Abstract:Real-world infrastructures modeled as complex networks have been popular topics in recent decades. As these infrastructures develop, becoming critical to support millions of people, their resilience in the face of disasters and attacks becomes an increasing concern to the engineers and stakeholders. Using a graph theory and complex network approach, we conducted an empirical study on the resilience of five metro, or subway systems selected globally. A multi-phase resilience framework was implemented from the resilience cycle concept, including preparedness, robustness, recovery, and adaptation. It also incorporated the historical flow data into the resilience analysis to account for user behavior impacts. The paper demonstrates a systematic comparison of five metro networks and explores trends in each resilience phase. Generally, diverse performances were observed among the five metro networks, with the Singapore metro showing the best resilience. It is robust to both random disruption and targeted attacks. Analysis suggests its advantage may come from both its moderate heterogeneous topology and the flow pattern, exhibiting the smallest average travel distance. Besides, the result highlights the significance of commuters’ relocation behavior between neighboring stations in the recovery stage. For the adaptation from a long-term perspective, we developed a screening tool to investigate the impact of the network expansion on the existing part of network by mapping its relationship with the characteristics of the newly connected nodes. In general, the observation of the networks’ different behaviors in flow-weighted analysis symbolizes that flow is necessary for consideration in the resilience design of real-world transportation systems.

Resilience Assessment of an Urban Metro Complex Network: A Case Study of the Zhengzhou Metro

Abstract:An urban metro network is susceptible to becoming vulnerable and difficult to recover quickly in the face of an unexpected attack on account of the system's complexity and the threat of various emergencies. Therefore, it is necessary to assess the resilience of urban metro networks. However, the research on resilience assessment of urban metro networks is still in the development stage, and it is better to conduct said research using a technique which combines many attributes, multiple methods, and several cases. Therefore, based on the complex network modeling and topological characteristics analysis of metro systems, a metro network's robustness and vulnerability measurement method under node interruption and edge failure is proposed for the first time in this study. Then, considering the three cases of general station interruption, interchange station interruption, and traffic tunnel failure, a quantitative resilience assessment model of metro networks is put forward, and the corresponding recovery strategies are discussed. Finally, a case study of the Zhengzhou Metro Network (ZZMN) under an extreme rainstorm is conducted to demonstrate the viability of the proposed model. The results show that ZZMN possesses scale-free and small-world network properties, and it is robust to random interruptions but vulnerable to deliberate attacks. ZZMN still needs to improve its effectiveness in information transmission. The centrality distribution for each node in the ZZMN network differs significantly, and each node's failure has a unique impact on the network. The larger the DC, BC, and PR of a node is, the lower the network's robustness after its removal is, and the stronger the vulnerability is. Compared with the three cases of general station interruption, interchange station interruption, and traffic tunnel failure, the network loss caused by tunnel failure was the lowest, followed by general station interruption, and the interruption at interchange stations was the most costly. Given the failures under various cases, the metro management department should prioritize selecting the optimal recovery strategy to improve the resilience of the metro network system. This study's findings can assist in making urban metro systems less vulnerable to emergencies and more resilient for a quick recovery, which can provide scientific theoretical guidance and decision support for the safety and resilient, sustainable development of urban metro systems.

Abstract:Natural hazards including floods can trigger catastrophic failures in interdependent urban transport network-of-networks (NoNs). Population growth has enhanced transportation demand while urbanization and climate change have intensified urban floods. However, despite the clear need to develop actionable insights for improving the resilience of critical urban lifelines, the theory and methods remain underdeveloped. Furthermore, as infrastructure systems become more intelligent, security experts point to the growing threat of targeted cyber-physical attacks during natural hazards. Here we develop a hypothesis-driven resilience framework for urban transport NoNs, which we demonstrate on the London Rail Network (LRN). We find that topological attributes designed for maximizing efficiency rather than robustness render the network more vulnerable to compound natural-targeted threats including cascading failures. Our results suggest that an organizing principle for post-disruption recovery may be developed with network science principles. Our findings and frameworks can generalize to urban lifelines and more generally to real-world spatial networks.

