Abstract:In the post-reform era, China achieved poverty reduction that was unprecedented in human history This poverty reduction was accompanied by fast growth and worsening income distribution. The present paper examines the poverty-growth-inequality triangle in China by: (i) providing growth, inequality and poverty profiles at the national and provincial levels; (ii) uncovering the contributions of growth and inequality changes to poverty reduction; and, finally, (iii) drawing lessons for other developing countries. Based on the World Bank's definition of the poverty line, China has already eliminated abject poverty, even though the poverty rate was as high as 88.3 percent in 1981. The remarkable record in poverty reduction is predominantly attributable to growth. The effect of inequality varied in different periods. In addition, the impact of growth on poverty reduction is found to be diminishing over time, a phenomenon worth further research and policy attention.

Abstract:Since the introduction of reforms first in rural areas in the late 1970s and then in urban areas at the beginning of the 1980s, China has moved rapidly toward a market economy. The policy of opening up and marketization has speeded China's economic growth, which was extremely rapid during the 1990s. Growth has been accompanied by China's transformation from a predominantly agrarian economy to an industrial and service-based economy, with a marked increase in urbanization.

Abstract:The paper investigates income inequality in urban China by using 2002—2007 UHS datasets.It finds that:(1) The Gini coefficient rose first and then fell,and it's 0.342,0.361 and 0.349 for 2002,2004 and 2007 separately.(2) The effects of real estate market and finance market on enlarging income inequality are increasingly stronger.Income from wealth has become the third important factor affecting income inequality,whose effects are just inferior to those of wage income and net public transfer income,and its contribution rate has arrived at 7.3% in 2007.(3) Real estate investments can enlarge income inequality more greatly than finance investments because of the higher investment threshold and the lasting rise of house prices.

Abstract:This paper shows that the trend of worsening income distribution in China has been reversed. We ascertain the robustness of this decline using five nationwide household survey and different inequality indicators. Attempts are then made to uncover the underlying reasons. Major findings include: (1) The decline is largely due to improvement in the distribution of transfer income although its share in the total income is small and diminishing; (2) Occupational income, particularly its component of wage income, plays an important role; and (3) Other drivers include the expansion of the middle-income group, rapid urbanization, and the shrinking disparity within Eastern China.

Abstract:It has been more than three decades since China started to transform its economy institutionally and structurally. The economic transformation has stimulated rapid economic growth in both GDP and personal incomes. From 1978 to 2007 annual growth of GDP averaged close to 10 percent and of household per capita income more than 7 percent. The rate of economic growth was even more impressive in later years, including the period under study in this chapter. From 2002 to 2007 annual growth in GDP was 11.6 percent, and in rural and urban household income per capita 6.8 and 9.6 percent, respectively. 1
The Increasing Inequality of Wealth in China

Abstract:The inequality of wealth in China has increased rapidly in recent years. Prior to 1978 all Chinese households possessed negligible wealth. China therefore presents a fascinating case study of how inequality of household wealth increases with economic reforms, marketization, and capital accumulation. Wealth inequality and its growth are measured and decomposed by using data from the CHIP 2002 and 2013 survey datasets. Techniques for estimating the top tail of the income distribution by using a Pareto approximation are applied to measure the sensitivity of wealth inequality to plausible assumptions about the underrepresentation of the wealthy and underreporting by the wealthy. The rising wealth inequality is explained in terms of the relationships between income and wealth, house price inflation, and differential savings.

Abstract:China has experienced rapid economic growth over the past two decades and is on the brink of eradicating poverty. However, income inequality increased sharply from the early 1980s and rendered China among the most unequal countries in the world. This trend has started to reverse as China has experienced a modest decline in inequality since 2008. This paper identifies various drivers behind these trends – including structural changes such as urbanization and aging and, more recently, policy initiatives to combat it. It finds that policies will need to play an important role in curbing inequality in the future, as projected structural trends will put further strain on equity considerations. In particular, fiscal policy reforms have the potential to enhance inclusiveness and equity, both on the tax and expenditure side.

Abstract:This chapter examines the major trends in Chinese household incomes and inequality from 2007 to 2013 and highlights key, cross-cutting findings from the book as a whole. It begins with an overview of economic and policy developments during the period and of data and measurement issues. It reports the central estimates of China’s national income inequality, with comparisons to other studies. The chapter then discusses six cross-cutting findings from the book: 1.) after 2007 national income inequality declined, a marked change from past trends; 2.) the urban/rural income gap declined, also a change from past trends; 3.) income gaps between the East, West, and Central regions were no longer a substantial source of inequality; 4.) household wealth grew markedly and unequally; 5.) the number of Chinese households with incomes comparable to middle-class households in the developed world grew rapidly; and 6.) absolute poverty in China continued to decline and by 2013 it was quite low.

