Abstract:Major shifts in the global system of science and technology are destabilizing the global status order and demonstrating the capacity for emerging countries like China and India to exert greater influence. In order to measure changes in the global scientific system, we develop a framework to assess the hierarchical position of countries in the international scientific collaboration network. Using a machine-learning model to identify the leaders of 5,966,623 scientific teams that collaborated across international borders, we show that Chinese scientists substantially narrowed their leadership deficit with scientists from the US, UK, and EU between 1990 and 2023 in absolute terms. Consequently, China and the US are on track to reach an equal number of team leaders engaged in bilateral collaborations between 2027 and 2028. Nevertheless, Chinese progress has been considerably slower in per-collaborator terms: after adjusting for the number of non-leaders from each country, our models do not predict parity between the US and China until after 2087. These dynamics extend to 11 critical technology areas central to ongoing diplomacy between the two nations, such AI, Semiconductors, and Advanced Communications, and to China's scientific leadership with respect to the European Union and the United Kingdom. Thus, while China's elite scientists are achieving leadership in the international scientific community, China's scientific enterprise continues to face developmental constraints. We conclude by reviewing several steps that Chinese science is taking to overcome these constraints, by increasing its engagement in scientific training and research in signatory nations to the Belt and Road Initiative.

Abstract:Research infrastructures are large facilities primarily aimed at basic or fundamental research, built and made available to a wider community of researchers, and characterized by an Open Access policy based on the free competition among proposals/experiments that are ranked only by looking at their scientific content at an international level. These facilities have the extraordinary capability not only to stimulate and support the research of the host country, for which they have been funded and built, but may attract dozens of researchers from abroad, generating wealth in the territory where they are located. What is the situation in China, what research infrastructures are operating and how many of those under construction will be available in the coming years? Since development of science and technology as well as innovation and management system are strategic components to drive changes in a country, understanding the status and the impact of large research facilities is fundamental to estimate how China will grow toward the frontiers of science and innovation, and what will be the role of this country in many key disciplines at mid‐century. Research infrastructures increase the prestige of a nation and its technology capabilities. Moreover, in the case of China, they even represent one of the key issues to understand the extraordinary growth of this country.

Abstract:It has been about 30 years since China adopted an open-up and reform policy for global competition and collaboration. This opening-up policy is accompanied by a spectacular growth of the country’s economy as well as visibility in the world’s scientific literature. Also China’ competitiveness in scientific research has grown, and is mirroring the development of the country’s economy. On the other hand, international collaboration of most countries dramatically increased during the last two decades and accompanied the growth of science in emerging economies. Thus the question arises of whether growth of competitiveness in research is accompanied by an intensification of collaboration in China as well. In the present study we analyse the dynamics and the national characteristics of China’s co-operation in a global context. We also study research profile and citation impact of international collaboration with respect to the corresponding domestic ‘standards’.

Abstract:In the past three decades, China has become a major contributor to science and technology. China now employs an increasingly large labor force of scientists and engineers at relatively high earnings and produces more science and engineering degrees than the United States at all levels, particularly bachelor's. China's research and development expenditure has been rising. Research output in China has been sharply increasing since 2002, making China the second largest producer of scientific papers after the United States. The quality of research by Chinese scientists has also been improving steadily. However, China's rise in science also faces serious difficulties, partly attributable to its rigid, top-down administrative system, with allegations of scientific misconduct trending upward.

Abstract:Abstract China’s rising capability in science, technology and innovation to a certain extent has to do with “a grand experiment” that started 15 years ago when the Chinese government released the National Medium and Long-Term Plan for the Development of Science and Technology (2006–2020) (MLP). MLP launched the indigenous innovation strategy and set goals to turn China into an innovation-oriented country. The junction when the old MLP phased out and a new MLP (2021–2035) will soon be introduced holds greater historical and practical significance for the Chinese and international scientific communities to make sense of planning for science. This paper reviews the progress achieved in implementing the MLP, analyzes the daunting challenges facing China to become an innovation-oriented nation, discusses the implications of planning science for the Chinese and international scientific communities, and speculates on what might be included in the new MLP.