Abstract:Transportation infrastructure has been identified by the US Department of Homeland Security as one of sixteen critical infrastructure systems essential to the well-being of modern society. In this study, we propose a resilience-based framework for mitigating risk to road systems, considering both community and regional scales. We utilize recent developments in modern network theory to introduce a novel indicator based on system reliability and network connectivity to measure resilience and resilience improvement of a road transportation network. Our formulation systematically integrates the network topology, redundancy level, traffic patterns, and functionality during a community’s post-disaster recovery period, includes structural reliability (failure probability) of individual bridges in the network, and permits risk mitigation alternatives for improving transportation network resilience to be compared on a common basis. We propose a project ranking mechanism for identifying and prioritizing bridge maintenance or retrofit projects that are critical for effective pre-disaster risk mitigation of bridge systems. We provide a decision methodology to select optimal solutions among possible alternatives when the prospect of new construction offers opportunities to improve the resilience of the network by altering its existing topology. Finally, we conclude with an illustration of this resilience-based risk mitigation framework using a hypothetical bridge network susceptible to seismic hazards.
System-Based Resilience Assessment of Networked Transportation Systems in Metropolitan Areas: Case of Greater Los Angeles

Abstract:One essential aspect of urban resilience is the ability of the transportation networks to maintain mobility and accessibility during the immediate aftermath, as well as in the long-term recovery, of an extreme event. Despite the critical nature of transportation services, the infrastructure inventory in many developed countries are in poor condition. For example, transportation infrastructure in the United States has repeatedly been graded poorly by American Society of Civil Engineers as it is aged and in need of a major retrofit or replacement effort. It is well established that topology-based approaches in transportation resilience abstract out network supply and travel demand relationships as well as fundamental traffic assignment concepts such as flow under capacity constraints. On the other hand, system-based approaches that are more promising in generating actionable policy insights lack the granularity enabled now by the recent advances in data and modeling, omit the scale of analysis required in metropolitan areas, and ignore formal considerations of the hazard itself which makes studies prone to simplistic what-if assumptions. To address such shortcomings, a preliminary framework intended to couple seismic hazard analysis with transportation network analysis is designed and deployed in a Greater Los Angeles Area case study where the impacts of a 7.3M scenario earthquake are investigated.

Modeling urban rail transit systems resilience under natural disasters circumstances: A two-layer network framework based on link flow

Abstract:Service disruption of urban rail transit systems in natural disasters induces direct and simultaneous impacts (e.g., delay of travel) that may propagate to indirect and long-term impacts (e.g., economic losses). Models that can identify the critical components of infrastructures, if with proper granularity, will help to form actionable strategies for infrastructure protection and resilience. To better understand the system response under service disruption and followed recovery strategies, a purely data-driven approach is proposed to model system absorptive and adaptive resilience. To do so, the urban rail transit system is modeled as a customized two-layer network to distinguish its infrastructure layer and service layer. A new localized measure, i.e., link flow, is suggested to construct the system functionality in attack-repair scenarios. It is estimated based on recorded smart card data. Applied to the Hangzhou Metro system, service restoration relying on the new metric is 2∼3 times faster and more robust (i.e., smaller normalized standard deviation) than that relying on the common metric (recovery cost) under a portfolio of attacks tested with varying severity. Stably high correlations (i.e., 0.65 to 0.8) are observed between the two set of rank indices, i.e., of infrastructure topology-based importance and of flow-based importance. Furthermore, the system responses to attacks with estimated link flow are consistent with simulated ones with known and exact link flow.

