Abstract:Communities of color in the United States are systematically exposed to higher levels of air pollution. We explore here how redlining, a discriminatory mortgage appraisal practice from the 1930s by the federal Home Owners' Loan Corporation (HOLC), relates to present-day intraurban air pollution disparities in 202 U.S. cities. In each city, we integrated three sources of data: (1) detailed HOLC security maps of investment risk grades [A ("best"), B, C, and D ("hazardous", i.e., redlined)], (2) year-2010 estimates of NO2 and PM2.5 air pollution levels, and (3) demographic information from the 2010 U.S. census. We find that pollution levels have a consistent and nearly monotonic association with HOLC grade, with especially pronounced (>50%) increments in NO2 levels between the most (grade A) and least (grade D) preferentially graded neighborhoods. On a national basis, intraurban disparities for NO2 and PM2.5 are substantially larger by historical HOLC grade than they are by race and ethnicity. However, within each HOLC grade, racial and ethnic air pollution exposure disparities persist, indicating that redlining was only one of the many racially discriminatory policies that impacted communities. Our findings illustrate how redlining, a nearly 80-year-old racially discriminatory policy, continues to shape systemic environmental exposure disparities in the United States.This article has not yet been cited by other publications.

Abstract:To stabilise the housing market during the great depression, the government-sanctioned Home Owners' Loan Corporation (HOLC) created colour-coded maps of nearly 200 United States cities according to lending risk. These maps were largely driven by racial segregation, with the worst graded neighbourhoods coloured in red, later termed redlined neighbourhoods. We sought to investigate the association between historical redlining, and trends in environmental disparities across the US over the past few decades. We characterised environmental exposures including air pollutants (e.g. NO 2 and fine particulate matter), vegetation, noise, and light at night, proximity hazardous emission sources (e.g. hazardous water facilities, wastewater discharge indicator) and other environmental and social indicators harnessed from various sources across HOLC graded neighbourhoods and extrapolated census tracts (A [lowest risk neighbourhoods] to D [highest risk neighbourhoods]). Lower graded areas (C and D) had consistently higher exposures to worse environmental factors. Additionally, there were consistent relative disparities in the exposures to PM2.5 (1981–2018) and NO 2 (2005–2019), without significant improvement in the gap compared with HOLC grade A neighbourhoods. Our findings illustrate that historical redlining, a form of residential segregation largely based on racial discrimination is associated with environmental injustice over the past 2–4 decades.

Abstract:Historical policies have been shown to underpin environmental quality. In the 1930s, the federal Home Owners' Loan Corporation (HOLC) developed the most comprehensive archive of neighborhoods that would have been redlined by local lenders and the Federal Housing Administration, often applying racist criteria. Our study explored how redlining is associated with environmental quality across eight California cities. We integrated HOLC's graded maps [grades A (i.e., "best" and "greenlined"), B, C, and D (i.e., "hazardous" and "redlined")] with 10 environmental hazards using data from 2018 to 2021 to quantify the spatial overlap among redlined neighborhoods and environmental hazards. We found that formerly redlined neighborhoods have poorer environmental quality relative to those of other HOLC grades via higher pollution, more noise, less vegetation, and elevated temperatures. Additionally, we found that intraurban disparities were consistently worse for formerly redlined neighborhoods across environmental hazards, with redlined neighborhoods having higher pollution burdens (77% of redlined neighborhoods vs 18% of greenlined neighborhoods), more noise (72% vs 18%), less vegetation (86% vs 12%), and elevated temperature (72% vs 20%), than their respective city's average. Our findings highlight that redlining, a policy abolished in 1968, remains an environmental justice concern by shaping the environmental quality of Californian urban neighborhoods.

