Abstract:Promoting digital governance is crucial for the Chinese government's governance reform. This study utilizes panel data covering 280 cities in China to examine the influence of government digital governance on reducing carbon emissions. The "National Pilot Policy of Information Benefiting the People," implemented in 2014, serves as the quasi-natural experiment for the analysis. The study employs the difference-in-difference (DID) methodology to indicate that improving the government's digital capacity contributes to reducing carbon emissions, which is robust to several robustness tests. Government digital governance facilitates the reduction of carbon emissions primarily via three mechanisms: developing green finance, gathering green talents, and promoting green technology innovation. Enhanced digital governance by the government exerts a more pronounced effect on reducing carbon emissions in cities in the eastern region, smaller municipalities, and resource-dependent municipalities. Additionally, current policies have notably decreased carbon emissions in the pilot cities, though a lag exists in the policy spillover effect affecting neighboring cities. This study investigates the influence of government digital governance on reducing carbon emissions through the lens of digital transformation. It offers valuable empirical insights for enhancing the governance capabilities of the Chinese government in the new era and facilitating the achievement of carbon reduction targets in urban areas.

Abstract:Rapid industrialization and ambitious socio-economic targets have presented significant challenges to China's carbon neutrality process. However, digital transformation offers new opportunities for sustainable development. This research examines the influence of digital governance (Digov) on carbon emission performance (Cep) and explores its underlying mechanisms. The study utilizes data from cities in China's Yangtze River Delta from 2011 to 2019.The results show that digital governance has significantly improved carbon emission performance, a conclusion that remains robust even after conducting a series of rigorous tests and addressing endogeneity concerns. The main impact mechanisms of digital governance on carbon emission performance include energy intensity reduction, energy consumption scale reduction, industrial structure adjustment, and energy consumption structure optimization. Furthermore, the results indicate that the variation in carbon emission reduction due to digital governance can be attributed to differences in city administrative level, city size, and government capacity. In particular, digital governance plays a pivotal role in facilitating the sustainable transformation of resource-based cities. From the perspective of digital governance, this study provides effective recommendations and valuable insights for achieving low-carbon targets and promoting sustainable development of cities.

Abstract:Digital transformation provides new opportunities for the green development of enterprises. Clarifying the impact and mechanism of digital transformation on enterprise pollution reduction has important policy implications for the synergistic development of digitalization and greenization. This paper explores the impact of digital transformation on enterprise pollution abatement using data from Chinese manufacturing enterprises and fixed effects models. The empirical results show that digital transformation contributes to enterprise pollution reduction. Furthermore, the pollution reduction role of digital transformation is more pronounced in enterprises with high degrees of pollution intensity. Digital transformation acts on pollution reduction through productivity improvement and scale expansion, while a mechanism for green technology innovation does not exist. Additionally, industry attributes and external environment heterogeneity affect the pollution abatement role of digital transformation. Enterprises can achieve stronger pollution abatement from digital transformation when they belong to high-polluting industries, high-tech industries, areas with high environmental regulation (HER), and cohorts. The paper provides new micro evidence that digital transformation promotes pollution reduction, enriches the literature on the environmental impact of digital transformation, and provides beneficial insights for enterprises to drive pollution reduction in the era of the digital economy.

Abstract:Abstract As a fundamental driving factor for high-quality advancement, elucidation remains requisite regarding the potential of the digital economy (DE) in achieving conjoined governance aimed at pollution reduction and carbon reduction (PCR). This study conducts a comprehensive analysis of the nexus between digital economic development (DED) and carbon mitigation. Empirical analyses are conducted utilising panel data encompassing Chinese municipalities from 2011 to 2020, enabling a quantitative evaluation of the influence exerted by DED on the concerted governance of carbon reduction and haze mitigation. The results emphasise that: DED cultivates conducive circumstances for curtailing carbon emissions and addressing haze pollution, with subsequent robust testing reinforcing the enduring significance of DED’s impact on PCR. Heterogeneity analysis reveals the pronounced effect of DED on PCR, particularly discernible in provincial capitals, eastern municipalities, as well as first and second-tier urban centers, alongside metropolises of significant magnitude. The reciprocal impact of DED on PCR predominantly stems from industrialisation synergies, primarily attributed to the optimisation and advancement of industrial structure, concomitant with enhancements in production efficiency.

