Abstract:All countries face a number of daunting balancing acts with regard to their education systems.These challenges are intensified by the convergent forces of globalization and are remarkably dramatic in the case of China.Among the principal challenges are these: balancing the competing demands of equity,quality and efficiency;coordinating the contributions of the private sector with public resources and oversight;balancing institutional autonomy and academic freedom with public accountability;achieving a harmony between the instrumental and intrinsic goals and purposes of an education system;drawing upon the best practices of other countries while building on the historic strengths of indigenous educational institutions and traditions.In examining these fundamental policy issues it is necessary to keep in mind these questions:to what ends are reforms in education undertaken;who initiates change efforts and who benefits from them;and particularly appropriate to this 15th Annual Conference of CCES,what role can comparative educators play in contributing to more informed policy and enlightened practice.

Abstract:Public policy education in the Global South has mushroomed in the past 2 decades, concomitant with governance models that provide an alternative to liberal Western democracies. However, not much empirical evidence exists on the drivers and implications of this trend, with few exceptions that point toward a form of internationalization in the policy sciences. This study aims to fill this scholarly gap by comparing 46 public policy schools on various dimensions including degree offerings, institutional establishment and status, and mission. Further, to determine whether a unique model for public policy education is emerging that extends beyond mimicry of longstanding programs in the USA and Western Europe, we surveyed the senior management of the schools in our sample. We find that less than 25% have been directly modeled after a Western school. We discuss the implications of our findings for the practice and study of public policy education.

Abstract:The research on “schools of future” not only contains the reflection on and the criticism of many problems in today’s schools, but also shows a proactive planning for a better educational ideal and school pattern for the future. In this area, a consensus has been formed concerning the space reconstruction, technological empowerment, and personalized orientation of the development of future schools. However, there are still many controversies over such issues as how to face the uncertainty of the future, whether to move toward “de-discipline” or to reconstruct the disciplines based on the disciplinary logic, and whether to promote the retreat of “teaching” or to further strengthen the power of “teaching” in the sense of transformation. In order to guide the construction of future schools in a more rational way, the research on “schools of future” should avoid falling into such traps as “technological determinism”, “undifferentiated reform”, and social atomization.

Abstract:This paper presents a review of Western scholars' studies on China's public policy process.Interests in China's policy process began in 1950s.Studies on China's public policy led by American scholars initially conceptualized around policy elites and factions but later shifted towards bureaucratic organizations.Different policy process models were proposed,such as rationalist behavior,power struggles,bargaining game and etc.Characteristics of China's public policy process were identified.While many of these studies were somewhat biased,they offer some interesting perspectives that China's policy researchers will find useful in their efforts to gain a better understanding of China's public policy process.

Abstract:Just as the world has increasingly been compressed over recent decades through transnationally engaged actors or ‘carriers’ such as mobile experts, international organisations, and seemingly globalised bodies of knowledge, so have China's politicians and academics increasingly ‘gone global’ in various fields of social action, including education. China's Open Door policy since the late 1970s is, historically, not the country's first opening to the world but is preceded by earlier phases of opening and closing. Each of these ‘global’ phases is witness to two interrelated phenomena: the reconstruction of the local through the global; and the reconceptualisation of the global through the local. The article seeks to illustrate this dialectic process both in theory and in practice. The first part unpacks dimensions and paradoxes of the global–local nexus in comparative education, discussing both fruitfulness and shortcomings of the ‘world culture theory’ and complementary approaches. Based on the insights from this discussion, the second part showcases the local embeddedness of seemingly global paths by revealing how the Chinese educational field dealt with – and appropriated – ‘world culture’. I will exemplify this by looking at two different time periods: firstly, I will show how, in the Republican China of the 1920s, the idea of ‘vocational education’ was taken up, transformed, and meshed with socio-culturally grounded, both traditional and contemporaneous notions of how the individual should be socialised into working life. Secondly, I will trace how the idea of ‘neo-liberalism’ has been taken up by Chinese educationists since the 1990s and how it has been sinicised to justify – or oppose – equality in education. The insights from these two historical snapshots are two-fold: firstly, the development of Chinese education is not as nationally determined as is suggested by various actors and researchers but emerges at the interface of globally migrating ideas and nationally designed strategies; secondly, ‘world culture’ – or an educational ideology spreading worldwide – is not as uniform as is suggested by its apparent global ubiquity but is remade by local, if transnationally active agents and networks.

Developing China's future managers: learning from the West?

Abstract:Purpose The purpose of this paper is to provide a new approach towards the understanding of teacher‐student relationships in the context of management education in China, and to promote collaborative learning. Design/methodology/approach The paper critiqued the current model of management education in China and highlight the reasons from a cultural and historical perspective. With examples from her teaching practices the author argued why a new teacher‐student relationship is necessary in developing China's future managers. Findings Creativity and innovativeness of Chinese learners can be fostered by a collaborative approach of teaching and learning. Practical implications Management educators in China need to challenge their deeply held assumptions about teaching and learning, and actively experiment with new approaches towards developing students' critical thinking ability and creativity rather than reinforce the established power relations between teacher and student. Originality/value This paper offers a new perspective towards understanding teacher‐student relationships in China which has the potential to transform both teachers and students, and to contribute to the development of a new generation of competent Chinese managers.