The Relationship of Historical Redlining with Present-Day Neighborhood Environmental and Health Outcomes: A Scoping Review and Conceptual Model

Abstract:Following the Great Depression and related home foreclosures, the federal government established new agencies to facilitate access to affordable home mortgages, including the Home Owners' Loan Corporation (HOLC) and Federal Housing Administration (FHA). HOLC and FHA directed widespread neighborhood appraisals to determine investment risk, referred to as "redlining," which took into account residents' race. Redlining thereby contributed to segregation, disinvestment, and racial inequities in opportunities for homeownership and wealth accumulation. Recent research examines associations between historical redlining and subsequent environmental determinants of health and health-related outcomes. In this scoping review, we assess the extent of the current body of evidence, the range of outcomes studied, and key study characteristics, examining the direction and strength of the relationship between redlining, neighborhood environments, and health as well as different methodological approaches. Overall, studies nearly universally report evidence of an association between redlining and health-relevant outcomes, although heterogeneity in study design precludes direct comparison of results. We critically consider evidence regarding HOLC's causality and offer a conceptual framework for the relationship between redlining and present-day health. Finally, we point to key directions for future research to improve and broaden understanding of redlining's enduring impact and translate findings into public health and planning practice.

Abstract:Historical redlining practices in the United States date back to the 1930s and have continued to impact cities socially, environmentally, and economically since then. This study explores current social vulnerability inequity among former HOLC (Home Owners' Loan Corporation) neighborhoods with four color-coded grades in 196 U.S. digitized cities. Social vulnerability measurements for each historical HOLC neighborhood were calculated using 2018 census tract-level social vulnerability data through areal apportionment. Kruskal-Wallis tests were employed to compare four grades of former HOLC neighborhoods regarding overall social vulnerability index (SVI), four thematic SVIs (Social economic status, Household composition and disability, Minority status and language, and Housing type and transportation), and SVIs for fifteen social vulnerability factors. After applying multiple comparison corrections, the results indicate significant differences among four HOLC grades concerning overall social vulnerability, four themes, and most of social vulnerability factors. In general, grade A (green) neighborhoods exhibit the lowest vulnerability, while grade D (red) neighborhoods have the highest vulnerability. A similar pattern of social vulnerability inequity persists even after adjusting for inter-city differences in baseline social factors using the city-normalized SVI (CSVI). This finding suggests that urban planners and policymakers should work to reduce social vulnerability inequity across neighborhoods of different grades.

Abstract:In the 1930's, the Home Owner Loan Corporation (HOLC) drafted maps to quantify variation in real estate credit risk across US city neighborhoods. The letter grades and associated risk ratings assigned to neighborhoods discriminated against those with black, lower class, or immigrant residents and benefitted affluent white neighborhoods. An emerging literature has begun linking current individual and community health effects to government redlining, but each study faces the same measurement problem: HOLC graded area boundaries and neighborhood boundaries in present-day health datasets do not match. Previous studies have taken different approaches to classify present day neighborhoods (census tracts) in terms of historical HOLC grades. This study reviews these approaches, examines empirically how different classifications fare in terms of predictive validity, and derives a predictively optimal present-day neighborhood redlining classification for neighborhood and health research.

Abstract:Understanding how structural racism, including institutionalized practices such as redlining, influence persistent inequities in health and neighborhood conditions is still emerging in urban health research. Such research often focuses on historical practices, giving the impression that such practices are a thing of the past. However, mortgage lending bias can be readily detected in contemporary datasets and is an active form of structural racism with implications for health and wellbeing. The objective of the current study was to test for associations among multiple measures of mental health and a measure of contemporary redlining. We linked a redlining index constructed using Home Mortgage Disclosure Act data (2007-2013) to 2021 health data for Black/African American participants in the Study of Active Neighborhoods in Detroit (n = 220 with address data). We used multilevel regression models to examine the relationship between redlining and a suite of mental health outcomes (perceived stress, anxiety, depressive symptoms, and satisfaction with life), accounting for covariates including racial composition of the neighborhood. We considered three mediating factors: perceived neighborhood cohesion, aesthetics, and discrimination. Although all participants lived in redlined neighborhoods compared to the complete Detroit Metropolitan area, participants with very low income, low levels of experienced discrimination, and lower perceptions of neighborhood aesthetics resided in highly redlined neighborhoods (score & GE;5). We observed that higher resident-reported neighborhood aesthetics were found in neighborhoods with lower redlining scores and were associated with higher levels of satisfaction with life. We found that lower levels of redlining were significantly associated with higher levels of perceived discrimination, which was significantly, positively associated with anxiety, depressive symptoms, and perceived stress scores. Our findings highlight that contemporary redlining practices may influence the aesthetics of the built environment because these neighborhoods experience less investment, with implications for residents' satisfaction with life. However, areas with lower redlining may be areas where Black/African American people experience increased perceived discrimination.
The Legacy of Redlining and the Geography of Tobacco Retailers in Wisconsin.

