Abstract:There are a lot of problems when using the method of winning the bid at the lowest price in Chinese construction market. Serious information unsymmetry phenomena exist between the principal parts in the market. The reasons which cause the failure of the method were analyzed in this paper. It was also explained detailedly that the effect of engineering surety bond in the process of public bidding with this method and how to ensure the fulfillment of the construction contract. The experience of adopting the method of winning the bid at the lowest price during the public bidding is still not adequate, and the correlative rules and social credit systems have not been established completely in the area of engineering construction in China. The establishment of engineering surety bond could sustain the availability of the method of winning the bid at the lowest price, and fulfill the original intention of this method: saving the investment and shorten the time of project.

Abstract:In order to achieve a fair, probity, transparent and open competition environment in the construction industry, the Chinese government has developed and applied a multi-criteria competitive tendering system for the procurement of construction projects. However in many cases, the system only works on compilation of requirements and problems still frequently occur. The aim of this paper is to review the current construction tendering system and practice and propose strategies for improvement. A number of methods have been used to obtain research data, including focused group workshops and discussions, on-site observations, desk top study of relevant regulations and policies and review of three actual project tendering cases. It was found that China has gone a long way from project assignment to the current competitive tendering practice. However, the current tendering system has prevented bidders from focussing on value for money and construction innovation. Furthermore, the tender evaluation processes were rather formal and compilation of procedures and requirements than in-depth and project-specific. In addition, the time (half a day) given for evaluating tender submissions was insufficient. In some cases, the tender evaluation criteria was set after the bidders had been selected and there was no mechanism in place to review or audit the contract award decisions made by the tender evaluation committees. Based on these findings, it is suggested that as part of the market economic system, the Chinese government should allow bidders to calculate project cost on the basis of market price information and the company’s technical and management capabilities, instead of following quotation books and regulations and guidelines issued by the government. It is also suggested that detailed evaluation criteria be prepared prior to calling for tender and more time be given to evaluate tender submission documents. Finally, it is suggested that random audit of archived cases be conducted to ensure the decisions made were fair, open and probity.

Abstract:With the acceleration of urbanization, more and more construction projects are appearing, and the modern building functions are increasing, while the requirements for project management are also getting higher and higher. In the construction of civil engineering construction, it is necessary to make full preparations, rationally deploy materials, equipment and other resources to ensure the full implementation of construction technology, and further enhance the overall effect of engineering construction. The development of the market economy has promoted the reform of the enterprise management system and the bidding and tendering system. Many projects have made new adjustments in the reform system, leading to a new trend in the management mode of construction projects. It has made significant breakthroughs in management concepts, management strategies and management methods. The new model must bring changes in management. In view of this, this paper focuses on the related problems of civil engineering to improve the current management efficiency. Abstract:It is a significant security to select proper engineering design project to participate in bidding to increase the rate of wining a bid. At the pre-evaluation phase of design project bidding, the survey and design enterprise must complete the selection decision in two steps, that is “bid/no-bid” and “which project to bid”. Based on the systemic thinking and stakeholder theory, this paper sets up the criteria system for “bid/no-bid decision” and the index system for “which project to bid”, and then constructs respectively the evaluation models with the logical valuation method and Grey Target method. Conclusion: the establishment of design projects’ bidding selection systems should manage to realize the benefits equilibrium between stakeholders, considering the different interests requirement from different interests groups. It could simultaneously satisfy the two-step requirements at pre-evaluation phase assuring the decision to be not only scientific but also practical, so as to enhance the management level of design projects.

Abstract:The approach to winning the bid in the lowest price is commonly used in the international building project bidding. It had been prohibited in our country until Jan.1st, 2001, when our state government promulgated “Law of the People's Republic of China on Public Bidding , which, for the first time, allows bidders to choose the approach, thus providing the legal safeguard for its conformation in our country. This paper analyses its true nature and function from the view of commission relation between proprietary and contractor. The paper also discusses the objective necessity of using the method in our future building project and gives some corresponding policies and measures.
