Abstract:Conflict Management and Peace Science, Ahead of Print. National executives in Western democracies are not unilateral deciders: they lead parties with long-term policy priorities and manage challenging multiparty coalitions. Leaders of donor states use foreign aid to pursue their goals, including enacting policy output consistent with party ideology. Because preferences for international engagement condition the effect of left–right ideology and coalition government incorporates actors with distinct preferences, we predict that left-pro-internationalist prime ministers and development ministers prefer aiding the neediest recipients while right-internationalists emphasize trade opportunities. Our statistical analysis of OECD donor–potential recipient dyads demonstrates the utility of unpacking democratic domestic politics' effect on leader incentives and decisions.

Abstract:A vast literature evaluates the effectiveness of development aid, often reaching sobering conclusions. We argue that a key shortcoming of this literature is the focus on a narrow concept of effectiveness—mostly economic growth—that does not match the kind of effectiveness that aid donors actually aim at. To determine actual donor motives, we first survey the literature on aid allocation and identify a large set of motives that is common to many donors. We then employ this set of donor motives for compiling a survey of the aid effectiveness literature by donor motive. The literature shows that while aid has a moderate effect on economic development at best, it seems effective in achieving many of the other effects primarily intended by aid donors. We conclude by speculating that future research on aid effectiveness will be more likely to identify significant effects of aid when taking donor motives into account.

Abstract:Abstract: Over the past several decades, the dichotomy between traditional and emerging donors has been based upon the notion that emerging donors (such as China) support authoritarian regimes and use foreign aid to pursue their economic interests at the expense of the poor in the recipient countries. Accordingly, Western donors, media, and scholars portray Chinese aid as non-poverty-focused. This study aims to review and analyze whether the dichotomy between traditional and emerging donors is still relevant in the current aid system and to propose a new and rigorous criterion for recategorizing donors. In terms of methodology, this study relies on secondary data, including scholarly works on traditional and emerging donors and foreign aid policy documents. Conclusions based on the research indicate that the divide between traditional donors and (re)emerging donors is becoming more ambiguous. The literature review indicates that the two donors' aids had a mixed impact and that their approaches were similar. This paper highlights the importance of developing different recategorization criteria depending on the impact of aid.
Factors Influencing the Allocation of China's Development Assistance for Health

Abstract:BACKGROUND:China has been described as a "rogue" donor suspected of using foreign assistance to obtain raw materials, promote exports, and strengthen its business links with aid recipient countries. However, the factors influencing China's development assistance policy have rarely been analysed, particularly those related to its health aid. This study explores the factors that could affect the allocation of China's development assistance for health (DAH) from three key aspects: recipient need, recipient merit, and donor interest.METHODS:Analysis was based on cross-sectional data of China's DAH from 2006 to 2014. This study explores the following characteristics of the 82 recipient countries identified in the data: the association between China's allocation of DAH and recipient need (measured by Gross Domestics Product [GDP] per capita and all-cause Disability-Adjusted Life Years [DALYs]), recipient merit (measured by government effectiveness and human rights violations) and donor interests (measured by China's export, United Nations voting alignment, and recipient natural resources). A stratified analysis was conducted to understand these associations in different development contexts and the factors that influenced each type of DAH.RESULTS:Multivariate Spearman correlation suggested that the most significant factors influencing China's allocation of DAH were the recipient countries' GDP per capita (r = -0.31941, P = 0.0049) and human rights conditions (r = -0.23227, P = 0.0435). Health workforce was associated with medical team deployment (r = -0.20929, P = 0.0715), while malaria DALYs was associated with anti-malaria center establishment (r = 0.46473, P < 0.0001). According to the sub-group analysis, donor interests such as trade and natural resources only slightly influenced DAH allocation.CONCLUSION:Recipient need and merit strongly influence China's DAH allocation while donor interests only slightly influence DAH allocation in certain development contexts.
Donors want it faster, humanitarian organizations get it cheaper

