Abstract:The development of hospital business demands the integration of information systems. After studying the relative technologies for system connection,system integration and different modes of connecting system, we put forward a protocol to integrate the existing laboratory information system( LIS) and hospital information system(HIS). It introduces the multi-tier distributed technical methods for improving the client/server applications; it ascertains the units and transactions participating in workflow integration by referencing the IHE( Integrating the Healthcare Enterprises) Laboratory Technology Framework; it implements information exchange by Health Level 7(HL7) standards; and it can conserve previous investment and avoid some problems of security, maintenance and realtime process without the risk of massively updating system.

Abstract:Open educational resources just supply potentials to help equalize the access to worldwide knowledge and education, but themselves alone do not cause effective learning or education. How to make effective use of the resources is still a big challenge. In this study, a technical mode is proposed to collect the open educational resources from different sources on the Internet into a campus-network-based resource management system. The system facilitates free and easy access to the resources for instructors and students in universities and integrates the resources into learning and teaching. The technical issues regarding the design the resource management system are examined, including the structure and functions of the system, metadata standard compatibility and scalability, metadata file format, and resource utilization assessment. Furthermore, the resource collecting, storage and utilization modes are also discussed so as to lay a technical basis for extensive and efficient sharing and utilization of the OER in Chinese universities.

Abstract:This paper takes three typical internet academic journals (IAJ), which are China National Knowledge Infrastructure (CNKI), Chongqing VIP Information Co., Ltd. (VIP) and Beijing Wanfang Data Co., Ltd. (WFD), as subjects to discuss the problem of mechanism innovation based on digital publishing in China's science information communication system. After introducing main Internet environment, comparing and explaining the basic characteristics and typical publishing and operation mode of the above IAJs, this paper analyzes problems in repeated contents, paper selling and buying and illegal journals, standard. construction, copyright and benefits distribution. By learning from the achievements of research and practices on open access, a new benefit distribution and copyright management mode based on the third-party agency (TPA) is proposed, and the future operation mode of IAJs is discussed from the view of innovative scientific research service and innovative issue platform construction.

Abstract:Under the background of building academic big data and promoting academic sharing,the current development status of open-access repositories was investigated and domestic and foreign research were summarized on data scale,regional distribution and system software.Taking the establishment of building academic institutional repositories as an example,the data collection requirements were analyzed and the commonly used data acquisition specifications were summarized from the aspects of data attributes,metadata standards and semantic deduplication.Finally,combined with the problems and challenges faced by China in developing open-access repositories,reasonable suggestions were put forwar.

Abstract:Open access(OA)resources are becoming a main part of scholarly information.The paper summarizes the fast growth of OA journals and OA repositories,the outstanding OA journal impact increase,the rise of mega-OA journals like PLoS ONE,the overwhelming support of research communities to open access of publicly funded research,and the quick building up of OA support structures.These forces work together to push scholarly communications toward a turning point where OA resources occupy a major and increasing share of scholarly research resources and when management of OA resources becomes a strategic,yet unfamiliar,and potentially disruptive task for research libraries.This paper is composed of two parts.The first part will focus on the development of OA resources,while the second part will analyze the challenges in management of OA resources and develop an OA resource strategy exemplified by some of NSL’s initiatives.

Abstract:The Open Access Initiative is gaining momentum due to the worldwide availability of advanced digital tools, online publishing platforms, and systems for tracking academic contributions. Several declarations and initiatives, including Plan S, have already laid a foundation for moving away from subscription to full and immediate open-access publishing. The global initiatives imply targeting journals satisfying the upgraded quality and visibility criteria. To meet these criteria, a comprehensive approach to Open Access is recommended. This article overviews the essential components of the comprehensive approach, increasing transparency, adherence to ethical standards, and diversification of evaluation metrics. With the increasing volume of quality open-access journals, their indexing with free databases and search engines is becoming increasingly important. The Directory of Open Access Journals and PubMed Central currently free searches of open-access sources. These services, however, cannot fully satisfy the increasing demands of the users, and attempts are underway to upgrade the indexing and archiving of open-access sources in China, Japan, Korea, Russia, and elsewhere. The wide use of identifiers is essential for transparency of scholarly communications. Peer reviewers are now offered credits from Publons. These credits are transferrable to their Open Researcher and Contributor iDs. Various social media channels are increasingly used by scholars to comment on articles. All these comments are tracked by related metric systems, such as Altmetrics. Combined with traditional citation evaluations, the alternative metrics can help timely identify and promote publications influencing education, research, and practice.

Abstract:In terms of operation mechanism, university library resource sharing fully pays attention to the logical interaction between resource sharing and resource integration, effectively handles the basic role of resource integration, and forms four resource sharing mechanisms, such as communication & trust, benefit balance, incentive drive and normative constraint, as well as four resource integration mechanisms, such as organization coordination, interaction & win-win, system operation and standardization, have achieved good results in the utilization of library resources and provided useful reference for the utilization of university resources.

