Abstract:Urban infrastructure, important for societal functioning, faces challenges from aging assets and increasing service demands. Traditional asset management practices, often conducted in silos, fail to address the interconnected nature of these systems, leading to inefficiencies and heightened system failure risks. This article combines the spatial and temporal aspects of sewer, water, and road networks to facilitate integrated interventions and enable informed decision-making among diverse stakeholders. The outcome of this research is the creation of interactive hotspot maps on a unified platform, highlighting potential areas for integrated intervention across different infrastructures. To enhance the potential for collaboration in integrated interventions, flexibility in intervention planning was incorporated. With increased flexibility in intervention decisions, the potential for collaboration also increased. For the case study, introducing a 5-year intervention flexibility increased the number of collaborative projects between sewer, water, and roads from 0 to 18. The maps can also indicate areas where the application of trenchless technologies are justifiable. Other important information on asset characteristics for the decision-makers, including age, inspection, deterioration, and other relevant spatial and temporal details can also be obtained from the maps. The presented methodology and findings provide practical solution for utilities to manage urban infrastructure networks more efficiently.
The Revenge of Distance: Vulnerability Analysis of Critical Information Infrastructure

Abstract:The events of 9/11 brought an increased focus on security in the United States and specifically the protection of critical infrastructure. Critical infrastructure encompasses a wide array of critical assets such as the electric power grid, telecommunications, oil and gas pipelines, and transportation networks. This paper will focus on telecommunication networks and the spatial implications of their susceptibility to targeted attack. Utilizing a database of national data carriers, simulations will be run to determine the repercussions of targeted attacks and what the relative merits of different methods of identifying critical nodes are. The analysis will include comparison of current methods employed in vulnerability analysis with spatially constructed methods incorporating regional and distance variables. In addition to the vulnerability analysis a method will be proposed to analyze the fusion of physical and logical networks, and will discuss what new avenues this approach reveals. The results of the analysis will be placed in the context of national and regional security and economic impact.

Abstract:Critical Infrastructures (CIs) such as energy, water, and transportation are complex networks that are crucial for sustaining day-to-day commodity flows vital to national security, economic stability, and public safety. The nature of these CIs is such that failures caused by an extreme weather event or a man-made incident can trigger widespread cascading failures, sending ripple effects at regional or even national scales. To minimize such effects, it is critical for emergency responders to identify existing or potential vulnerabilities within CIs during such stressor events in a systematic and quantifiable manner and take appropriate mitigating actions. We present here a novel critical infrastructure monitoring and analysis system named URBAN-NET. The system includes a software stack and tools for monitoring CIs, pre-processing data, interconnecting multiple CI datasets as a heterogeneous network, identifying vulnerabilities through graph-based topological analysis, and predicting consequences based on "what-if" simulations along with visualization. As a proof-of-concept, we present several case studies to show the capabilities of our system. We also discuss remaining challenges and future work.
Developing a practical highway criticality assessment framework based on network connectivity and redundancy

Abstract:Network criticality assessment aims to identify important nodes or links within a network that that are critical to its overall performance. Existing studies often focus on factors such as traffic volume and sociodemographic attributes, giving preference to heavily traveled highways in densely populated areas. Rural highways, particularly those with low traffic volumes, tend to be undervalued, despite their potential significance in sustaining network connectivity and facilitating access to services and opportunities within local communities. This paper addresses this concern by developing a criticality framework grounded in the egalitarian principle. The framework comprises two complimentary measures: normalized betweenness centrality and detour importance. The former measures a road's relative importance in efficiently linking the local network by quantifying the percentage of origin-destination pairs within the neighborhood that utilize it. The latter, detour importance, reflects the aggregated percentage of trips rerouted to the road during disruptions to other critical roads, thereby highlighting its role in providing the needed redundancy of the network. Given the fundamental role of finding realistic shortest paths in this analysis, a large-scale GPS-based probe vehicle dataset is integrated to provide real-world travel time information. The results from the Kentucky case study validate the effectiveness of the developed framework. The framework utilizes efficient algorithms and readily available data, making it practically feasible for large-scale applications.

