Abstract:In the past three decades, income inequality in China has increased rapidly relative to both China's own past and other countries at similar levels of economic development. Using recent longitudinal data from the China Family Panel Studies (CFPS), this article examines changes in income inequality and poverty prevalence between 2010 and 2012. Surprisingly, we find a modest decline in income inequality as measured by the Gini coefficients in the CFPS data. The urban-rural gap narrowed, with rural families enjoying faster income growth than urban families enjoyed. Income growth was greater for middle-income families than for families with either high or low incomes in 2010. By all measures, poverty was greatly reduced between 2010 and 2012. Two-thirds of families that had been poor in 2010 escaped poverty by 2012.

Abstract:The paper investigates income inequality in urban China by using 2002—2007 UHS datasets.It finds that:(1) The Gini coefficient rose first and then fell,and it's 0.342,0.361 and 0.349 for 2002,2004 and 2007 separately.(2) The effects of real estate market and finance market on enlarging income inequality are increasingly stronger.Income from wealth has become the third important factor affecting income inequality,whose effects are just inferior to those of wage income and net public transfer income,and its contribution rate has arrived at 7.3% in 2007.(3) Real estate investments can enlarge income inequality more greatly than finance investments because of the higher investment threshold and the lasting rise of house prices.

Abstract:Using the five waves of the China Household Income Project surveys conducted during 1988-2013, we investigate long-term changes in national income inequality and rural poverty in China. National income inequality rose markedly to 2007 and thereafter fell slightly. Income growth was widely shared, but inequality increased because the high-income percentiles had faster income growth than lower percentiles and because the gap between urban and rural household incomes widened. The fall in income inequality after 2007 reflects faster income growth among low-income percentiles and the impacts of newly introduced redistributive policies. The paper also finds a considerable, ongoing poverty reduction in rural China. A poverty decomposition analysis indicates that this rural poverty reduction was mostly due to income growth rather than redistribution.

Abstract:This paper examines causes behind recent changes in income inequality in China, especially its moderation since 2008, using household survey data and decomposition analyses. It is found that, by income sources, contributors to the moderation in inequality were wage income, pension, and other transfers, offset somewhat by the inequality-increasing effect of changes in net farm and nonfarm business incomes, net asset income, imputed rent, and personal income tax and social security contribution. By household characteristics, contributors to inequality moderation were a narrowing in the urban-rural income gap, rural-urban migration, and a decline in regional income disparity, offset by widening inter-industry earning differentials, a rise in the education premium, and changes in some unknown factors. These results are likely an outcome of some fundamental drivers working together, including processes of catch-up growth and structural transformation, market-driven forces including technological progress and globalisation, government policy actions, and remaining market distortions.

Abstract:This chapter examines the major trends in Chinese household incomes and inequality from 2007 to 2013 and highlights key, cross-cutting findings from the book as a whole. It begins with an overview of economic and policy developments during the period and of data and measurement issues. It reports the central estimates of China’s national income inequality, with comparisons to other studies. The chapter then discusses six cross-cutting findings from the book: 1.) after 2007 national income inequality declined, a marked change from past trends; 2.) the urban/rural income gap declined, also a change from past trends; 3.) income gaps between the East, West, and Central regions were no longer a substantial source of inequality; 4.) household wealth grew markedly and unequally; 5.) the number of Chinese households with incomes comparable to middle-class households in the developed world grew rapidly; and 6.) absolute poverty in China continued to decline and by 2013 it was quite low.

Abstract:This article examines recent trends in inequality and poverty and the effects of distributional policies in China. After a discussion of data and measurement issues, we present evidence on national, as well as rural and urban, inequality and poverty. We critically examine a selection of policies pursued during the Hu-Wen decade that had explicit distributional objectives: the individual income tax, the elimination of agricultural taxes and fees, minimum wage policies, the relaxation of restrictions on rural-urban migration, the minimum living standard guarantee programme, the "open up the west" development strategy, and the development-oriented rural poverty reduction programme. Despite these policies, income inequality in China increased substantially from the mid-1990s through to 2008. Although inequality stabilized after 2008, the level of inequality remained moderately high by international standards. The ongoing urban-rural income gap and rapid growth in income from private assets and wealth have contributed to these trends in inequality. Policies relaxing restrictions on rural-urban migration have moderated inequality. Our review of selected distributional policies suggests that not all policy measures have been equally effective in ameliorating inequality and poverty.

