Organizational Innovation,Power Recombination and "Letter and Visit" Institution Reform in the Transition Period

Abstract:The rush of "letter and visit" reflects the delay of democracy and rule of law,social management and public service of government,and the social interest negotiation mechanism.Hence,"letter and visit" institution reform should be combined with the macro-institution background,and consider the rule of law as the key to the gradual innovation in accordance with the situation of our country.The paper analyzes the characters of "letter and visit" institution,and thinks that the function of "letter and visit" institution should be interest expression,conflict settling,and right relief in the transition period.The main purpose is to find the possible way of leading the "letter and visit" into a new pattern of in which the party and government,the national people′ congress and judicature can be put into the right place according to the characters and functions of the three departments in our age and reality.
