Abstract:In recent decades, various programs have been developed as part of Chile's housing policies to respond to the housing deficit. Most policies have so far focused on addressing the quantitative, qualitative, and urban deficits, neglecting the social dimension of housing. At the same time, the concept of collaborative housing has been referred to as a possible alternative to respond to these social challenges by fostering social cohesion, collaboration, and mutual aid. This article explores how collaborative housing can tackle the social deficit of housing. Here, we conceptualise this deficit as 'the lack of non-physical or intangible social characteristics given among residents of a project, such as trust, social cohesion, and a sense of community, necessary for housing to be considered adequate.' We examined the relation between these two concepts by developing a theoretical and empirical study. The first consisted of a theoretical framework and a review of literature on collaborative housing's response to the social deficit of housing. Second, we interviewed stakeholders from two study cases. We found that residents in both collaborative housing cases perceive an improvement in their social interactions, sociability, trust, and sense of community in their current homes compared to previous homes. Therefore, we conclude that collaborative housing presents opportunities to tackle the social deficit of housing.

Abstract:Co-housing forms part of a collaborative housing trend receiving increased interest. The physical layout of co-housing (<i>bofællesskab</i> in Danish) comprise several independent homes in combination with shared spaces and facilities, which support living together, balancing privacy and communality. In Denmark, self-organised groups have established co-housing ever since the early 1970s in different forms and types. Due to the complexity of how these communities have been arranged over time, co-housing includes great variety, which can be challenging when exploring the concept. The paper proposes an empirical and conceptual approach to the emerging literature on intergenerational co-housing, by developing a multi-dimensional spatial framework combined with an investigation of the different designing types of co-housing. By presenting an analysis of Danish intergenerational co-housing, the paper fills an empirical and conceptual gap in the existing co-housing literature, which usually makes references to Danish experiences or analyses some single cases, but rarely explore these more systematically.

Abstract:The pro-social dimension of contemporary housing is one of the main postulates of sustainability. The work aims to draw attention to the residential environment created as a result of participatory design and to examine how and to what extent it supports the creation of social contacts and the identification of inhabitants with their place of residence. The study included three housing projects prepared by the communities: B.R.O.T Aspern, Seestern Aspern, and LiSA. They are part of one urban block located in Aspern, part of the 22nd district of Vienna—Donaudstadt. The case studies were analysed using the same ten evaluation criteria. They were established based on previously developed theories of sociologists, psychologists and architects on the features of architecture and spaces supporting the formation of neighbourly contacts and the identification of users with their place of residence. The research showed that although the same evaluation criteria were used, each design group found an individual way to meet them in their project such as innovative design elements, unique community spaces, or user-driven features. This is proof that not only the place where architecture is created, has its conditions, and the planners and architects creating the project give it an individual, pro-social character, but also the users who create it. However, it is important to create an appropriate organizational, legal architectural and urban framework for the participation process to be successful.

Abstract:This article reviews the role of collaborative housing initiatives in public value co-creation. Collaborative housing initiatives have emerged in response to the growing need for affordable housing and stable neighbourhood networks against the background of shifts in social values, a mobilised society, and austerity measures on the part of the welfare state. This study focuses on investigating citizens’ motives to participate in a collaborative housing initiative and their role in public value co-creation. Qualitative and quantitative data were collected between December 2017 and March 2018 using a mixed-methods approach and analysed. The findings reveal that dimensions related to social sustainability ‐ such as civic engagement, inclusion and integration, and diversity and social mix ‐ enhance people’s attitude towards collaborative housing projects. Practical implications and avenues for future research are discussed.

