Applied Research of ROCCIPI Technique Amid the Analysis of Implemental Effect, Existing Problems and Its Causes of New Rural Cooperative Medical System

Abstract:Expatiated seven knobs in scheme frame of New Rural Cooperative Medical System (NRCMS) and primary patterns from the point of view of institutional economics. In virtue of ROCCIPI technique method, systematically dissertated implemental effect and existing problems of NRCMS in bygone six years from such three dimensionalities as government support, rural residents and medical service providers. Based on the above study, put forward some key strategies in order to insure sustainable development of NRCMS in China, including clarifying financing responsibilities and division mechanism of all level governments, upgrading management techniques and faculty of grass-roots government, cutting down adverse selection by compulsive or semi-compulsive participation, advancing security level by increasing personal financing standard of rural residents, giving equal attention to beneficial extension and beneficial degree of security patterns by compensating out-patient medical services, strengthening prompting and restrict of selective medical service providers to reduce moral hazards, and boosting up rural residents’ trust by cultivating social capital to come into being spontaneously mutual cooperation.