Assessing Physical Network Vulnerability under Random Line-Segment Failure Model

Abstract:The communication network is now one of the critical infrastructures in our society. However, the current communication networks are facing more and more large-scale region failure threats, such as natural disasters (e.g. earthquake, tornado) and physical attacks (e.g. dragging anchors or EMP attack). Therefore, a deep understanding of network behaviors under region failure is essential for the design and maintenance of future highly survivable networks. In this paper, we focus on the network vulnerability assessment under the geographically correlated region failure(s) caused by a random “line-segment” cut, an important region failure model that can efficiently capture the behaviors of some region failures like earthquake, tornado and anchor cutting. To facilitate such vulnerability assessment, we apply the geometrical probability theory to design a grid partition-based estimation scheme for Disrupted Link Capacity, Pairwise Traffic Reduction and Pairwise Disconnection Probability, three commonly used metrics for statistical vulnerability assessment. A theoretical framework is also established to determine a suitable grid partition such that a specified estimation error requirement is satisfied.

Abstract:This paper examines how fragmentation of critical infrastructure impacts the spread of the coronavirus outbreak in New York City at the neighbourhood level. The location of transportation hubs, grocery stores, pharmacies, hospitals and parks plays an important role in shaping spatial disparities in virus spread. Using supervised machine learning and spatial regression modelling we examine how the geography of COVID-19 case rates is influenced by the spatial arrangement of four critical sectors of the built environment during the public health emergency in New York City: health care facilities, mobility networks, food and nutrition and open space. Our models suggest that an analysis of urban health vulnerability is incomplete without the inclusion of critical infrastructure metrics in dense urban geographies. Our findings show that COVID-19 risk at the zip code level is influenced by (1) socio-demographic vulnerability, (2) epidemiological risk, and (3) availability and access to critical infrastructure.

Abstract:Secure and reliable power systems are vital for modern societies and economies. While there is a focus in the literature on predicting power outages caused by severe weather events, relatively little literature exists on identifying hot spots, locations where outages occur repeatedly and at a higher rate than expected. Reliably identifying hotspots can provide critical input for risk management efforts by power utilities, helping them to focus scarce resources on the most problematic portions of their system. In this article, we show how existing work on Moran's I spatial statistic can be adapted to identify power outage hotspots based on the types and quantities of data available to utilities in practice. The local Moran's I statistic was calculated on a grid cell level and a set of criteria were used to filter out which grid cells are considered hotspots. The hotspot identification approach utilized in this article is an easy method for utilities to use in practice, and it provides the type of information needed to directly support utility decisions about prioritizing areas of a power system to inspect and potentially reinforce.

Abstract:Component criticality analysis of infrastructure systems has traditionally focused on physical networks rather than infrastructure services. As an example, a key objective of transport infrastructure is to ensure mobility and resilient access to public services, including for the population, service providers, and associated supply chains. We introduce a new user-centric measure for estimating infrastructure criticality and urban accessibility to critical public services - particularly healthcare facilities without loss of generality - and the effects of disaster-induced infrastructure disruptions. Accessibility measures include individuals' choices of all services in each sector. The approach is scalable and modular while preserving detailed features necessary for local planning decisions. It relies on open data to simulate various disaster scenarios, including floods, seismic, and compound shocks. We present results for Lima, Peru, and Manila, Philippines, to illustrate how the approach identifies the most affected areas by shocks, underserved populations, and changes in accessibility and critical infrastructure components. We capture the changes in people's choices of health service providers under each scenario. For Lima, we show that the floods of 2020 caused an increase in average access times to all health services from 33 minutes to 48 minutes. We identify specific critical road segments for ensuring access under each scenario. For Manila, we locate the 22% of the population who lost complete access to all higher health services due to flooding of over 15 cm. The approach is used to identify and prioritize targeted measures to strengthen the resilience of critical public services and their supporting infrastructure systems, while putting the population at the center of decision-making.

Abstract:This paper examines communities' accessibility to critical facilities such as hospitals, emergency medical services, and emergency shelters when facing flooding. We use travel speed reduction to account for flood-induced partial road failure. A modified betweenness centrality metric is also introduced to calculate the criticality of roads for connecting communities to critical facilities. The proposed model and metric are applied to the Delaware road network under 100-year floods. This model highlights the severe critical facility access loss risk due to flood isolation of facilities. The mapped post-flooding accessibility suggests a significant travel time increase to critical facilities and reveals disparities among communities, especially for vulnerable groups such as long-term care facility residents. We also identified critical roads that are vital for post-flooding access to critical facilities. The results of this research can help inform targeted infrastructure investment decisions and hazard mitigation strategies that contribute to equitable community resilience enhancement.
Dependent Infrastructure Service Disruption Mapping (DISruptionMap): A Method to Assess Cascading Service Disruptions in Disaster Scenarios