Abstract:In recent years there has been an ideological push within social care away from segregated housing provision towards supported housing integrated within the wider community (McConkey, Keogh, Bunting, Iriarte, & Watson, 2016; Merrells, Buchanan, & Waters, 2019; Overmars-Marx, Thomése, Verdonschot, & Meininger, 2014). Despite this, many housing solutions for older and disabled people continue to be built on a designated basis, with physical and emotional wellbeing outcomes being both contested and mixed. After reviewing key policy relating to social care housing alongside some of the theoretical and ideological positions, this article explores the social and emotional outcomes of a diverse group of disabled people living with mental health difficulties, physical and intellectual impairments, illnesses and age-related conditions, who moved into a small, purpose-built estate of smart homes. Drawing primarily on qualitative data collected from tenants prior to moving and again seven months following relocation, the impact of moving into the estate on tenants’ sense of wellbeing and feelings of inclusion will be analysed and discussed in relation to efforts to build a new community.

"We never lived together either": Couples' housing (re-) arrangements in later life

Abstract:Social gerontology mainly addresses couples' housing arrangements in later life by focusing on partner's care, related adaptations in place, and changing role expectations within the couple relationship. Thereby, the resulting image does not fully represent today's diversity of couples' housing arrangements. This article considers housing arrangement and relationship orientation of older couples as entangled in social practice, providing a broader perspective on the diversity and dynamics of couples living arrangements in later life. In a qualitative study, we conducted joint in-depth interviews with ten couples from Germany aged 58 to 88 years. Couples talked about their shared biography and living together today. Data were merged with fieldnotes on housing constellations and analyzed following the documentary method. Couples co-constitute living together by using space in different ways. We found three relationship orientations of couples corresponding to practices of couples' housing arrangements: balancing physical and emotional presence by negotiating shared space, exploring presence by having a third common place, and reducing presence by separate housing. These orientation types which are linked with spatial (re-) arrangements reveal positioning to housing preferences in past relationships and point to societal concepts of coupledom as regards housing in later life. Space gives options for both being apart from and feeling close to the partner, partially at the same time. Diversity and dynamics of housing arrangements correspond to diversified and altering relationship orientations in later life. Considering couples' housing arrangements in later life as mutually constitutive broadens the options to examine the meaning of space in aging together. Moreover, this perspective can be combined with a critical approach towards stereotypical (hetero-) normative biases in research.
Subaltern housing policies: Accommodating migrant workers in wealthy Geneva

Abstract:In the wealthy and orderly city of Geneva, Switzerland, accommodation centres built in haste between the 1950s and the 1980s to house seasonal guestworkers from southern Europe are still standing and still inhabited. Today's residents are precarious workers, undocumented or with temporary permits as well as asylum seekers. While the seasonal status disappeared in the early 2000s, the demand for low-skilled, flexible labour did not. Analysing the historical trajectories of specific buildings helps us to answer the question of who replaced the seasonal workers, not only in the labour and the housing markets, but also in the symbolic spectrum of legitimacy. This article introduces the notion of 'Subaltern Housing Policies' to account for the public action that leads to the production and subsequent use of forms of housing characterised by standards of comfort and security far below those of the rental and social housing stock, but considered 'good enough' for their occupants. We argue that 'subaltern' relates not only to housing conditions, but also to the policies themselves, and last but not least to the people who are subjected to them. This notion allows us to trace a link between the production of substandard forms of housing and the production of categories of people who are kept on the margins of full citizenship.

Abstract:Recent social trends - the diversification of lifestyles, and revitalization of the sharing economy - has led to significant changes in the fundamental functions and residences, particularly in apartments. Therefore, this study aims to define an optimized residential space by analyzing housing forms and lifestyle change factors. The study further categorizes the characteristics and operation system in an integrated living space including the integrated experience design characteristics and organization system for service content development and operation. The study scope and methods to classify the characteristics and systems of integrated experience design in integrated housing are as follows: First, the characteristics of changes in housing forms and lifestyles were defined through literature and previous research. Second, in-depth interviews were conducted, and the study direction was established using the analyzed factors of space experience design. Third, the structure concept of living platforms and the systems for implementing experience design were classified using the actualized space experience design characteristics. This study focuses on the basic concepts and systems for implementing integrated experiences in residences. Subsequently, it approaches the direction and systems for changes in housing as a unified platform. This study provides a framework that can be theorized using the experience design system for living spaces derived from its results.