Abstract:Using the nationally representative Urban Household Income and Expenditure Survey (UHIES) conducted by the National Bureau of Statistics (NBS) of China, we document a steadily rising trend in income and consumption inequality during the period from 1992 to 2003 in urban China. Despite the rising urban inequality over time, the social welfare of urban residents unambiguously improved because every income group saw their income and consumption increase over this period (higher income groups experienced faster increases). Moreover, consumption inequality follows income inequality very closely. Labor income inequality accounts for about two‐thirds of total income inequality quite consistently over time. We find that only about one‐third of urban inequality can be attributed to observable individual choices and characteristics, of which education has increasing explanatory power, while regional differences become less important over time. We also find that restructuring of the SOE sector, urbanization, and globalization are important contributing factors to rising overall urban inequality and the within‐group inequality not accounted for by observable individual choices and characteristics.
Rising Inequality in China and the Move to a Balanced Economy

Abstract:China faces serious external (i.e. trade) and internal (i.e. structural) imbalances. Both are related to income inequality, reduction of which will help to increase domestic demand. This paper discusses how income inequality has evolved over time. This is followed by an exploration of the consequences of high inequality. Driving forces underlying the rising inequality are analyzed before providing concrete policy recommendations. It is found that inequality declined in the early period of reform, until the mid to late 1980s, and then began a rising trend up to 2010. Major determinants of inequality include: location, institutional and policy factors, trade and globalization, and education inequality and human capital gaps along ruralurban and spatial divisions. To achieve a balanced economy and a harmonious society, development policies in China must shift from emphasizing growth to prioritizing equality. In addition, government interventions can target ruralurban disparity through rapid urbanization, and tackle regional inequality by developing financial markets, ensuring progressive allocation of fiscal resources, promoting trade and foreign direct investment in inland China, creating more formal jobs and supporting the service sector.

Abstract:This paper studies the mutual effects of globalization, liberalization and income inequality using a case study of China. Comparing the trends of economic growth and income distribution, we found that the economic reform and opening-up policy promoted China's rapid growth while inducing an expansion in income disparity. We also found that the income gap had been a force driving China's high growth in its earlier transition period but began to be an obstacle as the Chinese economy became more globalized and liberalized. To enhance future economic development, China must reduce this inequality.
Short-term Trends in China’s Income Inequality and Poverty: Evidence from a Longitudinal Household Survey

Abstract:In the past three decades, income inequality in China has increased rapidly relative to both China's own past and other countries at similar levels of economic development. Using recent longitudinal data from the China Family Panel Studies (CFPS), this article examines changes in income inequality and poverty prevalence between 2010 and 2012. Surprisingly, we find a modest decline in income inequality as measured by the Gini coefficients in the CFPS data. The urban-rural gap narrowed, with rural families enjoying faster income growth than urban families enjoyed. Income growth was greater for middle-income families than for families with either high or low incomes in 2010. By all measures, poverty was greatly reduced between 2010 and 2012. Two-thirds of families that had been poor in 2010 escaped poverty by 2012.

Abstract:This introductory chapter provides background to and summarizes key findings from the chapters in this book, all of which share in common their use of household data from the latest round of the China Household Income Project (CHIP) survey to analyze recent trends in inequality in China. We begin with an overview of relevant economic and policy developments in China and discuss data and measurement issues. We discuss our central estimates of national income inequality based on the 2007 and 2013 CHIP survey data and make comparisons to estimates from official and other sources. Drawing on the various chapters in the book, we identify six key findings. First, during the period of study income inequality in China declined, a reversal of the several decades-long trend of rising inequality; however, the measured decline not entirely robust. Adjustments for geographic differences in costs of living or for understatement of incomes at the top of the income distribution reduce or even reverse the decline. Second, the urban-rural income gap narrowed, also representing a change from past trends. Third, income gaps within, rather than among, the East/West/Center regions remained the main source of national inequality. Fourth, household wealth rose markedly and became a key factor contributing to income inequality. Fifth, growing numbers of Chinese households attained levels of income comparable to those of middle-class households in the developed world. Sixth, absolute poverty in China continued to decline and by 2013 absolute poverty was relatively low, but poverty among the remaining poor and rising relative poverty pose continuing challenges.

Abstract:This paper investigates the poverty and inequality in urban China during the period of rapid urban reforms. It shows that the incidence of urban poverty declined from 1992 to 1995, but increased from 1996 to 1998, when major urban reforms were launched. The western region has the highest concentration of urban poverty, and the income gap between the region and rest of China has been widening over time. A further decomposition analysis shows that rapid economic growth has been the major force behind reduction in urban poverty, but the poverty reduction impact would have been even greater if worsening income distribution had been avoided.

Abstract:Using the five waves of the China Household Income Project surveys conducted during 1988-2013, we investigate long-term changes in national income inequality and rural poverty in China. National income inequality rose markedly to 2007 and thereafter fell slightly. Income growth was widely shared, but inequality increased because the high-income percentiles had faster income growth than lower percentiles and because the gap between urban and rural household incomes widened. The fall in income inequality after 2007 reflects faster income growth among low-income percentiles and the impacts of newly introduced redistributive policies. The paper also finds a considerable, ongoing poverty reduction in rural China. A poverty decomposition analysis indicates that this rural poverty reduction was mostly due to income growth rather than redistribution.

Abstract:This article examines recent trends in inequality and poverty and the effects of distributional policies in China. After a discussion of data and measurement issues, we present evidence on national, as well as rural and urban, inequality and poverty. We critically examine a selection of policies pursued during the Hu-Wen decade that had explicit distributional objectives: the individual income tax, the elimination of agricultural taxes and fees, minimum wage policies, the relaxation of restrictions on rural-urban migration, the minimum living standard guarantee programme, the "open up the west" development strategy, and the development-oriented rural poverty reduction programme. Despite these policies, income inequality in China increased substantially from the mid-1990s through to 2008. Although inequality stabilized after 2008, the level of inequality remained moderately high by international standards. The ongoing urban-rural income gap and rapid growth in income from private assets and wealth have contributed to these trends in inequality. Policies relaxing restrictions on rural-urban migration have moderated inequality. Our review of selected distributional policies suggests that not all policy measures have been equally effective in ameliorating inequality and poverty.
