Abstract:The election system is the cornerstone of modern democracy,it provide a peaceful way to the transition of state's power and plow the soil for the public's influence on public policies and the choice of the government.The election has positive significance for the building of political civilization that also reflected in modern china.This political civilization was not the result derived from local political culture,but one of the achievements of the drastically transplant of western political system.During the transplant process,the efforts of modern political electoral system,limited by the traditional Chinese political culture,the stability of the political system,warlords power politics and many other constraints,was greatly reduced.