Abstract:The digital transformation of enterprises is a significant catalyst for achieving cleaner production and directly affects a company's carbon performance. This research elucidates the theoretical logic and potential impact mechanisms of digital transformation in reducing corporate carbon emissions. Second, using a panel data set of Chinese A-share listed companies from 2007 to 2020, this study quantitatively investigates the effect of corporate digital transformation on the carbon emissions intensity of businesses. The empirical results indicate that corporate digital transformation has a statistically significant negative effect on the carbon emissions intensity of Chinese firms. Several robustness tests have validated this conclusion. The heterogeneity analysis reveals that state-owned businesses, firms with high carbon intensity, and those with strong financing capacity would benefit more from digital transformation in achieving the goal of reducing carbon emissions. Furthermore, the impact of digital transformation on corporate carbon emission abatement is more prominent in industries with limited technological input and high energy consumption. At the regional level, digital transformation has a more significant impact on reducing carbon emissions in cities with stringent environmental regulation, advanced marketization, and resource-based economies. The transmission mechanism analysis confirms that improving corporate energy use efficiency, enhancing financial performance, and fostering green innovation are crucial transmission mechanisms through which digital transformation can help enterprises decrease their carbon emissions. These findings assist companies in comprehending the role of digital transformation in lowering carbon emissions and provide them with valuable insights.

The Impact of Digital Transformation on Corporate Environment Performance: Evidence from China

Abstract:In recent years, the rate of climate change appears to have accelerated, and digital transformation and environmental performance have become increasingly important in the field of corporate social responsibility. Previous studies have mainly focused on the economic consequences of digital transformation. However, research on the effect of digital transformation on reducing firms' emissions is relatively rare. This study focused on two kinds of typical environmental pollutants: waste gas emissions and wastewater emissions. Using data on Chinese listed firms from 2010 to 2018 and adopting the fixed effect model to investigate the emission reduction effect and mechanism of digital transformation on waste gas emissions and wastewater emissions of firms, we found the following: (1) digital transformation significantly reduces pollution emissions; (2) the relationship is more pronounced in state-owned enterprises (SOEs), high-polluting enterprises, and economically developed regions; (3) to gain a more in-depth understanding of how digital transformation affects the pollution emission behavior of firms, we further conducted mechanism tests and found that digital transformation reduces pollution by increasing total factor productivity and green innovation and improving firms' internal controls. The above conclusions still hold after a series of robustness tests, including alternative econometric specifications and overcoming potential endogeneity with an instrumental variable. Overall, our findings provide new insights into the effect of digital transformation on environmental pollution emissions. Hence, all governments should pay more attention to digital transformation for sustainable development and improved environmental quality.

Abstract:Abstract This paper investigates the effects of enterprise environmental governance under low-carbon pilot policies in China with a difference in differences (DID) design. In examining the development of these policies, we focus on exploring their effects on sulfur dioxide emissions of heavily polluting enterprises based on prefectural city- and firm-level data from 2003-2014. Overall, the policies significantly increased enterprise SO2 emissions, and the underlying reason being that investments in CO2 control crowded out investment in SO2 control in enterprises in low-carbon pilot regions. We also find that the implementation of low-carbon pilot policies resulted in greater SO2 emissions from state-owned enterprises and enterprises in western regions than from non-state-owned enterprises and those in eastern regions. It is further found that fiscal decentralization and the associated mediating effect of market segmentation promote enterprises' CO2 control and inhibit their SO2 control. This study helps us re-examine the overall environmental effects of low-carbon policies and has implications for the revision and improvement of environmental governance policies in developing countries.

Abstract:Pollution control and carbon emission reduction pose significant challenges for developing countries, and achieving synergistic reductions in pollution and carbon emissions (SRPCs) has emerged as the optimal choice. Digitization, a prevailing trend in the current era, presents new opportunities for realizing the SRPC. We utilize data from Chinese A-share listed companies from 2007 to 2022 to investigate the impact of corporate digital transformation on the SRPC. The research reveals the following. (1) Enterprise digital transformation significantly promotes the SRPC, a conclusion validated through a series of robustness tests. However, the SRPC resulting from digital transformation is characterized by weak synergy, which is primarily observed in the coordinated reduction in air pollution and carbon emissions. (2) This effect is notably stronger for companies near environmental regulatory authorities, those receiving government environmental subsidies, and state-owned enterprises (SOEs). (3) Enhancing managerial collaborative management capabilities, promoting corporate technological innovation capabilities, and alleviating financing pressure are the primary mechanisms at play. This research provides important policy and practical insights for promoting the SRPC in the context of digitization, fostering sustainable development.

Abstract:The advent of novel and potent digital technologies has substantially transformed ways enterprises undertake their production. How digital transformation will reshape the production model of enterprises and have an impact on pollution emissions is a crucial problem in existing research. In this paper, we construct a theoretical framework to illuminate the theoretical mechanism of firms employing digital technology to bring out pollution abatement effect. Using a series of firm-level datasets from China, this paper introduces fixed-effect specification to empirically examine the environmental effects triggered by digital transformation. We find a negative effect of digital transformation on firms’ pollution emissions. The results are robust when potential endogeneity and mismeasurement problems are controlled for. Factors related to green innovation and investments in pollution abatement are found to play an important role in shaping the nexus between digital transformation and firm-level pollution emissions. This paper provides supporting firm-level evidence for the pollution abatement effect of digital transformation, which is essential for accelerating the construction of the digital economy, promoting the synergistic effect of digital transformation and green development, and achieving a balanced development of economic growth and environmental governance.