Abstract:Critical infrastructures provide essential services for our modern society. Large-scale natural hazards, such as floods or storms, can disrupt multiple critical infrastructures at once. In addition, a localized failure of one service can trigger a cascade of failures of other dependent services. This makes it challenging to anticipate and prepare adequately for direct and indirect consequences of such events. Existing methods that are spatially explicit and consider service dependencies currently lack practicality, as they require large amounts of data. To address this gap, we propose a novel method called DISruptionMap which analyzes complex disruptions to critical infrastructure services. The proposed method combines i) spatial service models to assess direct service disruptions with ii) a service dependency model to assess indirect (cascading) service disruptions. A fault tree-based approach is implemented, resulting in a significant decrease in the information required to set up the service dependency model. We demonstrate the effectiveness of our method in a case study examining the impact of an extreme flood on health, transport, and power services in Cologne, Germany.

Abstract:Urban lifeline systems play vital roles in sustaining fundamental functionalities in urban areas. These systems, working collaboratively and synergistically, form a complex system of systems, in which disruptions in one system can rapidly propagate to others, posing a great challenge for the identification and protection of critical infrastructure facilities. This study introduces a new criticality assessment approach of interdependent lifeline systems. Given a weighted directed network of infrastructure systems, the proposed approach calculates vertex criticality through the biased PageRank algorithm: compared with the original PageRank algorithm, the biased one utilizes a personalization vector (in this context, vertex functional importance) in the process of criticality measurement. This algorithm design fulfils an integration of both network topology and function, and can comprehensively measure vertex criticality. To consider the impact of cascading failure, this criticality assessment method also adopts a linear combination form to take into account the criticality of child vertices using conditional probabilities as parameters. A case study is conducted on five real lifeline systems in a middle-sized county in China with over 300,000 inhabitants. Based on the case study model, targeted vertex attacks are carried out to illustrate the validity and effectiveness of this criticality measurement. Examining both network topological and function response, resulting curves show that the criticality ranking calculated with the proposed approach is better to reflect component topological and functional importance compared to other commonly used metrics. The main contribution of this study to the body of knowledge is the proposition of a new approach for criticality assessment of facilities in interdependent infrastructure systems under disaster scenarios, which provides a useful and intuitive guide for decision making process with regards to pre-disaster infrastructure protection.
Criticality assessment for a regional maritime economy

Abstract:Objective: To identify and assess the criticality for infrastructure assets and better understand their dependencies, interdependencies, and supply chain reliance. Design: This study used a modified mission impact, symbolism, history, accessibility, recognizability, population, and proximity model combined with a deliberative process with regional subject matter experts. Setting: Hampton roads Virginia maritime area. Participants: Emergency managers, US Corps of Engineers, US Coast Guard, law enforcement, railroad industry, intelligence community, Virginia Department of Emergency Management, Virginia Department of Transportation, and Virginia Port. Main outcome: A prioritized list of one-to-n critical assets in the maritime area and identification of up and down-stream dependencies. Results: The final most highly critical grouping included 26 out of 277 assets including especially important road bridges and tunnels, rail bridges and choke points, shipping channels, and marine terminals. Conclusions: Subject matter experts identified 277 critical infrastructure assets in the Hampton Roads Maritime Area (HRMA). From these, 26 assets that were deemed to be significantly more critical than others. From this reduced list, 12 were further assessed to be most important. The selection process provided significant support to those responsible for providing protection, mitigating potential damage, and planning recovery and allows informed, objective expenditures of limited funding. Additional key findings include the following: Proximity, or the potential for an asset that has been damaged or destroyed to cause direct harm to adjacent assets in the surrounding community, drives criticality in the HRMA more than any other factor in the model. A small group of 26 out of 277 assets exerts an outsized impact in the HRMA-nearly 20 percent of criticality-due to the potential consequences associated with their destruction or disruption. Road transportation, particularly tunnels, represents the primary dependency among critical assets. Major road and maritime transportation assets rely heavily on federal and state organizations to maintain their function. Supply chain: The critical asset group supports or supplies many missions and industries both nationally and internationally, including defense, manufacturing, commercial enterprise, and the movement of raw commodities.
Estimating Primary Substation Boundaries and the Value of Mapping the Electrical Network Infrastructure of Great Britain