Schools should prioritize providing resources and training for educators to effectively teach with cultural response teaching, while students can enhance their intercultural competence by participating in cultural diversity-focused activities. Thus creating an environment where differences are not just acknowledged but celebrated. Moreover, families also play an indispensable role in emphasizing the importance of cultural diversity, as supporting the values of different backgrounds. Through this interplay between institutions, learners, and families, this paper aims to provide a comprehensive understanding of the trajectory of educational cultural diversity in the context of globalized education.

Abstract:The Preservice <i>Teacher Education Reciprocal Learning Programme</i> has been developed on a vision of bridging the East and West dichotomy by harmonising Eastern learning with Western knowledge. This programme is one of the two foundations for Xu and Connelly's 7-year Canada-China Reciprocal Learning Partnership in teacher education and school education in 2013-2020. The Programme, 'provide[s] an exceptional cross-cultural experience with international engagement … to broaden teacher candidates' horizons for a society of increasing diversity in today's globalized world'. This article's purposes are to discuss how <i>reciprocal learning</i> is both a concept and an approach for international and cross-cultural teacher education and school education and to present the learning outcomes and educational significance of the East-West reciprocal learning programme in teacher education. The Programme has created opportunities for both pre-service and in-service teachers to understand and appreciate a culture and educational system different from their own, thereby reciprocally contributing to educational opportunities for those they teach. The research theory and method utilised in this work are found in a companion paper in this special series and are briefly discussed below in the project overview and later in a discussion of student outcomes. This work has implications for other school settings where increasing immigrant student population and cultural diversity have become the norm.

Abstract:This study aims to explore the educational foreign exchange and cooperation policy conceptual framework in China's education system from a historical policy retrospective analysis. Since reform and opening-up, China has issued a total of 151 pieces of educational foreign exchange and cooperation policy documents, including the cultural education policy, the technical educational policy, the overseas educational policy, and the foreign student policy. It is suggested that we need to carry out capacity building and improve the quality of education exchanges and cooperation with other countries; expand forms and paths and expand educational exchange and cooperation resources and optimize the project system and support education exchange and cooperation with foreign countries; enhance the strength of education and enhancing the influence of education on foreign exchange and cooperation. In conclusion, we need build a guaranteed system for educational exchange and cooperation with foreign countries. We will gradually lift the authority of foreign exchange and cooperation projects in education by category, promote the reform of qualification identification and management of institutions opening to the outside world in education, and improve the facilitation and speed of the management and service of opening to the outside world in education.

Abstract:ECNU Review of Education, Ahead of Print. PurposeThe paper tries to analyze the impact of the American higher education model on China's higher education since the reform and opening-up, enriching the research on policy learning in comparative education by adding a Sino-U.S. case.Design/Approach/MethodsThis study focuses on three cases of policy learning: undergraduate education reform, the transformation of polytechnic universities into comprehensive ones, and the introduction of the tenure-track system, using academic archives, oral interviews, and policy texts.FindingsThis study identifies several characteristics of policy learning. First, while the influence of the United States remains dominant, other countries such as Germany, the United Kingdom, and France have also become learning targets. Second, policy learning from the United States reflects the characteristics of selective adoption, suggesting that the foreign model is partially copied and reinterpreted in the Chinese context.Originality/ValuePolicy transfer is a classic theme of comparative education research. Although the Western model—and the U.S. model in particular—has had a profound impact on China's higher education reform, research on the impact of the U.S. model since 1978 is limited. This study addresses this gap.

Abstract:Since the foundation of the People's Republic of China in 1949, there has been remarkable developments in public health in the country. These achievements are primarily attributed to the public health services and patriotic public health campaigns, although the contribution of high-technology medical applications is also recognized. However, along with the recent socio-economic developments and scientific and technological progress, medical disciplines have become more and more specialized, and clinical and preventive medicine have become further separated from each other. Conventional Chinese wisdom says 'when long divided they must unite, when long united they must divide'. At the onset of the new round of reforms of health care in China, it seems important to revisit the discussions on the urgency for integration of health sciences in medicine in China. Several issues and viewpoints on integrating medicine are discussed in this paper. The biopsychosocial model for health calls for broad integration. Primary care development in China requires integration in education and practice, and in treatment and prevention. Control of chronic diseases requires integrated and united action. Integration of traditional Chinese medicine with Western medicine requires creativity. The integration perspective should be instilled in the minds of medical students. Integration also entails integrated practice. After all, integration entails integrated education and practice in public health education. Changing the current public health education system still has a long way to go. True integration requires integration of concepts, policies, resources and measures, as well as changes in the organization of health care including public health, prevention and treatment. This needs to be a systematic process. Finally, success of integration relies on social mobilization, advocacy, promotion and attention of the entire society.

Abstract:As globalization continues to evolve, the phenomenon of internationalization in education has become an objective situation and a common international occurrence. Particularly in China, with the rise of the economy as a superpower, there has been a series of developments in the internationalization of education. Despite the number of international schools in China increasing from 22 in 2000 to 959 in 2019, serving 400,000 students, the rapid expansion of international schools in China has brought challenges. These “non-traditional” international schools strive to construct an international curriculum system that is “characteristically Chinese”, “high-quality”, and “diverse”. However, they face many challenges, including the lack of integration of Chinese and foreign curricula and the absence of standardized international school management. Therefore, this study aims to delve into the opportunities and challenges faced by these “non-traditional” international schools in building a Chinese-characteristic international curriculum system, through a comprehensive review of relevant domestic and international literature, providing a more detailed direction for future research.