Abstract:Donors provide yearly over 20 billion USD for international assistance to humanitarian organizations who transfer up to 23% of these funds to local implementing partners. Each transfer of funds seeks the maximum effectiveness through the compliance with the rules of the donor. The question of how aligned are donor policies with the ones of the recipients of funds, and what is the impact of this gap remains open. This study has gathered a unique dataset of the procurement policies from 42 institutional donors and 41 local and international humanitarian organizations. The research provides qualitative and statistical analysis on the diversity of procurement policies, and a cost model for deeper understanding of the effectiveness of humanitarian aid when implemented from institutional donors. The study shows that donors provide guidelines aiming at faster procurement, while humanitarian organizations employ more restricted processes focused on lower procurement costs and more competitive spending. The results show a statistically significant gap in the procurement thresholds of donors versus humanitarian organizations, and the existence of an efficient frontier that relates lead time and cost of the implemented projects. The results provide a unique overview of the humanitarian ecosystem and the benefits of international collaborating bodies such as the Grand Bargain in the standardization and convergence of policies.

Pulling the purse strings: Are there sectoral differences in political preferencing of Chinese aid to Africa?

Abstract:China is emerging as an increasingly important player in the global development space, but may be less bound to compacts that aim to curb political preferencing and therefore may produce less yield in terms of impact toward Sustainable Development Goals. This research tests the hypothesis that the disproportionate aid allocation to the birth regions of the current African political leaders that applies to some sectors more than others.We applied a two-part model to first estimate the probability that a region receives an aid project. Then when at least one aid project is present in a leader's birth region, we estimated the mean amount of aid the region received.This analysis covers 699 subnational units (first administrative level) across 44 African countries over 2000–2014. These administrative units were compiled into a region year panel resulting in 10,485 observations.Birth regions of the current political leader are significantly more likely than the average of all of the regions to receive education (1.3 percentage points), social infrastructure and services (1.2 percentage points), and energy aid (1.7 percentage points). No significant association was found between aid flows to the birth region of the current political leader in the agriculture, communication, education, government, health or transportation sectors. Within the education sector, the coefficients for birth region are positive in both parts and statistically significant. Both the probability of aid allocation and the amount of aid conditional on any projects increase in the birth region of the current political leader.This sector-specific analysis provides a more nuanced picture of Chinese aid than previous analyses that determine the presence of political preference according to aggregate aid flows. The sectors where political preferencing exists are also those sectors that are typically associated with limited counterfactual-based program evaluation. We present evidence that demonstrates the importance of disaggregating aid flows in order to support a new policy framework designed to target the Sustainable Development Goals.

Abstract:With aid budgets shrinking in richer countries and more money for healthcare becoming available from domestic sources in poorer ones, the rhetoric of value for money or improved efficiency of aid spending is increasing. Taking healthcare as one example, we discuss the need for and potential benefits of (and obstacles to) the establishment of a national institute for aid effectiveness. In the case of the UK, such an institute would help improve development spending decisions made by DFID, the country's aid agency, as well as by the various multilaterals, such as the Global Fund, through which British aid monies is channelled. It could and should also help countries becoming increasingly independent from aid build their own capacity to make sure their own resources go further in terms of health outcomes and more equitable distribution. Such an undertaking will not be easy given deep suspicion amongst development experts towards economists and arguments for improving efficiency. We argue that it is exactly because needs matter that those who make spending decisions must consider the needs not being met when a priority requires that finite resources are diverted elsewhere. These chosen unmet needs are the true costs; they are lost health. They must be considered, and should be minimised and must therefore be measured. Such exposition of the trade-offs of competing investment options can help inform an array of old and newer development tools, from strategic purchasing and pricing negotiations for healthcare products to performance based contracts and innovative financing tools for programmatic interventions.

Abstract:International donors emphasize greater recipient-country ownership in the delivery of foreign assistance because it ostensibly promotes the efficient use of resources and strengthens recipient-country administrative capacity. The preferences of citizens in developing countries, however, are not well understood on this matter. Do they prefer that their own governments control foreign aid resources, or are there conditions under which they instead prefer that donors maintain control over how aid is implemented? We explore these questions through parallel survey experiments in Myanmar, Nepal, and Indonesia. Our experimental vignettes include two informational treatments: one about who implements aid (i.e., the donor or the recipient government) and the other about the trustworthiness of the foreign donor. The trust-in-donor treatment, on average, increases levels of support for aid in all three countries. In contrast, we observe heterogenous average treatment effects regarding aid control: control of aid by the donor rather than the government reduces levels of support in Indonesia and Myanmar, whereas it increases support levels in Nepal. We show how the cross-country variation in ATEs originates in consistent individual-level variation in reactions to aid control that is more shaped by respondents' trust in their own government than their trust in the donor.