Abstract:INTRODUCTION:Housing discrimination as one of the main mechanisms for reinforcing racial segregation has persisted historically in the United States through a process known as "redlining." In recent years, researchers across different disciplines have utilized the iconic "residential security maps" created by the Home Owners' Loan Corporation (HOLC) in the 1930s to analyze the structural roots of racial disparities. HOLC maps designated grading of "best" to "still desirable" to "definitely declining" and "hazardous" to urban areas where percentage of African American and foreigners were among the reordered measures. OBJECTIVE:Given that sales and marketing of tobacco products also present a historical connection to structural racism in the US, this study examines how historical redlining relates to current geographies of tobacco retailers in Wisconsin. METHODS:Analyses were conducted for 4 cities in Wisconsin with available HOLC maps. We used negative binomial models to account for spatial heterogeneity and overdispersion of retailers, and we controlled for present-day sociodemographic characteristics. RESULTS:Findings indicated that the hierarchy of HOLC grades are reflected in the present-day retailer density, and areas historically graded as "less desirable" have a higher present-day density of tobacco retailers. The result of the statistical model shows that poverty and percentage minority are also significant factors in distribution of tobacco retailers. CONCLUSIONS:These results highlight that to address the structural roots of health disparities, we need intervention strategies that employ a comprehensive look at the historical legacies of discrimination.
Development of Neighborhood Trajectories Employing Historic Redlining and the Area Deprivation Index

Abstract:The role of historic residential redlining on health inequities is intertwined with policy changes made before and after the 1930s that influence current neighborhood characteristics and shape ongoing structural racism in the United States (U.S.). We developed Neighborhood Trajectories which combine historic redlining data and the current neighborhood socioeconomic characteristics as a novel approach to studying structural racism. Home Owners' Loan Corporation (HOLC) neighborhoods for the entire U.S. were used to map the HOLC grades to the 2020 U.S. Census block group polygons based on the percentage of HOLC areas in each block group. Each block group was also assigned an Area Deprivation Index (ADI) from the Neighborhood Atlas®. To evaluate changes in neighborhoods from historic HOLC grades to present degree of deprivation, we aggregated block groups into "Neighborhood Trajectories" using historic HOLC grades and current ADI. The Neighborhood Trajectories are "Advantage Stable"; "Advantage Reduced"; "Disadvantage Reduced"; and "Disadvantage Stable." Neighborhood Trajectories were established for 13.3% (32,152) of the block groups in the U.S., encompassing 38,005,799 people. Overall, the Disadvantage-Reduced trajectory had the largest population (16,307,217 people). However, the largest percentage of non-Hispanic/Latino Black residents (34%) fell in the Advantage-Reduced trajectory, while the largest percentage of Non-Hispanic/Latino White residents (60%) fell in the Advantage-Stable trajectory. The development of the Neighborhood Trajectories affords a more nuanced mechanism to investigate dynamic processes from historic policy, socioeconomic development, and ongoing marginalization. This adaptable methodology may enable investigation of ongoing sociopolitical processes including gentrification of neighborhoods (Disadvantage-Reduced trajectory) and "White flight" (Advantage Reduced trajectory).

