A Critical Analysis of Trends of Higher Education Policy in the Era of Globalization

Abstract:In a globalizing era,higher education policy has been adjusted in many countries,reflecting trends of marketization,privatization,decentralization and accountability at varying extents.These policy trends have common driving forces and theoretical basis.All of these emerging policies closely interconnect,and have positive and negative influences respectively.A critical analysis of actual effects of these four interconnected polices demonstrates that fundamental values of higher education cannot be compromised,the government cannot give up responsibility for public higher education,and institutional autonomy should be guaranteed.