Abstract:This main objective of this paper is to present a synthesis of the empirical literature on the effectiveness of foreign aid on poverty reduction. This is done through a review of empirical studies on the impact and effectiveness of official development assistance (ODA) or foreign aid on poverty reduction. The study divided the reviewed empirical literature into two broad groups: the studies which used non-monetary measures of poverty and those that used monetary measures of poverty. The survey results show that foreign aid has a positive impact on poverty, as reported by the majority of studies in both the non-momentary and monetary measures of poverty groups. This means that in general, foreign aid reduces poverty, irrespective of the type of poverty measures used. Of the studies which showed that foreign aid was effective in reducing poverty, it was highlighted that: (i) democracy enhances the effectiveness of aid; (ii) aid targeted at pro-poor public expenditures such as agriculture, education, health and other social services was effective; and (iii) aid disbursed in production sectors, infrastructure and economic development was more effective in reducing poverty. These channels should, therefore, be considered when making policy decision on aid allocation.
Allocating aid for COVID-19 support: A constrained optimisation approach

Abstract:The objective of this paper is to develop a prescriptive model for the inter-country allocation of aid for COVID-19 support. Aid allocations are increasing functions of three dimensions of need: (i) hazard and exposure to COVID-19; (ii) vulnerability to COVID-19 impacts; and (iii) the capacity to cope, subject to an aid budget constraint. COVID-19 support from official donors to all ODA eligible countries is modeled. Aid allocations for COVID-19 support prescribed by the model are compared to actual allocations in 2020. Findings from the main model suggest that low-income countries are over-represented among the countries that should have received a greater share of the aid for COVID-19 support. Middle-income countries tended to receive more donor support for COVID-19 than amounts suggested by the model. The choice of weights assigned to the dimensions of need is arbitrary but findings are broadly consistent with respect to the use of different weights, alternative measures of support and changes to other parameters of the model. It is recommended that the donor community commit to a transparent needs-based funding formula when addressing a global pandemic.
Equity, justice, and social values in priority setting: a qualitative study of resource allocation criteria for global donor organizations working in low-income countries

Abstract:Abstract Background There is increasing acceptance of the importance of social values such as equity and fairness in health care priority setting (PS). However, equity is difficult to define: the term means different things to different people, and the ways it is understood in theory often may not align with how it is operationalized. There is limited literature on how development assistance partner organizations (DAP) conceptualize and operationalize equity in their health care prioritization decisions that affect low-income countries (LIC). This paper explores whether and how equity is a consideration in DAP priority setting processes. Methods This was a qualitative study involving 38 in-depth interviews with DAPs involved in health-system PS for LICs and a review of their respective webpages. Results While several PS criteria were identified, direct articulation of equity as an explicit criterion was lacking. However, the criterion was implied in some of the responses in terms of prioritizing vulnerable populations. Where mentioned, respondents discussed the difficulties of operationalizing equity as a PS criterion since vulnerability is associated with several varying and competing factors including gender, age, geography, and income. Some respondents also suggested that equity could be operationalized in terms of an organization not supporting the pre-existing inequities . Although several organizations’ webpages identify addressing inequities as a guiding principle, there were variations in how they spoke about its operationalization. While intersectionalities in vulnerabilities complicate its operationalization, if organizations explicitly articulate their equity focus the other organizations who also have equity as a guiding principle may, instead of focusing on the same aspect, concentrate on other dimensions of vulnerability. That way, all organizations will contribute to achieving equity in all the relevant dimensions. Conclusions Since most development organizations support some form of equity, this paper highlights a need for an internationally recognized framework that recognizes the intersectionalities of vulnerability, for mainstreaming and operationalizing equity in DAP priority setting and resource allocation. Such a framework will support consistency in the conceptualization of and operationalization of equity in global health programs. There is a need for studies which to assess the degree to which equity is actually integrated in these programs.
Understanding China’s shifting priorities and priority-setting processes in development assistance for health