Abstract:Localised data aggregation in many countries including Great Britain (GB) is typically done to a geographical level with polygon boundaries that have a robust and trusted governance system in place. At a minimum this will mean there is confidence in a process to create a set of polygons that have unique identifiers coupled to geographical areas, and the ability to have these updated through a defined code of practice. Examples found across many countries are in the delivery of post, such as postcodes and zip codes, and of the definition of census areas and municipal boundaries. The confidence in these boundaries allows different data to be aggregated by third parties, which itself provides greater levels of data over comparable geographical areas to enhance wider analysis and decision making. Here we combine publicly available datasets published from the six regional electricity Distribution Network Operators of GB to produce a new geospatial dataset with 4436 unique polygons defining the areas served by electrical primary substations. An example is also presented of the use of these polygons to link postcode level open government datasets on domestic energy consumption (2015-2020) from the Department of Energy Security and Net Zero (DESNZ). This results in another dataset with energy statistics aggregated to the geographical areas served by each primary substation across Great Britain. Therefore, we believe there is a compelling argument for countries to set up processes to create and update polygons that have a meaningful relationship to energy systems. This would allow more accurate energy systems analysis to be performed, ultimately leading to an accelerated or potentially lower cost transition to a net-zero world.

Functionally Fractal Urban Networks: Geospatial Co-location and Homogeneity of Infrastructure

Abstract:Just as natural river networks are known to be globally self-similar, recent research has shown that human-built urban networks, such as road networks, are also functionally self-similar, and have fractal topology with power-law node-degree distributions (p(k) = a k). Here we show, for the first time, that other urban infrastructure networks (sanitary and storm-water sewers), which sustain flows of critical services for urban citizens, also show scale-free functional topologies. For roads and drainage networks, we compared functional topological metrics, derived from high-resolution data (70,000 nodes) for a large US city providing services to about 900,000 citizens over an area of about 1,000 km2. For the whole city and for different sized subnets, we also examined these networks in terms of geospatial co-location (roads and sewers). Our analyses reveal functional topological homogeneity among all the subnets within the city, in spite of differences in several urban attributes. The functional topologies of all subnets of both infrastructure types resemble power-law distributions, with tails becoming increasingly power-law as the subnet area increases. Our findings hold implications for assessing the vulnerability of these critical infrastructure networks to cascading shocks based on spatial interdependency, and for improved design and maintenance of urban infrastructure networks.

A Systematic Approach of Global Sensitivity Analysis and Its Application to a Model for the Quantification of Resilience of Interconnected Critical Infrastructures

Abstract:We consider a model for the resilience analysis of interconnected critical infrastructures (ICIs) that describes the dependencies among the subsystems within the ICIs and their time-varying behavior. The model response is a function of uncertain inputs comprising ICIs design parameters and failure magnitudes of vulnerable elements in the system, etc. In this methodological paper, we present a systematic approach based on an innovative blend of methods to perform a sensitivity analysis for identifying the most relevant variables affecting the system resilience at different stages, during a disruptive event. The methods considered include the following: the use of the graphical representation of Cusunoro curves for a visualization of the impact of an input on the resilience metric and an understanding of whether the associated dependence is monotonic, increasing, or decreasing; the introduction of an ensemble of indicators related to different properties of the resilience metric to allow the prioritization of variable importance and avoid false negatives, meaning to regard a variable as non-influential when, instead, it plays a relevant role in the determination of the model response; the calculation of first-order variance-based sensitivity indices to have an appreciation on the relevance of interactions when inputs are independent; and a data approach to visually identify relevant second-order interactions. All the sensitivity methods considered are performed on a provided sample, and do not require additional model evaluations. They allow the analyst to post-process the data to extract, simultaneously, several desirable insights. The systematic approach proposed to apply these methods allows us to identify the model input variables and parameters that are not very relevant, while it enables the identification of the relevant ones which allows prioritizing interventions on the vulnerable elements of the system for its resilience at different stages during a disruptive event. Given the methodological nature of the work, a simplified infrastructure model describing an interconnected gas network and electric power grid is taken as case study: this allows us to show that the approach is straightforward to understand and implement, and the results obtained show the usefulness of the approach in providing meaningful insights that can be used by stakeholders and decision makers to inform strategies for the improvement of system resilience. By the application of the simplified ICIs model to the case study, it is shown that the approach can be straightforwardly implemented to identify the most relevant variables on system resilience and obtain the most important subsystems. The key factors which affect system resilience in multiple initial failures scenarios are found; this allows us to identify the key resilience improvement measurements, and their priorities.