Abstract:While it is important to recognize the racist roots of contemporary urban conditions and Black disadvantage, the focus on the HOLC redlining maps of the late 1930s, which have become a staple of both research and popular literature, is misplaced. Despite statistical associations between the maps and contemporary measures of racialized disadvantage, extensive research has found no evidence to support a connection between them. Instead, the Second Great Migration and white flight, both acting in the context of the exclusion of Black buyers from the growing suburbs, led to the spatial and economic bifurcation of urban Black populations within cities and the reconfiguration of the formerly predominately white-ethnic redlined areas as segregated areas of concentrated Black poverty. It is that migratory process, rather than any public or private actions based on the maps, which, while racist, principally reflected underlying housing and economic conditions, that account for the associations found in the literature. Today, while redlined areas still tend often to be concentrated poverty areas, the great majority of poor Black households live outside those areas. A focus on the HOLC maps as a driver of contemporary inequities and disadvantage is both poor history and a poor starting point for policies to address today's persistent racialized inequities.

Abstract:Background Child protective services (CPS) reports are spatially concentrated in disadvantaged neighborhoods and Black children are more likely than White children to reside in these neighborhoods. Entrenched patterns of racial residential segregation reflect the lasting impact of historical redlining – a racist practice spearheaded by the federally sponsored Home Owners' Loan Corporation (HOLC) in the 1930s that assigned worst risk grades to minoritized neighborhoods. Research has established links between historically redlined areas and the present-day wellbeing of children and families; however, little is known about the relationship between historical redlining and CPS report rates in neighborhoods. Objective Using census tracts as a proxy for neighborhood, this study examines the relationship between historical redlining and the number of CPS reports within neighborhoods. Participants, setting, and method This study combines data on HOLC risk grades and sociodemographic data from the American Community Survey with the aggregate number of CPS reports per census tract in Los Angeles County, CA ( n = 1137). Results We used Bayesian conditionally autoregressive models to examine the relationship between historical redlining score (A = 1, B = 2, C = 3, D = 4) and the number of CPS reports within neighborhoods. In the unadjusted model, each unit increase in redlining score is associated with a 21.6 % higher number of CPS reports (95 % CI; 1.140, 1.228). In adjusted models that included concentrated disadvantage, each unit increase in redlining score is associated with a 7.3 % higher number of CPS reports (95 % CI; 1.021, 1.136). Conclusion Housing policy reforms through a racial equity lens should be considered as a part of a national strategy to prevent child maltreatment.

Abstract:More than one in ten Americans are food insecure, with significantly higher rates in minority communities. Most of the extensive research on food insecurity focuses on food deserts and the accessibility to well-stocked supermarkets, with much less known about the role of dollar stores in the urban environment. We draw on retail redlining as a conceptual framework because of its utility in describing the interaction of race/ethnicity, poverty, and profit-seeking in the spatial distribution of food outlets in urban areas. Specifically, we examine how race/ethnicity and poverty predict differential access to dollar stores and supermarkets in Chicago. We find that race and ethnicity remain significant predictors of access to retail outlets, even when controlling for a variety of additional factors.

Abstract:Objective: To describe national disparities in retail food environments by neighbourhood composition (race/ethnicity and socio-economic status) across time and space. Design: We examined built food environments (retail outlets) between 1990 and 2014 for census tracts in the contiguous USA (n 71 547). We measured retail food environment as counts of all food stores, all unhealthy food sources (including fast food, convenience stores, bakeries and ice cream) and healthy food stores (including supermarkets, fruit and vegetable markets) from National Establishment Time Series business data. Changes in food environment were mapped to display spatial patterns. Multi-level Poisson models, clustered by tract, estimated time trends in counts of food stores with a land area offset and independent variables population density, racial composition (categorised as predominantly one race/ethnicity (>60 %) or mixed), and inflation-adjusted income tertile. Setting: The contiguous USA between 1990 and 2014. Participants: All census tracts (n 71 547). Results: All food stores and unhealthy food sources increased, while the subcategory healthy food remained relatively stable. In models adjusting for population density, predominantly non-Hispanic Black, Hispanic, Asian and mixed tracts had significantly more destinations of all food categories than predominantly non-Hispanic White tracts. This disparity increased over time, predominantly driven by larger increases in unhealthy food sources for tracts which were not predominantly non-Hispanic White. Income and food store access were inversely related, although disparities narrowed over time. Conclusions: Our findings illustrate a national food landscape with both persistent and shifting spatial patterns in the availability of establishments across neighbourhoods with different racial/ethnic and socio-economic compositions.
Associations of Historical Redlining With BMI and Waist Circumference in Coronary Artery Risk Development in Young Adults