Abstract:Energy saving, emission reduction and low carbon development are the key contents to promote sustainable development in the world, which are also important paths to achieve China's "dual carbon" target on schedule. Especially in the wave of digital economy, the optimization of production mode brought about by the enterprise digital transformation is becoming an important driving force to reduce carbon emission intensity of enterprises. Based on the text analysis of 2012–2020 annual reports of Shanghai and Shenzhen A-share listed companies, we measure the level of enterprise digital transformation, and then empirically investigate the impact of enterprise digital transformation on carbon emission intensity and the mechanisms. We find that enterprise digital transformation can significantly reduce the carbon emission intensity by improving their ability of technological innovation, internal control and environmental information disclosure. And the results are robust after a series of robustness tests such as eliminating the endogeneity bias, replacing variables and limiting samples. Furthermore, heterogeneity analysis show that digital transformation has a stronger effect on the enterprises which located in the regions with strong intellectual property protection and the capital intensive enterprises, but there is no heterogeneity in the types of enterprises, in the intensity of environmental regulation of enterprises and in the information infrastructure construction of enterprises. Under the background of digitization, this paper discusses the path choices for enterprises to reduce carbon emissions, which provides references for enterprises to grasp the opportunities in the new tide of scientific and technological revolution and green economic transition.

Abstract:In the current discourse surrounding economic and societal growth, much emphasis has been placed on the role and impact of digitalization. Despite this trend, research exploring the ecological implications of the digital economy remains scarce. To fill this research gap, our study aimed to investigate the correlation between the digital economy and carbon emissions, specifically examining the moderating impact of environmental regulations. For empirical analysis, we utilize the CRITIC methodology to establish a thorough set of indicators that can evaluate the performance of China’s digital economy. According to our empirical results, the digital economy seems to exert a moderating influence on the levels of carbon dioxide (CO2) emissions, and this negative impact is more pronounced in affluent and densely populated regions of China. The effectiveness of digitalization in reducing pollution can be enhanced by the enforcement of environmental regulations. This paper elucidates the potential mechanisms via which the digital economy affects carbon dioxide emissions, and constructs a framework for the mechanisms via which the digital economy affects the environment by influencing the carbon dioxide emissions, providing a new way for enterprises and governments to participate in environmental protection and expanding the content of research related to the digital economy.

Abstract:The development of digital technology provides new governance methods for achieving the goal of "carbon peaking and carbon neutrality". Since 2013, the pilot construction of smart cities in China has strengthened the government's digital governance capabilities and significantly influenced the reduction in carbon emissions. This paper provides empirical evidence for the driving effect of digitization on carbon emission reduction based on panel data from 353 cities in China. The results show that digital governance based on smart city construction pilots has significantly reduced regional carbon emissions, and the implementation of smart city construction pilots has reduced regional carbon emissions by an average of 6.6%, and this effect is sustainable over the long term. The increase in the level of digitalization has significantly promoted carbon emission reduction. From the perspective of the impact path, regional green patent innovation has played a significant partial intermediary effect in the process of digitization-driven carbon emission reduction. From a micro-mechanism standpoint, digitization plays a significant role in promoting the green innovation of high-polluting listed companies.

Abstract:With the rapid development of digital technologies, digital transformation has emerged as a crucial strategy to increase competitiveness and lower carbon emissions. To explore the impact and mechanisms of manufacturing enterprises' digital transformation on reducing their carbon emissions, this study uses data from A-share listed manufacturing enterprises on the Shanghai and Shenzhen Stock Exchanges from 2010 to 2019. Employing fixed-effect and mediation models, the empirical analyses yield the following results: (1) Digital transformation positively influences carbon emissions reduction in manufacturing enterprises. (2) The fulfillment of corporate social responsibility and advancement in technological innovation mediate the relationship between digital transformation and carbon emissions reduction. (3) Both internal (redundant resources) and external (government support) factors affect the impact of digital transformation on carbon emissions. Reducing redundant resources and strengthening government support amplify the positive effect of digital transformation, while redundant resources negatively regulate the initial phase of the impact path of “digital transformation - technological innovation–carbon emissions intensity”. (4) Heterogeneity results reveal that digital transformation plays a more significant role in carbon emission reduction for heavy-polluting enterprises and China's central region. Hence, proactive digital transformation promotion is essential for enterprises aiming to achieve the “dual-carbon” goal, with optimization of internal resource integration and government-appropriate support.