Abstract:Abstract Over the past two decades, China has become a distinctive and increasingly important donor of development assistance for health (DAH). However, little is known about what factors influence China’s priority-setting for DAH. In this study, we provide an updated analysis of trends in the priorities of Chinese DAH and compare them to comparable trends among OECD Development Assistance Committee (DAC) donors using data from the AidData’s Global Chinese Development Finance Dataset (2000–2017, version 2.0) and the Creditor Reporting System (CRS) database (2000–2017). We also analyse Chinese medical aid exports before and after the start of the COVID-19 pandemic using a Chinese Aid Exports Database. We further explore the potential factors influencing China’s shifting priority-setting processes by reviewing Chinese official documents following Walt and Gilson’s policy analysis framework (context–actors–process–content) and by testing our conjectures empirically. We find that China has become an important DAH donor to most regions if measured using project value, including but not limited to Africa. China has prioritized aid to African and Asian countries as well as to CRS subsectors that are not prioritized by DAC donors, such as medical services and basic health infrastructure. Chinese quarterly medical aid exports almost quintupled after the start of the COVID-19 pandemic. Noticeably, China has allocated more attention to Asia, eye diseases and infectious disease outbreaks over time. In contrast, the priority given to malaria has declined over the same period. Regarding factors affecting priority shifts, the outbreaks of SARS and Ebola, the launch of the Belt and Road Initiative and the COVID-19 pandemic appear to be important milestones in the timeline of Chinese DAH. Unlike stereotypes of China as a ‘lone wolf’ donor, our analysis suggests multilateral processes are influential in informing and setting Chinese DAH priorities.

Medicine donations: a review of policies and practices

Abstract:Background: To help promote the effective delivery of drug donations, the World Health Organization (WHO) developed the Guidelines for Medicine Donations. The need for revisions is timely given the large-scale influx of medicine donations since the start of the COVID-19 pandemic. This study analyses current policies of donors and recipients that are commensurate with the recommendations in the Guidelines and examines current practices, challenges, and revision suggestions. Results: A search for medicine donation policies of donors and recipients was conducted in May/June 2022 and repeated in January 2023. Potential donor countries were identified from the high-income countries on the United Nation's (UN) List of G20 Countries. Potential pharmaceutical company donors were selected from those with 2021 revenue of $30 billion or greater. Potential non-government organization donors came from the WHO list of non-governmental organizations (NGOs) and two other sources. Potential recipient countries were those on the UN List of Least Developed Countries. These four lists were supplemented with actual donors and recipients identified from the literature. All policies retrieved were screened to identify which of the 12 recommendations from the WHO Guidelines were incorporated. We identified 38 policies from 1 donor country, 6 brand-name multinational pharmaceutical companies, 6 NGOs and 25 recipient countries. Most policies incorporated all 12 recommendations. Twenty-five of the 38 policies were developed in 2010 or later. The majority of actual donors and recipients did not have policies that were publicly available. A rapid literature review for publications from 2010 onwards identified challenges in implementing the WHO Guidelines and suggested for revisions. Challenges included: (1) information management; (2) medication presentation; (3) influence from the pharmaceutical industry; (4) donation sustainability; and (5) the belief that donations are inherently good. Conclusions: Our findings suggest that both donors and recipients could further align their policies with the existing Guidelines and both groups should be consulted on any revisions to ensure that their experiences are reflected and their needs are addressed. While the current WHO Guidelines for Medicine Donations are a solid base for medical humanitarian efforts, evidence points to the need for an update to meet current challenges.
Tracking sectoral allocation of official development assistance: a comparative study of the 29 Development Assistance Committee countries, 2011-2018

