Abstract:Based on the discipline characteristic and situation of the safety management,the risk and complexity of the laboratory were analyzed.Oriented by the safety services,we learned from the advanced environmental,health and safety of management ideas,several measures are taken to promote laboratory safety management,such as the dangerous chemical management system,three level safety supervision,waste management,hardware protection.Especially,the dangerous chemical management system was established based on Internet + technology,and it speeded up the standardization and informatization of laboratory safety management greatly.The level of laboratory safe management was improved and it is supporting the teaching and scientific research and talent cultivation,as well as the development of the newly-built colleges.

Abstract:Current situation of laboratory and asset management organizations in part of universities belonging to Ministries in Beijing was investigated.Based on the data,universities which have asset management organization are more than the universities with laboratory and equipment management organization.Number of technicians and value of equipment in science-engineering universities are obviously larger than that in art-economical universities.Purchasing high-value equipment through bidding companies is a common approach;real-time asset recording is accepted by all universities and public bidding is the most common way for old equipment disposal.

Abstract:Contract management has become an important part of management in colleges and universities. It has a vital significance for standardized management,risk control,prevention of corruption in colleges and universities to strengthen the management of equipment procurement contract. Based on the interpretation of the content and significance of contract management,the points for attention are analyzed from the five aspects of preparation,signing of the contract,execution of the contract,contract filing and special events. Abstract:In recent years,with the continuous development of higher education in China,the use of chemicals in universities is growing.To ensure the smooth and safe teaching and scientific research,to strengthen the centralized management of chemicals,the establishment of university chemical warehouse becomes a top priority.In planning and constructing chemical warehouse,the first problem is the location selection.The paper analyzes the preparation and the factors that affect the location of chemical warehouse,describes the selection process of the site,on the basis of the above,the operational process of the site selection of chemical is presented.In addition,on the problem of insufficient fireproof distance,the paper gives some suggestions from the technical aspect.

Abstract:University chemistry laboratory is an important base for teaching experiment and scientific research, and its experimental activities and scientific research results play an irreplaceable role in cultivating students' practical ability and promoting the development of the subject. However, with the increase of the frequency of laboratory use and the improvement of experimental complexity, the safety management of chemical laboratories in colleges and universities has become increasingly prominent. Laboratory accidents can not only cause serious harm to people and the environment, but can also have a negative impact on a school's reputation and the quality of education. Through the field investigation and data analysis of chemical laboratories in many colleges and universities, it is found that although many colleges and universities have established a set of safety management system, there are still many deficiencies in practical operation, such as weak safety awareness, imperfect safety facilities, insufficient safety training and lack of emergency plans. These problems not only threaten the safe operation of the laboratory, but also restrict the smooth development of scientific research and teaching activities. In view of the challenges facing the safety management of chemical laboratories in colleges and universities, safety education and training should be strengthened to improve the awareness and attention of teachers and students to laboratory safety. Secondly, it is necessary to improve the safety facilities and ensure that the hardware equipment of the laboratory can meet the safety requirements. In addition, a sound safety management system and emergency plans should be established to respond quickly and effectively in emergency situations.

Abstract:Three kinds of the single-source procurements including the procurement in case of only one supplier,the unforeseen urgent procurement and the consistent or supporting procurement are analyzed.It is proposed that the management office for procurements should control the approval risk in the single-source procurement application and approval for university instruments and equipment.The key is to do a solid job in experts'examination for the single-source procurement,the internal consultation,the publicity of the single-source procurement,the market inspection,etc.,so as to provide the basis for the university management office for equipment procurement to make an approval decision for single-source procurement.

Abstract:Safety is the primary condition for laboratory work. University laboratories are important places for scientific research, and safety education in university laboratories is a key measure to implement the source management of laboratory safety, which requires multiple measures and comprehensive implementation [1] .Research has found that local university laboratory safety education has problems such as insufficient ideological attention, weak sustainability of safety education, improper educational methods, and insufficient teaching staff. Policy suggestions have been put forward to ensure the safe operation of local university laboratories by emphasizing and systematically thinking about the layout of laboratory safety education, optimizing educational methods, and strengthening various guarantees.
