Since China’s opening up to the outside world in the late 1970’s, government policies have promoted a more liberalized, market economy, and a strengthening of the national innovation system to foster scientific research and technology acquisition. The seriousness of this commitment is evidenced by the new comprehensive plan for S&T development for 20062020 unveiled at the National Science and Technology Congress in January 2006. The plan was prepared under the leadership of Premier Wen Jibao and State Councilor Chen Zhili from 2003 to 2005. Abstract:Abstract China’s rising capability in science, technology and innovation to a certain extent has to do with “a grand experiment” that started 15 years ago when the Chinese government released the National Medium and Long-Term Plan for the Development of Science and Technology (2006–2020) (MLP). MLP launched the indigenous innovation strategy and set goals to turn China into an innovation-oriented country. The junction when the old MLP phased out and a new MLP (2021–2035) will soon be introduced holds greater historical and practical significance for the Chinese and international scientific communities to make sense of planning for science. This paper reviews the progress achieved in implementing the MLP, analyzes the daunting challenges facing China to become an innovation-oriented nation, discusses the implications of planning science for the Chinese and international scientific communities, and speculates on what might be included in the new MLP.

Abstract:China has become the fifth leading nation in terms of its share of the world's scientific publications. The citation rate of papers with a Chinese address for the corresponding author also exhibits exponential growth. More specifically, China has become a major player in critical technologies like nanotechnology. Although it is difficult to delineate nanoscience and nanotechnology, we show that China has recently achieved a position second only to that of the USA. Funding for R&D has been growing exponentially, but since 1997 even more in terms of business expenditure than in terms of government expenditure. It seems that the Chinese government has effectively used the public-sector research potential to boost the knowledge-based economy of the country. Thus, China may be achieving the ("Lisbon") objectives of the transition to a knowledge-based economy more broadly and rapidly than its western counterparts. Because of the sustained increase in Chinese government funding and the virtually unlimited reservoir of highly-skilled human resources, one may expect a continuation of this growth pattern in the near future.

Abstract:executive summary: This essay examines China's drive for innovation as part of its national development strategy and addresses the tensions China faces between retaining control and autonomy in relevant sciences and technologies and becoming a global leader in these fields. main argument The Chinese Communist Party (CCP) has assessed that the world is undergoing "profound changes unseen in a century" in part as a result of rapid advances in science and technology. The Covid-19 pandemic has heightened the impact of these changes and added to the disruption of the current global order. Such conditions present unique challenges and opportunities for China in the course of its national rejuvenation. Xi Jinping has accelerated the pursuit of China's rise as a great power, and the 14th Five-Year Plan highlights the country's capacity for innovation and to leverage science and technology in pursuit of that objective. Progress toward this goal, however, has been uneven. Although China aspires to be a new "high ground" in science and technology, the capacity for innovative Chinese technologies to go global may be undermined by a deficit of trust and transparency. If China does emerge as a leader in new frontiers of innovation in the course of the fourth industrial revolution, this shift could present significant implications for the future balance of power. policy implications • China's drive for innovation will continue to confront certain incongruities. While the CCP has prioritized innovation, the imperative of party control may undermine the necessary conditions for it. And while China has risen within and benefited from a world of open science, intense competition in the geopolitical environment is complicating that paradigm. • China and its technology companies have shown increasing technological prowess (e.g., in coping with the Covid-19 pandemic) but still face technical impediments to overcoming strangleholds in key areas, such as semiconductors, that act as chokepoints. • For the U.S. to sustain its traditional leadership in science and technology, it will need to revitalize and reinvest in innovation domestically.

Abstract:It has been about 30 years since China adopted an open-up and reform policy for global competition and collaboration. This opening-up policy is accompanied by a spectacular growth of the country’s economy as well as visibility in the world’s scientific literature. Also China’ competitiveness in scientific research has grown, and is mirroring the development of the country’s economy. On the other hand, international collaboration of most countries dramatically increased during the last two decades and accompanied the growth of science in emerging economies. Thus the question arises of whether growth of competitiveness in research is accompanied by an intensification of collaboration in China as well. In the present study we analyse the dynamics and the national characteristics of China’s co-operation in a global context. We also study research profile and citation impact of international collaboration with respect to the corresponding domestic ‘standards’.

Abstract:In the past three decades, China has become a major contributor to science and technology. China now employs an increasingly large labor force of scientists and engineers at relatively high earnings and produces more science and engineering degrees than the United States at all levels, particularly bachelor's. China's research and development expenditure has been rising. Research output in China has been sharply increasing since 2002, making China the second largest producer of scientific papers after the United States. The quality of research by Chinese scientists has also been improving steadily. However, China's rise in science also faces serious difficulties, partly attributable to its rigid, top-down administrative system, with allegations of scientific misconduct trending upward.