Abstract:In this chapter we examine trends in Chinaâ€™s household incomes, income distribution and inequality for China as a whole and for each of the urban, rural and rural-urban migrant subgroups, as well as analyzing changes in the income gaps between the urban and rural sectors and among the Eastern/Central/Western regions using the CHIP 2007 and 2013 data. Our base estimates show a decline in national inequality from 2007 to 2013. This decline is robust to alternative income definitions and different inequality indexes. The decline reflects reductions in important dimensions of inequality including the rural-urban income gap, regional income gaps, and inequality in the distribution of the major components of household income, e.g. wage earnings, asset income, etc. The decline in national inequality would have been even larger if not for rising inequality within the urban and rural sectors and the growing importance of unequally distributed income components, such as income from assets and imputed rents on owner-occupied housing. Moreover, the decline in national inequality is not robust to adjustments to correct for spatial differences in the cost of living and for under-representation of top-income groups in the survey sample. These adjustments reveal that some, if not all, of the apparent reduction in inequality from 2007 to 2013 is due to changes in prices and the growing importance of top-income individuals and their incomes that are not captured in the household surveys. The chapter contains further, detailed analyses of changes in incomes and income distribution within each of the urban, rural and migrant population subgroups.

Abstract:In this paper we describe the major trends in China’s income inequality over the past 40 years and explain them as the outcome of four interleaved stories. The first story is a standard development story characterized by structural change, market development, labour absorption, and the Kuznets inverted-U path of inequality. The second is the economic transition story, in which changes in income distribution result from the shift from plan to market. Third is incomplete transition, with opportunities for rent-seeking, corruption, and hidden income. Fourth is the story of government efforts to moderate inequality through social and welfare policies.

Abstract:This introductory chapter provides background to and summarizes key findings from the chapters in this book, all of which share in common their use of household data from the latest round of the China Household Income Project (CHIP) survey to analyze recent trends in inequality in China. We begin with an overview of relevant economic and policy developments in China and discuss data and measurement issues. We discuss our central estimates of national income inequality based on the 2007 and 2013 CHIP survey data and make comparisons to estimates from official and other sources. Drawing on the various chapters in the book, we identify six key findings. First, during the period of study income inequality in China declined, a reversal of the several decades-long trend of rising inequality; however, the measured decline not entirely robust. Adjustments for geographic differences in costs of living or for understatement of incomes at the top of the income distribution reduce or even reverse the decline. Second, the urban-rural income gap narrowed, also representing a change from past trends. Third, income gaps within, rather than among, the East/West/Center regions remained the main source of national inequality. Fourth, household wealth rose markedly and became a key factor contributing to income inequality. Fifth, growing numbers of Chinese households attained levels of income comparable to those of middle-class households in the developed world. Sixth, absolute poverty in China continued to decline and by 2013 absolute poverty was relatively low, but poverty among the remaining poor and rising relative poverty pose continuing challenges.

Abstract:This paper shows that the trend of worsening income distribution in China has been reversed. We ascertain the robustness of this decline using five nationwide household survey and different inequality indicators. Attempts are then made to uncover the underlying reasons. Major findings include: (1) The decline is largely due to improvement in the distribution of transfer income although its share in the total income is small and diminishing; (2) Occupational income, particularly its component of wage income, plays an important role; and (3) Other drivers include the expansion of the middle-income group, rapid urbanization, and the shrinking disparity within Eastern China.

Abstract:Using the nationally representative Urban Household Income and Expenditure Survey (UHIES) conducted by the National Bureau of Statistics (NBS) of China, we document a steadily rising trend in income and consumption inequality during the period from 1992 to 2003 in urban China. Despite the rising urban inequality over time, the social welfare of urban residents unambiguously improved because every income group saw their income and consumption increase over this period (higher income groups experienced faster increases). Moreover, consumption inequality follows income inequality very closely. Labor income inequality accounts for about two‐thirds of total income inequality quite consistently over time. We find that only about one‐third of urban inequality can be attributed to observable individual choices and characteristics, of which education has increasing explanatory power, while regional differences become less important over time. We also find that restructuring of the SOE sector, urbanization, and globalization are important contributing factors to rising overall urban inequality and the within‐group inequality not accounted for by observable individual choices and characteristics.