Abstract:Abstract. Automobility still dominates transport and space in most European cities. However, more and more initiatives are being taken to encourage a transition towards low-carbon mobility. One of these is car-free housing, where residents commit to living without a private car. This paper addresses their profiles and motivations based on a questionnaire survey (N=571) and interviews (N=50) in nine housing developments in Germany and Switzerland. Residents are characterised by an overrepresentation of families and people with a high level of education, two population groups that are usually more motorised than average. Their motivations and long-term commitment to living car-free can be explained by not only practical reasons (e.g. availability of alternative modes) but also ecological awareness and social values (as shown by the importance of cooperative housing). This paper sheds light on these urban laboratories where the principles of a post-car system are implemented.
Housing-related Differences in Sense of Community in Mixed Housing Neighborhood: Impacts of Residents' Daily Activities and Facility Utilization

Abstract:Recent decades have witnessed continued research interest in the residents' sense of community (SOC) towards their neighborhoods, attributed to the rapid global expansion of urban spaces and increased human mobility. Early studies predominantly focused on the influence of SOC from a place-centric perspective, emphasizing the physical attributes of neighborhoods. However, recent scholars have called for a shift in research towards an individual-activity-based approach. Despite this, there has been a relative dearth of knowledge regarding the nuanced activity factors and intrinsic pathways that impact SOC, particularly within mixed housing neighborhoods. To bridge this gap, this study utilized first-hand social survey data and daily activity diaries collected in Fuzhou to examine the associations between daily activities and SOC and identify the critical mediator. Multi-group Structural Equation Modeling (SEM) analysis revealed several noteworthy findings. Firstly, despite living together in a mixed neighborhood, affordable and market housing residents exhibited significant disparities in their daily activities, facility utilization, and SOC. Residents of market housing demonstrated lower SOC compared to those in affordable housing. Secondly, daily activities had differing impacts on SOC between these groups. A variety of activity factors, such as the proportion of activity space to the neighborhood, time allocated to local activities, and the diversity of activity types, collectively enhanced SOC. These effects were particularly marked within affordable housing. Conversely, the positive influence of daily social interactions on SOC was exclusive to residents of market housing. Additionally, the use of neighborhood facilities serves as an underlying mechanism. Frequent utilization of proximal facilities can substantially improve SOC among residents, particularly for those in affordable housing. These findings offer valuable insights for the planning and managing of mixed housing neighborhoods and may also inspire strategies in other neighborhood types.

Abstract:Journal of Urban History, Ahead of Print. In the Soviet era, a long-lasting idea of collective housing was implemented in various forms, most notably, constructivist "house-communes" (doma-kommuny) of the 1920s. This article considers less-known realization of collective housing in late-Soviet Russia, by focusing on the project of "Youth Residential Complex" (MZhK). Starting in 1968, this project was declared as an experiment, in which residents had to participate in the process of design, organization, and management of their housing complexes. Future residents also had to work on the construction site for several years, building housing with their labor and earning, in such a way, the right to live in it. Based on this case, this article re-emphasizes the agency of residents' collectives and grassroot organization as an essential but neglected part of late-Soviet urban development. In contrast to the common narrative of the top-down provision of apartments by the state, it demonstrates that bottom-up collective practices were behind a major housing project, with ample consequences for both people concerned and urban development. While the history of self-help housing construction is firmly embedded within the context of crises and austerity, in the Soviet context, participation in self-help project was regarded as a privilege, leading to a single-family apartment ownership and exclusive urban services, otherwise unavailable in residential districts.