China's Rising Leadership in Global Science

Abstract:Major shifts in the global system of science and technology are destabilizing the global status order and demonstrating the capacity for emerging countries like China and India to exert greater influence. In order to measure changes in the global scientific system, we develop a framework to assess the hierarchical position of countries in the international scientific collaboration network. Using a machine-learning model to identify the leaders of 5,966,623 scientific teams that collaborated across international borders, we show that Chinese scientists substantially narrowed their leadership deficit with scientists from the US, UK, and EU between 1990 and 2023 in absolute terms. Consequently, China and the US are on track to reach an equal number of team leaders engaged in bilateral collaborations between 2027 and 2028. Nevertheless, Chinese progress has been considerably slower in per-collaborator terms: after adjusting for the number of non-leaders from each country, our models do not predict parity between the US and China until after 2087. These dynamics extend to 11 critical technology areas central to ongoing diplomacy between the two nations, such AI, Semiconductors, and Advanced Communications, and to China's scientific leadership with respect to the European Union and the United Kingdom. Thus, while China's elite scientists are achieving leadership in the international scientific community, China's scientific enterprise continues to face developmental constraints. We conclude by reviewing several steps that Chinese science is taking to overcome these constraints, by increasing its engagement in scientific training and research in signatory nations to the Belt and Road Initiative.

Abstract:After more than three decades of high growth based on its low-wage advantage and relatively favorable demographics—in combination with market-oriented reforms and openness to the world economy—China is at a crossroads with a much higher wage and a shrinking work force. Future growth will depend, by necessity, more on the generation of increased productivity, and domestic innovation will play an important part in this. In this paper, we assess the likelihood that China can make the necessary transition. Using data on expenditure on research and development, and patent applications, receipts, and citations, we show that the Chinese economy has become increasingly innovative. We will argue that rising wages and expanding markets are among the important drivers of China's growth in innovation. On the other hand, we find evidence of resource misallocation in the innovation area: while state-owned firms receive more subsidies, private firms exhibit more innovation results. Innovation can presumably progress even faster if resource misallocation can be tackled.

Abstract:Despite great progress in data sharing that has been made in China in recent decades, cultural, policy, and technological challenges have prevented Chinese researchers from maximizing the availability of their data to the global change science community. To achieve full and open exchange and sharing of scientific data, Chinese research funding agencies need to recognize that preservation of, and access to, digital data are central to their mission, and must support these tasks accordingly. The Chinese government also needs to develop better mechanisms, incentives, and rewards, while scientists need to change their behavior and culture to recognize the need to maximize the usefulness of their data to society as well as to other researchers. The Chinese research community and individual researchers should think globally and act personally to promote a paradigm of open, free, and timely data sharing, and to increase the effectiveness of knowledge development.

Abstract:Abstract China’s rapid rise and spectacular growth in science capacity reopens a discussion about the relationship between science and the nation-state. Literature suggests that science thrives within a democratic system and that scientific activities tend to have a liberalizing effect on governments. Neither of these phenomena appears evident in China’s case. Three policies, present in the earliest days of the growth of modern science, ones in common with other nations, factor into China’s science policy: (1) policies enabling protection of intellectual property, (2) encouraging mobility and skills development, and (3) government procurement of science and technology, especially through military purchases. Using Graham’s interactionist model, I suggest that policies instituted by the state-created conditions for emergence of modern science.

Abstract:China has transformed itself from a planning to a market-oriented economy over the past three decades and has sustained a fairly long period of rapid economic growth, to which the contributions from innovation in science and technology (S&T) have become increasingly important. Then, how have China's innovation policies evolved to reflect the changing and supposedly better understanding of innovation by China's policy makers? The paper tries to answer this question through a quantitative analysis of 287 policies issued by China's central government agencies between 1980 and 2005 and of 79 policies introduced between 2006 and 2008 to implement the Medium- and Long-Term Plan for the Development of Science and Technology (2006–2020). China has shifted its S&T and industrial policy-centered innovation strategy and has pursued a series of better coordinated, innovation-oriented economic and technology initiatives that give greater attention to a portfolio of policies that include critical financial, tax, and fiscal measures. There has been a gradual departure from the pattern in which innovation policies are formulated by one single government agency, therefore steering China to a different and probably more promising innovation trajectory.

Abstract:This academic paper critically examines the incentive measures established by China to foster scientific innovation. The study explores China’s five key incentive measures, namely the pilot tenure-track system, monetary rewards for scientific publications, research awards for scientific achievements, "hat-talent" selection, and research funding system. The analysis also addresses the challenges associated with these measures, such as heightened work stress due to intense competition and occurrences of academic misconduct. In conclusion, two recommendations are proposed to enhance China’s incentive system: the establishment of a responsible peer review system and the reduction of administrative power’s influence on scientists’ career trajectories.

Abstract:Technology and capital are two fundamental factors in economic growth; each and every technological and industrial revolution has gone hand in hand with new financial patterns since the First Industrial Revolution in Britain. As a latecomer, China is firmly committed to science and technology (S&T) innovation through innovative financial services. First, by combining fiscal and taxation policies with market capital, China has put in place its own financing system for S&T innovation. Second, fiscal and taxation policies play a fundamental and guiding role. Third, myriad innovative business models, such as “investment-lending-guarantee,” provide examples of diverse ways to support S&T activities through financial innovation. Fourth, corporate internal finance has become an important player in S&T innovation. Fifth, digital financial platforms have been playing an increasingly important role and created some new challenges. Sixth, much room is left for the capital market to play an even bigger role in S&T innovation.
