free from similar challenges in housing affordability and labor stratification. However, these contradictions are managed entirely differently in China. Nevertheless, the highly planned nature of China's technoburbia also rubs up against political decentralization, demographic change and economic upgrading, implying significant trials and tribulations along the way.
Reforming China's Science Awards.

Abstract:Youyou Tu won the Nobel Prize, yet she failed to be nominated for China's own State Science and Technology (S&T) Awards. This has triggered a fierce debate on the S&T Award evaluation system in China. S&T awards are determined by bureaucrats and social circles (“guanxi”) ([ 1 ][1]). Because the system lacks transparency and allows no input from citizens or scientists, it is prone to opaque operations and influence by cronyism, favoritism, and bureaucracy. This has contaminated the science culture in China. Scientists feel obligated to develop “guanxi” networks instead of focusing on scientific discovery. A large portion of the country's science budget was estimated to have been wasted on networking dinners instead of invested in research labs ([ 1 ][1], [ 2 ][2]). Such priorities lead to scientific corruption and fraud ([ 3 ][3]). If nothing changes, talented scientists and scientific breakthroughs will continue to be suppressed. It is time for China to reform its S&T evaluation system. It should depend on merit, transparency, peer reviews, and objective measures. True participation by the science community should be institutionalized. The government should detach itself from the process. Decision-makers should consult with international academic circles and nongovernmental organizations. This new system is feasible with the availability of the Internet and social media. Abstract:Abstract As the former Minister of China's Ministry of Science & Technology (MoST), Guan-hua Xu has witnessed, and personally contributed to, China's science and technology (S&T) development during the critical period of the country's transition into a great economic power. During his tenure at MoST and its predecessor (1995–2007), he promoted the reform of research institutions, initiated some of the Nation's most significant research and development (R&D) projects, and coordinated the formulation of China's National Outline for the Medium to Long Term Science and Technology Development Plan (2006–2020). As a distinguished scientist specializing in remote sensing, Xu has devoted much of his career over the past two decades to S&T policy and management. Since leaving the ministry, he has further explored fundamental issues surrounding China's S&T development, and recently collected his thoughts in a book entitled ‘Towards a Country of Innovation’ (Beijing: Science Press, 2014). In this recent interview with NSR, Xu summarized his view of the problems China faces in becoming an innovative country, and offered his recommendations for drastic reform of China's S&T system.

Abstract:A historical study of Modernization focuses on how the modernization experiences yesterday can be a good reference for today’s modernization process. In the context of 21st century, however, when East Asia and the whole world changed remarkably, our modernization study should increase its openness and pay more attention to the positive issues rather than the so called grand narratives. It should appreciate innovation and surpassing, and in doing so, it must evaluate the failures in the past as well as keep a critical mind to modernization itself, or even give a good calculation to all the anti-modernization trends world wide.

Abstract:Global governance of science and technology(S&T),which can be understand as a set of international institutions,norms and rules to intervene and regulate science and technology,forms a new environment for technical innovation in globalization age.The content of global governance of S&T can be divided into two aspects,international rules for globalization of S&T,and governance of global problems in which S&T play substantial role.Nation-state government,markets(transnational enterprises) and civil society are the most important actors,whose actions are penetrated with the conflictions between globalism and nationalism,as well as between instrumental and value rationality.The combinations of those three actors and the two conflictions eventually lead to instrumental rationality and nationalism in current global governance,and result in governance dilemma in many fields.Four policy suggestions are suggested to improve the capability of China to participate in global governance of S&T.

Abstract:This article critically traces the development of science communication in China in the past 30 years. While confirming the tremendous progress Chinese science communicators have achieved in popularising science, it argues that the deficit model-based popularisation effort cannot meet the diversifying demands on science in Chinese society. Citing both recent science and technology controversies and active public participation in science pilot initiatives in China, this article concludes that science communication efforts in the country must be focused on constructive dialogues and public engagement with science.

Abstract:Modern science has been potentially restricted by traditional ideas since it was introduced into China.The overemphasis on practicality somewhat distorted the spirit of science,Ge Wu Zhi Zhi(exploring things to acquire knowledge) promoted the emergence of scientism,and Zhi Guan Ti Yan(the idea of knowing something by intuition) resulted in pseudoscience and the encouragement of the examination-oriented education of science by imperial examination system.Understanding and reflecting on the potential impact of traditional ideas on modern Chinese scientific culture is an important prerequisite to ensure the healthy growth of modern scientific culture.

Abstract:executive summary: This essay examines China's drive for innovation as part of its national development strategy and addresses the tensions China faces between retaining control and autonomy in relevant sciences and technologies and becoming a global leader in these fields. main argument The Chinese Communist Party (CCP) has assessed that the world is undergoing "profound changes unseen in a century" in part as a result of rapid advances in science and technology. The Covid-19 pandemic has heightened the impact of these changes and added to the disruption of the current global order. Such conditions present unique challenges and opportunities for China in the course of its national rejuvenation. Xi Jinping has accelerated the pursuit of China's rise as a great power, and the 14th Five-Year Plan highlights the country's capacity for innovation and to leverage science and technology in pursuit of that objective. Progress toward this goal, however, has been uneven. Although China aspires to be a new "high ground" in science and technology, the capacity for innovative Chinese technologies to go global may be undermined by a deficit of trust and transparency. If China does emerge as a leader in new frontiers of innovation in the course of the fourth industrial revolution, this shift could present significant implications for the future balance of power. policy implications • China's drive for innovation will continue to confront certain incongruities. While the CCP has prioritized innovation, the imperative of party control may undermine the necessary conditions for it. And while China has risen within and benefited from a world of open science, intense competition in the geopolitical environment is complicating that paradigm. • China and its technology companies have shown increasing technological prowess (e.g., in coping with the Covid-19 pandemic) but still face technical impediments to overcoming strangleholds in key areas, such as semiconductors, that act as chokepoints. • For the U.S. to sustain its traditional leadership in science and technology, it will need to revitalize and reinvest in innovation domestically.

Abstract:The scientific and technological competition between nations and the accelerated emergence of science-based industries constitute a drive force for the universities to take the responsibility of transforming technological achievements for industrial and commercial use while carrying out their required teaching and research duties.However, excessive application research inevitably undermines the function of basic research in research universities.Different from the situation in the United States and Europe, China’s strengthening the transformation of technology and application research is carried out under the condition that the University’s own academic evaluation and academic incentive mechanism have not been fully established, and the negative effect is obvious.For this reason, this paper suggests that China’s policy for the transformation of technological achievements needs to be revised.