Abstract:In many countries, rental housing is associated with insecure occupant rights and limited control for residents and homeownership is linked with ontological security. In the literature on homemaking, ontological security comprises a set of attributes, i.e., secure occupancy, autonomy and control, but these are often bundled, or treated jointly. In this paper we draw on the lived experiences of residents in Rental Housing Cooperatives (RHC) in Honduras and Australia, and ask how the experience of ontological security in RHC is shaped by its distinct characteristics? We argue that, if the experience of ontological security can be 'unbundled', wellbeing in rental housing, particularly for population groups increasingly locked out of homeownerships, can be advanced through housing policy innovation that enhances these, or specific, attributes of ontological security. Methodologically the paper draws on relational thinking, interview data ( n = 15) and qualitative analysis of homemaking practices within RHC in Honduras and Australia. The paper utilises a four-quadrant qualitative assessment framework for evaluating occupants' sense of security and autonomy/control, relative to their sense of home and simply being housed. Our results suggest that secure occupancy more fundamentally underpins a sense of home, than autonomy/control. Implications for rental policy and research are considered.

Abstract:<span>Home is often dually conceptualized as a physical space of living and a psycho-social place of belonging. To engage with this dual nature of home, housing scholars refer to the concept of ontological security to understand how different forms of housing affect subjective well-being. This paper extends the scope of this research. Developing a framework inspired by the psychoanalyst Jacques Lacan, we aim to understand what kind of psycho-spatial arrangements of home-making are involved in establishing ontological security. Based on empirical research in Vancouver, BC, Canada, we suggest three modalities involved in home-making: the need for shelter as the most basic psychic relation to survival, the demand for housing as a psycho-social arrangement with the Other, and the desire for home as a psycho-spatial constitution in the fantasy. Through this, the paper calls for a deeper understanding of how the subject is inscribed actively and dynamically into their social and built environment. </span>

Abstract:Planning and architecture of modern housing projects should take into account the fact that human well-being depends very much on needs derived from the natural history of human evolutionary aspects, which include territoriality, security, and a balance between privacy and communal activity. Although model housing projects should consider space, all to often the need for privacy and the importance of the residential environment has been neglected. Putative consequences are a loss of social coherence, resulting in anonymity, vandalism and an increase in crime rates. On a game theoretical basis, we predict that a tendency for cooperation grows with the increasing probability of future meetings among inhabitants. The higher the probability to re-meet co-residents, the more interactions are to be expected. Frequent meetings lead to reciprocal recognition and enable the inhabitants to control their environment by identifying straners. This mechanism results in the identification with a common territory. Friendly interactions between residents are a motor for and an indicator of satisfactory living conditions. For this study, six different Viennese residential apartment blocks were selected and their quality measured using a checklist. The behavior of the residents was recorded using ethological standard methods (N = 1653), their subjective evaluation was assessed by on-site interviews (N = 300), and the frequency of physical incivilities was counted. The results support the hypotheses. The classification of urban environments relating to the presence of the above-listed features indicates that high habitat quality covaries with differences in preference for the site, extent of friendly interactions and familiarity with other residents, and occurrences of incivilities. One may conclude that the importance of the quality of the habitat environment cannot be overestimated, as its socially integrative potential is a means to counteract anonymity and crime incidence in cities.

Based on the results of extensive field research and social interviews, together with mapping parts of the houses, the authors analyze the characteristics of interior space in self-built housing in Hangzhou and divide them into several distinct types, and also explore the dynamic evolution of these dif erent types. Abstract:After its expansionist phase in the XX Century, in most countries public housing has incurred in a state of long-term crisis that still lasts until today. With long-lasting disinvestment in the Italian public housing, many dwellings and buildings are vacant or in decay. Public housing companies yet rely heavily on dismissal and sales to cover high overheads and low rents. In this context, there has been sporadic experimentation of partnerships between public authorities and cooperative actors in enacting hybrid forms of management as an alternative to the sale of public assets. The article uses the case study of the Quattro Corti project in Milan and experts' panels in four Italian cities to explore potential innovation pathways for public housing in different contexts and to identify opportunities and challenges of the involvement of cooperatives through partnerships for hybrid management. A main question is whether such partnerships may be trojan horses for profit-actors or vehicles of housing commons. The article contributes to the emerging literature on the role of cooperative actors in public and social housing policies.

