Abstract:To actualize information resources sharing and improve the applied value of information in E-government, the construction of information resources management center is needed to conduct. Based on the previous research, this paper puts forward a general frame of information resources management center, with data exchange center, data center, disaster recovery backup center and information service platform as its core. Then, a technology system including three levels and two guarantees around the center construction is proposed. Hence, it can provide technical guidance for some related projects construction and theory instruction for the information resources integration in government.

Abstract:Government informatization has become an important component of the national information infrastructure and a major factor affecting international competitive power. E-government construction is regarded as one of the most important tasks for the national economy and society informatization in China today. TH-DGRC has been researching and developing e-government projects since 2003. In this chapter, we first introduce China's e-government history, progress, challenges, and plans. Next we propose a methodology for an e-government plan and design - GIA (Government Informatization Architecture) - and discuss its key reference models. Third, we present the government information resource catalog and exchange systems. Finally, we describe two case studies in Beijing's municipal government.

Abstract:At present, the resources integration and sharing efficiency between the government systems is not high in China. The phenomenon of repeated system development is common, which results in a tremendous waste of resources and cannot be adapt well to the information exchange, sharing and unified management of the current government systems. Aiming at the unified management of government information resources and according to the actual shared requirement of government information resources, this paper studied the overall structure of the e-government sharing platform for the achievements of business collaboration between inter departments and the solution of "information isolated island" phenomenon between different heterogeneous systems of various government departments. Abstract:Government information resource is the foundation of c-government, and government information resource organization pattern is the key factor that affects sustainable development of e-govermnent. At present, a lack of the systematic plan in government information resource organization exists universally. The primary reason is that systematization and formalization of research on government information resource organization pattern is insufficient and lacks support to organize and plan the government information resource. This article starts with the basic assumption of the government information hyper-cycle system consisting of c-government and its object system, depicts the dissipative structure of government information resource organization through introducing superior-rank operator and lower-rank operator in algebra system, and explores actively the self-organized, extensible and universal government information resource organization pattern based on hyper-cycle (PBHC) systematic plan.
