Abstract:Western scholars mainly from social division,the election system and political party competition perspective to study and interpret the formation of the political party system.But there is a more basic point of view,that is the social,institutional and political parties which embodies the power behind the regime organizational principle and regime organization form.They are more fundamental role in the formation of political party system.China exerts political party system and deliberative democracy construction to Consolidate parliament and the execultive form of political organization,realizing three mutual fitness and supporting each other,so as to consolidate the country's political system.