Abstract:Background: Inadequate housing is an important social justice issue that adversely affects health. Methods: Drawing on an extended ethnography case study, this paper presents the results of a resident-led survey to highlight the health consequences of inadequate social housing, as residents wait for a 'fair regeneration' of their social housing 'flats' estate within a gentrifying inner-city Dublin neighbourhood. Results: Four key concerns were identified by residents as part of this analysis: (1) substandard housing conditions which are physically harmful to health; (2) the emotional toll of an unsafe social environment; (3) lack of child friendly and community green spaces; and (4) constrained mobility due to inaccessible housing design. Conclusions: The results highlight the urgent need to place greater priority on the maintenance of the existing social housing stock and demonstrate the need for public housing policies that recognize the quality and quantity of adequate housing provision, where care is at the heart of housing policies. The paper also presents a novel 'City of Care' framework, following the need to develop an ethics of care within cities where public health, community wellbeing, solidarity, residents' empowerment, and social justice principles are at the forefront. Given that housing is an essential contributor to good health, it is now time for a joint public housing and public health agenda to create healthier homes by confronting the everyday impact of inadequate housing to tackle social inequalities more broadly.

Abstract:This research addresses the shared housing market, that is, large-scale developments targeting students and 'young professionals', equipped with shared spaces and services for the residents. This housing segment has emerged in response to young adults' demand for flexible and affordable housing. It has developed in cities that concentrate students and young single professionals, plan densification strategies and face housing commodification. We specifically explore the production side of this market, through the comparison of two projects in Amsterdam. Our objective is to understand the institutional context in which these projects were developed and their outcomes. Consequently, the research questions are: which actors develop these projects, what instruments do they use, and what are the outcomes in a commodifying housing market? From our analysis, the actors need to collaborate on shared housing developments and receive support from local governments, through the strategic use of planning instruments and tenure regulations. However, the shared facilities seem to merely serve to commercialize small housing production, while housing affordability and accessibility are threatened. We, thus, recommend local and national authorities to regulate the provision of shared spaces and suggest further research on the effects of the shared housing market in cities facing housing commodification.

Housing Development for All? Learnings from the Ars Longa Case

Abstract:This paper discusses the prerequisites of inclusive housing development based on the learnings from Ars Longa, a block of flats for artists, designers and authors in Helsinki, Finland, that was initiated by a group of elderly persons. The study draws from research on co-design and universal design in housing. Post Occupancy Evaluation is used as method of investigation. Interviews with four key actors trace the barriers and enabling factors in the housing development process and assess the final design outcome. The results highlight the role of public institutions in supporting resident-driven projects, the financing of projects as major barrier to laypeople, and the potential of concept design in integrating the needs of stakeholders. Joint design with adjacent plots made extensive shared spaces feasible and clever design moves enabled spatial flexibility, whereas the connection of co-design activities to building design was deemed weak. The study shows that continuous management and community building are needed for negotiating the use of spaces and for fostering agency and belonging among residents. The paper contributes to research on inclusive housing development through an empirical case.

Abstract:Background: In the realm of collective public housing, certain societal segments currently favor low-rise residential blocks due to their affordability and lower number of dwelling units per block, thus affording increased privacy for residents. However, the concept of associating residents’ benefits with social relationships has yet to garner sufficient attention. Objective: This article seeks to understand and examine the impact of public housing on the sense of community (SOC) within a public housing community. Methods: The study was conducted at the Bangalore Development Authority Jnanabharathi Residential Enclave in Kengeri, Bengaluru, Karnataka. This understanding was attained through a comprehensive review of existing literature and an on-site evaluation carried out using questionnaire surveys and photographs for visual interpretations. Findings: The results indicated a relatively deficient sense of ownership within the community. Homeowners exhibited higher levels of community involvement and engagement in various activities compared with tenants. Conclusions: Furthermore, the study recommends that public authorities reevaluate their perspectives on public housing developments and develop a policy-oriented approach for planning, design, and additional amenities to foster a stronger SOC belonging.