Abstract:China has become the fifth leading nation in terms of its share of the world's scientific publications. The citation rate of papers with a Chinese address for the corresponding author also exhibits exponential growth. More specifically, China has become a major player in critical technologies like nanotechnology. Although it is difficult to delineate nanoscience and nanotechnology, we show that China has recently achieved a position second only to that of the USA. Funding for R&D has been growing exponentially, but since 1997 even more in terms of business expenditure than in terms of government expenditure. It seems that the Chinese government has effectively used the public-sector research potential to boost the knowledge-based economy of the country. Thus, China may be achieving the ("Lisbon") objectives of the transition to a knowledge-based economy more broadly and rapidly than its western counterparts. Because of the sustained increase in Chinese government funding and the virtually unlimited reservoir of highly-skilled human resources, one may expect a continuation of this growth pattern in the near future.

Abstract:Abstract China has attached a great significance to bringing science to the public—known as kepu (科普, ‘science popularization’) or kexue chuanbo (科学传播, ‘science dissemination’)—in recent years, partly in response to its unprecedented push for innovation in science and technology. In 2018, it spent 16 billion yuan (US$2.3 billion) on such endeavours, nearly 80% of which was government funding, according to a survey conducted by the Ministry of Science and Technology. With one science-education venue for every million people, approximately 76 million visits were made to the country's 518 general-science museums and 142 million visits were made to 943 museums dedicated to a specific subject matter, such as the Geological Museum of China. In a forum chaired by National Science Review’s executive editor-in-chief, Mu-ming Poo, scientists, journalists and public-information officers discussed the differences in science communication between China and developed nations, the challenges and opportunities of raising scientific literacy in China, how it has played out in a wide range of controversial topics, from stem-cell research to climate change, and the importance of international collaboration. Abstract:The concept of "major scientific facility" was put forward by Ernest Lawrence, who invented the first cyclotron in 1929. Before Lawrence, all scientific research in the entire world can be said as "small science", which is characterized by the research carried out by individuals or in small size of groups. Since the 1930s, due to the high financial need to build larger accelerators, Lawrence realized that a major scientific research project needs to be completed by a team with people of different expertise. His concept of teamwork has become a tradition in their laboratory at Berkeley and continues to this day. Major scientific facilities can provide ultimate research methods for exploring unknowns, which may likely lead to scientific breakthroughs. Since then, a new trend has gradually emerged in the development of science and technology, that is, every major breakthrough obtained in research, and even a significant step forward, is largely inseparable from installations of large facilities. This is precisely the impetus for countries all over the world to build major scientific facilities with huge investment. The development status of large scientific facilities determines a country's ability to make such breakthroughs in cutting-edge research, and thus determines the country's scientific and technological competitiveness in the world. Through the implementation of the Manhattan Project during the Second World War, the United States was directly benefited from the fact that the remaining facilities at that time all became national laboratories after the war. Following Lawrence's original concept about the teamwork with major scientific facilities, the present article briefly reviews the history and current status of several national laboratories in the United States, and points out that the national-laboratory model can indeed form a strong scientific development impetus and play an international leading role in scientific and technological fields. I take four US national laboratories as examples: The Lawrence-Berkeley National Laboratory, the Argonne National Laboratory, the Oak Ridge National Laboratory, and the Los Alamos National Laboratory, to show that the model, centered on large-scale facilities with the management guaranteed by effective national plans and capital investment, is worthy of in-depth study for reference. In recent years, China has strongly emphasized the importance in the development of scientific research bases and has built a number of key laboratories. It is pointed out that comparing with the standard of the world-leading laboratories, China still needs to narrow the gap in management and in operation.

Abstract:Life science and biotechnology have become a top priority in research and development in many countries as the world marches into the new century. China as a developing country with a 1.3 billion population and booming economy is actively meeting the challenge of a new era in this area of research. Owing to support from the government and the scientific community, and reform to improve the infrastructure, recent years have witnessed a rapid progress in some important fields of life science and biotechnology in China, such as genomics and protein sciences, neuroscience, systematics, super-hybrid rice research, stem cell and cloning technology, gene therapy and drug/vaccine development. The planned expansion and development of innovation in related sectors and the area of bioethics are described and discussed.

Abstract:There has been a remarkable event in the Chinese academia in the past months that deserves attention. China Association of Science and Technology (the largest S&T organization in China comprising more than 200 national member societies) and Peking University have jointly founded an 'Institute of Chinese Scientific Culture'. This was followed by the establishment in Peking University of a new department of 'History of Science, Technology and Medicine'. These institutions are marked by their unique cross-disciplinary nature in research and education that encompasses all areas of sciences and humanities, and their goal of nurturing a new brand of intellectuals that China urgently needs for future development in science and society.
