Abstract:As a concept closely related to efficiency, effectiveness and performance assessment, accountability requires proving that higher education has achieved scheduled results and performances in an effective way. To attach importance to efficiency and effectiveness and to emphasize result and outcome are the basic characteristics of higher education accountability. Higher education assessment is the implementation mode of accountability, as well as a basic way of quality assurance. To strengthen quality assurance through assessment reflects a kind of new culture of accountability in higher education management in an era of globalization. The inner complexity of higher education determines the difficulty of accountability and performance measurement. To realize the objective to ensure and improve the quality of higher education, and avoid the unfavorable influence on institutional autonomy, China's higher education assessment should assimilate the existing assessment experiences and use the helpful foreign experiences for reference so as to initiate creative exploration.
