On grass-roots cadre group of the anti-Japanese base area——focusing on the CPC base area in Northwest Shanxi

Abstract:The anti-Japanese democratic regime of Northwest Shanxi was established in january,1940. The CPC started state-making efforts, tried to transform the grass-roots regime by the fact that way peace elected by people in order to control rural society and fight Japanese invading. The CPC carried out an election, makes more and more poverty-stricken peasants enter regime system, so that the grass-roots regime can be transformed thoroughly. Due to the ideological factors, the grass-roots regime was mainly composed of middle peasants and poor peasants .The new cadres elected, were the most fundamental force with building-up of regime of the CPC, but their knowledge was low, administration experience was insufficient, revolutionary sense was not strong, and is not enough to bear up the great ideal of the CPC. Perceptibly, the CPC does not stop the effort that construction of cadres building,