Abstract:This paper analyses the changes of Income mobility during 1989-2004 in rural and urban China. We find the income mobility in rural areas was higher than urban in china and the trend of rural income mobility changes was different with urban areas. Contrary to the Gini index quickly increased, the Fields index was positive during 1989-2004, especially in rural areas. It means although the Gini index was higher in rural areas, the income mobility in rural was more pro-poor than urban. It reflects that the income inequality in china may not be as serious as the Gini index described.

Abstract:Based on datasets from 1995 and 2002 China Household Income Survey,this paper investigates income and wealth inequality in urban China,with household as the unit of analysis.Analytic results suggest that most of inequality measures show a significant increase in income inequality,while a somewhat decrease in wealth inequality among urban households between 1995 and 2002.By demographic decompositions,we find that economic regions,household head's education and the membership of CCP have more important contributions to overall household income and wealth inequalities.In general,for urban China from 1995 to 2002,the sorting mechanism plays a more important role in generating resource inequality among households.

Abstract:Poverty, and especially the widening disparity between the rich and the poor, leads to social unrest that can interrupt the harmonious development of human society. Understanding the reasons for income inequality, and supporting the development of an effective strategy to reduce this inequality, have been major goals in socioeconomic research around the world. To identify the determinants of the income gap, we calculated the Gini coefficients for Chinese provinces and performed regression analysis and contribution analysis for heterogeneity, using data from 30 Chinese provinces from 2002 to 2018. We found that urbanization, higher education, and foreign direct investment in eastern China and energy in central and western China were important factors that increased the Gini coefficient (i.e., decreased equality). Therefore, paying more attention to the fair distribution of the factors that can increase the Gini coefficient and investing more in the factors that can reduce the Gini coefficient will be the keys to narrowing the income gap. Our approach revealed factors that should be targeted for solutions both in China and in other developing countries that are facing similar difficulties, although the details will vary among countries and contexts.

Abstract:Economic reforms have brought about spectacular growth and vast improvements of people’s living standards in China since 1978. In the meantime, unbalanced regional growth and income inequality have become two important concerns of future development. Most available studies on income distribution have either focused on the rural population or on the urban citizens. This paper stresses the importance of adopting a multi-angle approach to fully understand income inequality in China. We first use some top-down information to form a general picture of inequality for the whole country, and then use some bottom-up household survey data to explain in detail the development of inequality over time regarding rural/urban inequality, rural inequality, urban inequality and inter-regional inequality, the relative importance of different income sources to overall inequality.

Abstract:This paper provides an overview of the evolution of income inequality and poverty in China from 1987 to 2002, documenting significant increases of inequality within China's urban and rural populations. In rural areas, increased inequality is primarily related to the disequalizing role of non-agricultural self-employment income and the slow growth in agricultural income from the mid-1990s onward. Poverty persists, and tied in part to slow growth in agricultural commodity prices. In urban areas, the declining role of subsidies and entitlements, the increase in wage inequality, and the layoffs during restructuring have fueled the growth in inequality within urban areas. Poverty levels, however, are very low. China should give more emphasis on education, training, and other human development efforts in its poverty reduction strategy since return to education increased rapidly and became a major source of inequality. A nationwide "social safety net" and an effective redistributive taxation system should be adopted and implemented to ensure that the poor can benefit from the fruits of rapid economic growth.

Abstract:It has been more than three decades since China started to transform its economy institutionally and structurally. The economic transformation has stimulated rapid economic growth in both GDP and personal incomes. From 1978 to 2007 annual growth of GDP averaged close to 10 percent and of household per capita income more than 7 percent. The rate of economic growth was even more impressive in later years, including the period under study in this chapter. From 2002 to 2007 annual growth in GDP was 11.6 percent, and in rural and urban household income per capita 6.8 and 9.6 percent, respectively. 1

Abstract:China′s socialist revolution is credited with the efforts promoting urban-rural household equality.However,urban-rural gap in many facets has widened in the reform era.Using longitudinal data from the China Health and Nutrition Survey,this paper investigates the trend,patterns and determinants of per capital annul income in urban and rural households,focusing on contextual and household level factors.Model results suggest that urban and rural households remain highly stratified in income — the per capita income in suburb,town and village households is significantly lower than that in city households;also,household income is sensitive to community and household characteristics.Thus,part of government′s efforts to alleviate urban-rural inequality should be directed to both community and household level factors.