Abstract:Introduction: Historical maps of racialized evaluation of mortgage lending risk (i.e., redlined neighborhoods) have been linked to adverse health outcomes. Little research has examined whether living in historically redlined neighborhoods is associated with obesity, differentially by race or gender. Methods: This is a cross-sectional study to examine whether living in historically redlined neighborhoods is associated with BMI and waist circumference among Black and White adults in 1985-1986. Participants' addresses were linked to the 1930s Home Owners' Loan Corporation maps that evaluated mortgage lending risk across neighborhoods. The authors used multilevel linear regression models clustered on Census tract, adjusted for confounders to estimate main effects, and stratified, and interaction models by (1) race, (2) gender, and (3) race by gender with redlining differentially for Black versus White adults and men versus women. To better understand strata differences, they compared Census tract-level median household income across race and gender groups within Home Owners' Loan Corporation grade. Results: Black adults (n=2,103) were more likely than White adults (n=1,767) to live in historically rated hazardous areas and to have higher BMI and waist circumference. Redlining and race and redlining and gender interactions for BMI and waist circumference were statistically significant (p<0.10). However, in stratified analyses, the only statistically significant associations were among White participants. White participants living in historically rated hazardous areas had lower BMI (β=-0.63 [95% CI= -1.11, -0.15]) and lower waist circumference (β=-1.50 [95% CI= -2.62, -0.38]) than those living in declining areas. Within each Home Owners' Loan Corporation grade, residents in White participants' neighborhoods had higher incomes than those living in Black participants' neighborhoods (p<0.0001). The difference was largest within historically redlined areas. Covariate associations differed for men, women, Black, and White adults, explaining the difference between the interaction and the stratified models. Race by redlining interaction did not vary by gender. Conclusions: White adults may have benefitted from historical redlining, which may have reinforced neighborhood processes that generated racial inequality in BMI and waist circumference 50 years later.

Abstract:Asthma disproportionately burdens minority and low-income populations, and factors such as poor housing quality, the indoor environment, and ambient pollutants have consistently been linked to worse asthma outcomes (1). Recently, there has been increasing awareness of the role of institutional racial bias in creating and perpetuating respiratory health disparities (2). In this issue of the Journal , Schuyler and Wenzel (pp. 824–837) have focused their lens on the impact of one undeniable incarnation of structural racism: historical redlining (3). Redlining was a real estate practice of ranking non-White neighborhoods as credit unworthy and was designated as part of the federal housing policy from the 1930s to 1960s through the Home Owner's Loan Corporation (HOLC) and Federal Housing Authority. The consequences of redlining are complex and multifaceted. Redlining has not only limited the ability of people of color to build wealth through home ownership but has also been linked to overall substandard, poor-quality urban housing. Redlining designations have also contributed to other environmental disparities and specifically have been demonstrated to be associated with a variety of established environmental risk factors for asthma, including greenspace, tree canopy, and urban-heat exposure (4–7), as well as intraurban pollutant gradients for nitrogen dioxide (NO 2 ) and particulate matter (8). Thus, understanding the impact of redlining on asthma morbidity deserves particular consideration; however, to date, limited studies have investigated these relationships. A single ecological study conducted by Nardone and colleagues (9) explored HOLC risk grades based on location of population-weighted centroids on security maps and asthma exacerbation data obtained using census tract–level rates of emergency department visits across eight California cities. Historically redlined census tracts (i.e., risk grade D) were found to have a 39% higher rate of emergency department visits due to asthma than that of the lowest-risk census tracts in adjusted models, suggesting that this discriminatory practice might have contributed to current racial and ethnic asthma health disparities.