Abstract:Background: Official development assistance (ODA) is one of the most important means for donor countries to foster diplomatic relations with low- and middle-income countries and contribute to the welfare of the international community.Objective: This study estimated the sectoral allocation of gross disbursements of ODA of the 29 Development Assistance Committee (DAC) member countries of the Organisation for Economic Co-operation and Development (OECD) for the duration of 2011 to 2018, by aid type (bilateral, multilateral, and both aids).Methods: Data from the OECD iLibrary were used. The sector definition was based on the OECD sector classification. For core funding to multilateral agencies that do not specialize in each aid sector, we estimated ODA and its flows based on the OECD methodology for calculating imputed multilateral ODA.Results: For all 29 countries, during the period of 2014-2018 where data were available for all the countries, the sector with the highest average annual ODA contribution was health at 20.34 billion USD (13.21%), followed by humanitarian aid at 18.04 billion (11.72%). Humanitarian aid has increased in the sectoral share rankings in both bilateral and multilateral aid, and the sectoral share for refugees in donor countries has increased in bilateral aid. While the 29 countries show relatively similar trends for sectoral shares, some countries and sectors display unique trends. For instance, infrastructure and energy sectors in bilateral aid of Japan are particularly high accounts for 48.48% of the total bilateral ODA of the country in 2018.Conclusions: This paper evaluated ODA trends by major donors of DAC countries in the pre-COVID-19 pandemic periods. We hope that our estimates will contribute to the review of the strategic decision-making and the effective implementation of future ODA policy discussions in the DAC countries while ensuring transparency.
Foreign aid withdrawals and suspensions: Why, when and are they effective?

Abstract:In this introduction to the special issue, "Foreign Aid Withdrawals and Suspensions: Why, When and Are They Effective," we both summarize the current state of the literature and outline a robust new agenda for studying aid suspensions and withdrawals. A common contribution of the papers in this special issue is that they emphasize that donors and aid-recipient states have more options available to them than previous literature has allowed and that it is the creative ways in which aid-recipient governments seek to discipline their donors that make the effective use of conditionality so challenging. In this introduction, we not only summarize what we know about aid suspensions and withdrawals but also begin to unpack the complex decision-making that underlies aid suspensions, providing a simplified decision tree that can guide future research. Overall, we emphasize that, far from being a niche issue, aid suspensions and withdrawals are a fundamental part of the political economy of foreign aid and that much more work is needed to understand how recipient governments make decisions about how to respond or not to respond to (threats of) aid suspensions and withdrawals and how donors factor such political calculations into their initial or subsequent decision-making. The article highlights both the challenges and the opportunities of unpacking the complex decision-making behind aid suspensions and withdrawals.

Abstract:Transitions to the lowest crystal field singlet states of horse heart ferrocytochrome c have been identified from absorption and circular dichroism spectra in the wavelength region 5700–10 000 A. The results are correlated with crystal field and molecular orbital theoretical predictions. The Dq value for the porphyrin ring of ferrocytochrome c is found to be between 1700 and 1900 cm−1, in excellent agreement with the extended Huckel calculations of Zerner, Gouterman, and Kobayashi.
Development assistance, donor–recipient dynamic, and domestic policy: a case study of two health interventions supported by World Bank–UK and Global Fund in China

Abstract:Abstract Background This study views sustainability after the exit of development assistance for health (DAH) as a shared responsibility between donors and recipients and sees transitioning DAH-supported interventions into domestic health policy as a pathway to this sustainability. It aims to uncover and understand the reemergent aspects of the donor–recipient dynamic in DAH and how they contribute to formulating domestic health policy and post-DAH sustainability. Methods We conducted a case study on two DAH-supported interventions: medical financial assistance in the Basic Health Services Project supported by the World Bank and UK (1998–2007) and civil society engagement in the HIV/AIDS Rolling Continuation Channel supported by the Global Fund (2010–2013) in China. From December 2021 to December 2022, we analyzed 129 documents and interviewed 46 key informants. Our data collection and coding were guided by a conceptual framework based on Walt and Gilson’s health policy analysis model and the World Health Organization’s health system building blocks. We used process tracing for analysis. Results According to the collected data, our case study identified three reemergent, interrelated aspects of donor–recipient dynamics: different preferences and compromise, partnership dialogues, and responsiveness to the changing context. In the case of medical financial assistance, the dynamic was characterized by long-term commitment to addressing local needs, on-site mutual learning and understanding, and local expertise cultivation and knowledge generation, enabling proactive responses to the changing context. In contrast, the dynamic in the case of HIV/AIDS civil society engagement marginalized genuine civil society engagement, lacked sufficient dialogue, and exhibited a passive response to the context. These differences led to varying outcomes in transnational policy diffusion and sustainability of DAH-supported interventions between the cases. Conclusions Given the similarities in potential alternative factors observed in the two cases, we emphasize the significance of the donor–recipient dynamic in transnational policy diffusion through DAH. The study implies that achieving post-DAH sustainability requires a balance between donor priorities and recipient ownership to address local needs, partnership dialogues for mutual understanding and learning, and collaborative international–domestic expert partnerships to identify and respond to contextual enablers and barriers.