Abstract:Based on the findings of a previous empirical study and the follow up focus group as well as expert consulting,this paper brings forwards suggestions to improve researchers' intention of self-archiving papers into OA repositories.The suggestions include but not limited to the following:strengthening inter-operability among OA Repositories,improving the users interface and simplifying archiving procedures,adopting proper measures to guarantee the papers' qualities and copyrights,and promoting OA Repositories with specific strategies according to the different subjects and groups of researchers.

Abstract:In order to find out the reasons of the slow development of open access in China, strategy of open access (OA) journals and open access repository were analyzed. Based on the analysis on the modes and features of Chinese Sci-tech journals,the effects of national policy and economic environment, and issues concerning the intellectual property rights,some suggestions were drawn off such as the establishment of the non-coinstantaneous OA journals, development of the self-archiving, reinforcement of the administration and relative policy, and strengthening propaganda.

Abstract:The prevalent M&A business practices call for attentions to the effective management and use of inter-organizational knowledge for organizational learning.Inter-organizational knowledge sharing is more complicated than the traditional intra-organizational knowledge sharing because the former has a higher degree of knowledge inconsistency,misrepresentation,and inconsistency of terminology.The purpose of this paper is to improve the effectiveness of knowledge sharing across organizations by addressing those inconsistency issues. We first standardize definitions for knowledge resided in different organizations,and then integrate knowledge across organizations based on the ontology method.We further use the Semantic Web technology to develop algorithms for closure,query and isomorphism.The proposed knowledge integration process include the following activities:(1) users input the query conditions,(2) knowledge center inquires each individual corporation and concludes with a set of knowledge(3) knowledge center re-inquires and combines the results,(4) knowledge center computes the closure according to the public ontology,(5) knowledge center computes the closure's standardized isomorphism and provides feedback on representation module,and(6) the representation module organizes the results and shows the readable query result to the user. A prototype system is developed according to closure,query and isomorphism algorithms.A business case of knowledge integration among steel companies is used to show the functions of the system.The case shows that effective knowledge integration processes can produce incremental knowledge.We also conduct two experiments to measure the performance of the prototype system.The time cost increases almost linearly with the increasing scale of the knowledge base.In contrast,the time cost for the results remains stable with the increasing scale of target set.Effective knowledge sharing process can increase knowledge values. Knowledge integration is an important part of knowledge sharing.After standardizing "knowledge integration" definitions,we propose a complete set of mechanisms to integrate knowledge across organizations and use the Semantic Web technology to execute those mechanisms.This study proves the effectiveness and performance of our prototype system.

Abstract:Effective supply chain management requires successful knowledge sharing among multiple participating stakeholders, which is particularly important when each entity holds heterogeneous knowledge sources. However, very little research has been conducted to investigate knowledge sharing in supply chain management, especially inter-organizational knowledge integration from the technological or system perspectives. In the current study, we fill the gap in the literature by analyzing the characteristics and requirements of knowledge sharing in supply chains and proposing new knowledge sharing methods based on semantic web technology. We extend RDF/OWL for representing knowledge and design a query language based on this representing method. We also provide automatic combinatorial query and results integration functions to search the relevant knowledge distributed in supply chain and integrate heterogeneous knowledge from, multiple entities based on semantic reasoning and transformation.

Abstract:OA is a kind of new publication mode and academic communication mechanism developed in the network environment. After many years' development,the study on OA resources is increasing year by year. However, the OA study in China focus primarily on the concept, content and construction of OA.As for the construction and utilization of open access resources have made some progress, the problem of intellectual property of OA resources has become an important factor restricting its development. Whether in open storage or in the OA journal publishing field, how to solve the contradiction between OA and protection of intellectual property rights in the network environment will become an important subject. So it is necessary to review the papers of the past 5 years about OA and intellectual property and to summarize the emphases and shortages of China's study on this problem in order to lay a role for the research on OA and intellectual property.
The Present State and Future Development of Open Access Publishing for Journals Sponsored by China Association for Science and Technology

Abstract:This paper presents an analysis of the Open Access(OA) publishing of journals sponsored by China Association for Science and Technology(CAST) in 2009,including the number of OA journals,the first-level online domain names,the distributions of journal's fields and classes,the years that can be traced since the archival content was freely available,the numbers of issues and articles freely available,and the timing of OA journals having a free online version.Compared with the analysis results in 2007,it is shown that the number of OA journals is increased from 140 to 206 in the last two years;117 of them were already the OA journals in 2007.The number of issues and articles freely available sees also a great increase.The 5 year's increasing rates of total citations,IFs and immediacy indexes for OA journals were higher than those of non-OA journals,which are about 11.6,5.6 and 2.1 percent,respectively.It is concluded that the OA publishing model may be helpful in enhancing the journal's visibility and accessibility,and thus increasing citations.The questionnaire survey shows that OA publishing model does not significantly affect the journal's circulation income and the cost of management.