Abstract:Legacies of discriminatory federal housing practices—e.g., racialized property appraisal by the Home Owners' Loan Corporation (HOLC) and institutionalized redlining by the Federal Housing Administration—include disparate present-day environmental health outcomes. Noise pollution is health-harming, but just one study has associated contemporary noise with redlining in some HOLC-mapped United States (US) cities, while two national studies found associations between greater neighborhood-level people of color composition and increased noise. Inter-user interference suppression precoding based on SLNR for multi-user joint transmission in coordinated multi-point system

Abstract:Joint transmission (JT) allows base stations (BSs) to serve multiple users (UEs) in the same time and frequency resources, wherefore inter-user interference (IUI) will arise. To solve this problem, an inter-user interference suppressed precoding (IUISP) scheme is proposed in this paper. IUISP contains two steps: firstly, we utilize the system degree of freedom to suppress interference generated by the signal of any UE leaking to all others at each BS independently with sharing the linear combination matrixes designed at UEs before precoding; secondly, based on IUI suppression, signal-to-leakage-and-noise ratio (SLNR) criterion is applied to attain better performance. It can be found that IUISP proposed in this paper can't need the channel state information (CSI) interaction between any two BSs in a cooperation cluster. Furthermore, the performance analysis and simulation results show IUISP has application value in noncoherent JT and can improve the system performance.
Evaluating Methods for Mapping Historical Redlining to Census Tracts for Health Equity Research

Abstract:Neighborhood characteristics including housing status can profoundly influence health. Recently, increasing attention has been paid to present-day impacts of "redlining," or historic area classifications that indicated less desirable (redlined) areas subject to decreased investment. Scholarship of redlining and health is emerging; limited guidance exists regarding optimal approaches to measuring historic redlining in studies of present-day health outcomes. We evaluated how different redlining approaches (map alignment methods) influence associations between redlining and health outcomes. We first identified 11 existing redlining map alignment methods and their 37 logical extensions, then merged these 48 map alignment methods with census tract life expectancy data to construct 9696 linear models of each method and life expectancy for all 202 redlined cities. We evaluated each model's statistical significance and R 2 values and compared changes between historical and contemporary geographies and populations using Root Mean Squared Error (RMSE). RMSE peaked with a normal distribution at 0.175, indicating persistent difference between historical and contemporary geographies and populations. Continuous methods with low thresholds provided higher neighborhood coverage. Weighting methods had more significant associations, while high threshold methods had higher R 2 values. In light of these findings, we recommend continuous methods that consider contemporary population distributions and mapping overlap for studies of redlining and health. We developed an R application {holcmapr} to enable map alignment method comparison and easier method selection.

Abstract:Higher levels of body mass index (BMI), particularly for those who have obesity defined as class II and III, are correlated with excess risk of all-cause mortality in the USA, and these risks disproportionately affects marginalized communities impacted by systemic racism. Redlining, a form of structural racism, is a practice by which federal agencies and banks disincentivized mortgage investments in predominantly racialized minority neighborhoods, contributing to residential segregation. The extent to which redlining contributes to current-day wealth and health inequities, including obesity, through wealth pathways or limited access to health-promoting resources, remains unclear. Our quasi-experimental study aimed to investigate the generational impacts of redlining on wealth and body mass index (BMI) outcomes.

Abstract:During the late 1930s, the Home Owners’ Loan Corporation (HOLC) developed a series of area descriptions with color-coded maps of cities that summarized mortgage lending risk. We analyze the maps to explain the oft-noted fact that black neighborhoods overwhelmingly received the lowest rating. Our results suggest that racial bias in the construction of the HOLC maps can explain at most 4 to 20 percent of the observed concentration of black households in the lowest-rated zones. We also provide evidence that the Federal Housing Administration had its own mapping strategies when evaluating mortgages and relied relatively little on the HOLC maps.