The Sensitivity of Electric Power Infrastructure Resilience to the Spatial Distribution of Disaster Impacts

Abstract:Credibly assessing the resilience of energy infrastructure in the face of natural disasters is a salient concern facing researchers, government officials, and community members. Here, we explore the influence of the spatial distribution of disruptions due to hurricanes and other natural hazards on the resilience of power distribution systems. We find that incorporating information about the spatial distribution of disaster impacts has significant implications for estimating infrastructure resilience. Specifically, the uncertainty associated with estimated infrastructure resilience metrics to spatially distributed disaster-induced disruptions is much higher than determined by previous methods. We present a case study of an electric power distribution grid impacted by a major landfalling hurricane. We show that improved characterizations of disaster disruption drastically change the way in which the grid recovers, including changes in emergent system properties such as antifragility. Our work demonstrates that previous methods for estimating critical infrastructure resilience may be overstating the confidence associated with estimated network recoveries due to the lack of consideration of the spatial structure of disruptions.

Abstract:In recent years, the frequency and severity of catastrophic events triggered by natural hazards have increased. Meanwhile, man-made hazards, such as terrorist attacks, and their impacts on infrastructure systems have gained increasing attention. These hazards ( both natural and man-made) can cause catastrophic physical damage to transportation infrastructure systems that are essential to the wellbeing of the society. Moreover, the direct economic losses ( e. g., physical damage to infrastructure) diffuse and expand continually through the disruption of economic activities between different regions and industries, resulting in enormous and complex indirect losses. A comprehensive investigation of total losses, including direct and indirect losses, requires the use of economic impact analysis models. However, most of the economic impact analysis methods and models introduced in the existing literature fail to incorporate the spatially distributed and networked nature of transportation infrastructures. To achieve a comprehensive and a realistic understanding of the economic impacts caused by the disturbances to the transportation infrastructure, the spatial distribution and the networked nature of transportation systems has to be accounted for, and realistic and locally relevant hazard scenarios must be incorporated into the economic analyses. This paper first provides a detailed account of the status-quo in economic modeling associated with impact analysis of transportation disturbances to identify the gaps in this domain. Next, focusing on the commuting related economic impacts of transportation disturbances as an example, the paper introduces a multidisciplinary framework designed to demonstrate an understanding on how to address the gaps. Preliminary results from a Los Angeles case study are presented.
A Bayesian Approach to Reconstructing Interdependent Infrastructure Networks from Cascading Failures

Abstract:Analyzing the behavior of complex interdependent networks requires complete information about the network topology and the interdependent links across networks. For many applications such as critical infrastructure systems, understanding network interdependencies is crucial to anticipate cascading failures and plan for disruptions. However, data on the topology of individual networks are often publicly unavailable due to privacy and security concerns. Additionally, interdependent links are often only revealed in the aftermath of a disruption as a result of cascading failures. We propose a scalable nonparametric Bayesian approach to reconstruct the topology of interdependent infrastructure networks from observations of cascading failures. Metropolis-Hastings algorithm coupled with the infrastructure-dependent proposal are employed to increase the efficiency of sampling possible graphs. Results of reconstructing a synthetic system of interdependent infrastructure networks demonstrate that the proposed approach outperforms existing methods in both accuracy and computational time. We further apply this approach to reconstruct the topology of one synthetic and two real-world systems of interdependent infrastructure networks, including gas-power-water networks in Shelby County, TN, USA, and an interdependent system of power-water networks in Italy, to demonstrate the general applicability of the approach.

Abstract:It is well known that interdependence between electric power systems and other infrastructures can impact energy reliability and resilience, but it is less clear which particular interactions have the most impact. There is a need for methods that can rank the relative importance of these interdependencies. This paper describes a new tool for measuring resilience and ranking interactions. This tool, known as Computing Resilience of Infrastructure Simulation Platform (CRISP), samples from historical utility data to avoid many of the assumptions required for simulation-based approaches to resilience quantification. This paper applies CRISP to rank the relative importance of four types of interdependence (natural gas supply, communication systems, nuclear generation recovery, and a generic restoration delay) in two test cases: the IEEE 39-bus test case and a 6394-bus model of the New England/New York power grid. The results confirm industry studies suggesting that a loss of the natural gas system is the most severe specific interdependence faced by this region.