Abstract:Does gender equality in politics in donor countries affect the allocation to recipient countries of official development assistance in support of gender equality in politics? Since the 1995 Beijing Declaration and Platform for Action and the launch of the United Nations Millennium Development Goals in 2000, gender equality has been underscored as an important development goal for donors. We hypothesize that donors with higher levels of gender equality in politics are likely to allocate more aid to recipients with lower levels of gender equality in politics to promote the equality in politics in those countries. We expect this positive relationship to be even more significant after the launch of the Millennium Development Goals. Using a time-series cross-sectional design covering country dyads for the period, 1990–2012, we find evidence supporting our hypotheses.

Abstract:The last decade has seen an increasing focus on the involvement of the private sector in international sustainable development, particularly in high-risk jurisdictions. This involvement encompasses a broad spectrum, incorporating innovative private sector instruments—now acknowledged as ODA-eligible by the OECD—as well as traditional tools of external official support to developing countries, which remain the primary contributors to ODA flows. This literature review aims to consolidate the academic exploration of the enduring classic foreign aid tools' impact on the political risks associated with foreign direct investment (FDI), and identifies prevalent limitations while suggesting approaches to overcome these challenges.The first section delineates the central theme and rationale behind the literature selection process, utilizing the Google Scholar database to contextualize the research within a comprehensive framework. The subsequent section categorizes and compares the most relevant studies based on formal criteria and methodological parameters. Sections three and four critically assess the scholarly contributions in conceptualizing the mitigating influence of foreign aid in general, focusing on its impact on specific political risks such as expropriation, terrorism, and corruption. The concluding section delves into studies that explore foreign aid and foreign direct investment flows from China, the largest non-Western donor.A bibliometric analysis reveals a noteworthy disparity between research attention and policymaking focus on the subject matter. Notably, the selected papers fail to comprehensively cover the full spectrum of primary extra-legal and legal-governmental political risks for transnational businesses. Scholars' assessments of foreign aid's mitigating effect often lack differentiation between grants and loans or between flows directed to different sectors, as well as the distinction between aid routed through public institutions and bypassing them. Notably absent is a comprehensive analysis encompassing the complete range of 'established' Western and emerging non-Western aid providers, or an exploration of aid flows from non-OECD countries other than China. Most research focuses on Africa and fails to differentiate between recipients based on fragility, income levels, or other relevant categorizations. Moreover, the researchers have yet to delve into data post the COVID-19 outbreak, a critical period that significantly altered perceptions of political risk, foreign aid, and FDI flows. The literature review illuminates a research gap awaiting substantial exploration.

Abstract:Abstract Donors of development assistance for health typically provide funding for a range of disease focus areas, such as maternal health and child health, malaria, HIV/AIDS, and other infectious diseases. But funding for each disease category does not match closely its contribution to the disability and loss of life it causes and the cost-effectiveness of interventions. We argue that peer influences in the social construction of global health priorities contribute to explaining this misalignment. Aid policy-makers are embedded in a social environment encompassing other donors, health experts, advocacy groups, and international officials. This social environment influences the conceptual and normative frameworks of decision-makers, which in turn affect their funding priorities. Aid policy-makers are especially likely to emulate decisions on funding priorities taken by peers with whom they are most closely involved in the context of expert and advocacy networks. We draw on novel data on donor connectivity through health IGOs and health INGOs and assess the argument by applying spatial regression models to health aid disbursed globally between 1990 and 2017. The analysis provides strong empirical support for our argument that the involvement in overlapping expert and advocacy networks shapes funding priorities regarding disease categories and recipient countries in health aid.
