Abstract:A system that would guarantee the implementation of approved urban plans must establish a controlled construction environment with integrated general social coordination. An implementation assurance system would require unique institutional and procedural cooperation to provide the rights and resources necessary to establish a mechanism capable of guaranteeing urban plan realization.