Abstract:Introduction: The digital economy plays a crucial role in achieving synergistic reduction in air pollutants and carbon emissions. Methods: A super-efficiency slack-based model with undesirable outputs was applied to systematically calculate the efficiency of synergistic air pollutants and carbon emissions governance (ESACG). This study used the difference-in-differences (DID), propensity score matching-DID, quantile DID methods and generalized random forest model to empirically test the impact and its heterogeneity of the digital economy on the ESACG, with the establishment of the National Big Data Comprehensive Pilot Zone as a quasi-natural experiment. Results: 1) The digital economy significantly improved the ESACG by optimizing industrial structure in source management, improving energy utilization efficiency in process control, and promoting green technological innovation in end blocking. The digital literacy of talent and digital financial support strengthened its enhancing effect, but the digital infrastructure was insignificant. 2) The digital economy significantly enhanced the ESACG in the cross-regional and regional demonstration zones but inhibited it in the pioneering zones. Its impact on the ESACG in big data infrastructure-integrated development zones was insignificant. 3) Between the 25th and 90th quantiles, there was an asymmetric inverted U-shaped influence of the digital economy on the ESACG, with no discernible impact at the 10th quantile. In cities with better economic development and technological innovation, the contribution of the digital economy to the ESACG was more significant. Discussion: It is necessary to continuously advance the construction of existing pilot zones, steadily expand their coverage, and differentiate between harnessing the experiences of reducing pollution and carbon emissions to formulate strategies for synergistic regional governance.

Abstract:The pressing issue of utilising digital reform to achieve sustainable development arises under the "dual carbon goal of carbon peaking and carbon neutrality". This study employs fixed-effect, mediation and moderation models to investigate the impact of digital transformation on carbon emissions and its internal mechanisms by analysing data from Chinese A-share listed companies between 2012 and 2021. The results demonstrate a robust inverted U-shaped relationship between digital transformation and corporate carbon emissions, with scale effects moderating, technological effects partially mediating and a discernible scale threshold. Moreover, the outcomes exhibit heterogeneity across companies, industries and regions. Specifically, enterprises in Midwestern and strictly environmentally regulated regions experience carbon reduction benefits at a lower level of digitalisation; notably Middle Reaches of Yangtze River Urban Agglomeration displays the earliest inflection point. Conversely, state-owned and non-technology-intensive companies show nonsignificant results. Consequently, this paper recommends that companies accelerate their transformation to surpass the threshold as early as possible and that the government should implement differentiated policies and environmental regulation strategies. Overall, this study not only enriches the theoretical understanding of the mechanisms between digital transformation and carbon emissions, but also provides empirical evidence to support related researches.

Abstract:Frontier studies have neglected the impact of digital transformation (DT) on the synergy for pollution and carbon reduction (SPCR) from the perspective of micro enterprises. This paper explores the SPCR effect of DT, as well as its mechanism at micro-firm level. The study found that: (1) DT significantly facilitates corporate SPCR. For every 10% increase in the level of DT, the ranking of SPCR will rise by about 2.3 places. This effect is more obvious in high-tech firms and non-heavy polluters, firms in the eastern region in China, and non-SOE. (2) DT creates innovation-driven and structure-optimizing effects, which enhance the corporate green innovation ability, optimize the business structure and capital allocation structure of enterprises, and then drive the SPCR. (3) External public environmental concerns (PEC) and internal corporate ESG governance act as "accelerators" promoting the SPCR effect of DT. Based on these, policy implications are made to accelerate the pace of corporate DT, give full play to the first-mover advantage, and break the "pollution (carbon) lock-in" with a view to providing theoretical references for the listed enterprises' digitalized governance of SPCR, as well as the governmental departments' formulation of relevant guiding policies, and striving to achieve the high-quality development goal.

Abstract:In the context of China's rapidly growing digital economy, exploring the potential to reduce carbon emissions from the perspective of enterprise digitization is of vital practical significance for achieving ambitious "carbon peak" and "carbon neutrality" goals. This paper uses data from A-share listed companies as a sample pool spanning the years 2014–2020 and finds that a nonlinear, inverted U-shaped relationship exists between enterprise digital transformation and carbon emissions. We further construct several robustness tests and show that the effect remains significant after accounting for the endogeneity issue using IV regressions. Heterogeneity analysis indicates that the effect of digital transformation on carbon emissions is influenced by the regional economic development level and the ownership structure of enterprises. Notably, in non-state-owned enterprises and economically advanced regions, the influence of digital transformation on carbon emissions becomes more pronounced. This paper provides explicit policy implications. It is suggested that enterprises accelerate their digital transformation by integrating smart device development into their production and operations and government should give support to digital transformation to facilitate industrial upgrading, and further promote China's pursuit of high-quality and sustainable economic development.
