The Birth and the Development of"Public Administration"

Abstract:The concept of "public administration"has its history of development. In late Middle Ages, vague sense of management appeared when people referred to the term as the management of public religious rituals or the management of schools. In early modern times, people gradually associated the word with gov-ernmental activities, tending to refer to it as the governmental activities after bourgeois revolutions to distinguish them from those in monarchy. Afterwards, with the separation of public domains from private domains, people adopted the term to distinguish govenmental management from that in business and social organizations. However, for a long period of time people failed to separate political management from administration, even including Wilson's dichotomy between politics and administration. In the 1950s, Waldo et al offered a modern delimitation of public administration. Actually, the term contains the logic of service administration. The discussion over it is bound to demand the negation of the administrative pattern in modern times.