Abstract:The structure, interdependence, and fragility of systems ranging from power-grids and transportation to ecology, climate, biology and even human communities and the Internet have been examined through network science. While response to perturbations has been quantified, recovery strategies for perturbed networks have usually been either discussed conceptually or through anecdotal case studies. Here we develop a network science based quantitative framework for measuring, comparing and interpreting hazard responses as well as recovery strategies. The framework, motivated by the recently proposed temporal resilience paradigm, is demonstrated with the Indian Railways Network. Simulations inspired by the 2004 Indian Ocean Tsunami and the 2012 North Indian blackout as well as a cyber-physical attack scenario illustrate hazard responses and effectiveness of proposed recovery strategies. Multiple metrics are used to generate various recovery strategies, which are simply sequences in which system components should be recovered after a disruption. Quantitative evaluation of these strategies suggests that faster and more efficient recovery is possible through network centrality measures. Optimal recovery strategies may be different per hazard, per community within a network, and for different measures of partial recovery. In addition, topological characterization provides a means for interpreting the comparative performance of proposed recovery strategies. The methods can be directly extended to other Large-Scale Critical Lifeline Infrastructure Networks including transportation, water, energy and communications systems that are threatened by natural or human-induced hazards, including cascading failures. Furthermore, the quantitative framework developed here can generalize across natural, engineered and human systems, offering an actionable and generalizable approach for emergency management in particular as well as for network resilience in general.

Abstract:With urban and public transportation development, the urban rail transit networks (URTN) become increasingly complex, evolving into multi-layer and intricate systems. The operating environment is complex, and the rising frequency of emergencies significantly impacts the entire network. Consequently, the resilient ability of URTN to deal with risk attacks has become an important research field. In this paper, a bilayer URTN model is constructed, encompassing urban and suburban rail transit, proposing the adjacency matrix and the coupling mechanism of subnetworks. Then, the performance of a URTN jointly considering network efficiency, network structure entropy, and the number of trips per unit time is addressed. By considering passenger travel alternatives under disruptions, we develop an improved Logit stochastic user equilibrium (SUE) passenger assignment model based on generalized travel time costs, introducing the failure degree of the stations, to predict passenger flow paths. A multi-dimensional resilience assessment model is proposed using the resilience change curve for attack scenarios and recovery strategies, and a comprehensive network performance system through the AHP method to determine the weight coefficients of indicators. Finally, we present a case study based on the Shanghai URT network to explore the resilience of URTN in the morning peak and simulate the network resilience under different failure scenarios. The results indicate that the proposed model can assess the resilience of the Shanghai MRTN under random and malicious failure, and the former has less comprehensive performance losses and greater resilience. Additionally, the sensitivity analysis is conducted to explore the impact of the number of failed stations, the failure degree of stations, and recovery ability on network resilience. This study provides theoretical support for urban managers and builders regarding network structure and emergency management, and offers relevant suggestions.

Abstract:The metro-based underground logistics system (M-ULS) has been identified as an effective solution to urban problems resulting from the expansion of urban freight traffic. However, there is a paucity of current research that examines the resilience of a M-ULS in the context of unexpected events during operations. Therefore, this paper presents a methodology for assessing the resilience of the M-ULS. The method considers the propagation paths of various failures in a multi-layered, interdependent network that includes topology, functionality, facilities, and information, as well as network performance indicators based on network freight flow and logistics timeliness. The effectiveness of the method is demonstrated using the case of the Nanjing Metro. The results show that the type of disruption, the duration, and the direction of train travel all have a significant impact on the resilience of the M-ULS. The method proposed in this paper provides a scientific basis for the assessment and optimization of M-ULS resilience and also offers new insights into the use of urban rail transit to promote the sustainable development of urban logistics.

Abstract:To improve the resilience of critical infrastructure systems, their intrinsic properties need to be understood and their resilience state needs to be identified. In the literature, several methods to evaluate networks' reliability and resilience can be found. However, the applicability of these methods is usually restricted to small-size networks. In this paper, the transportation network of a large-scale virtual city is considered as a case study. A random removal strategy of the links (roads) is applied to simulate the network's failure. The network reliability is then calculated using the Destruction Spectrum (D-spectrum) method and a Monte Carlo approach has been developed to generate failure permutations that are necessary for the evaluation of the D-spectrum. In addition, the Birnbaum Importance Measure (BIM) has been adopted in this study to determine the importance of the network's components. The methodology adopted in this study can be also extended to all network-based systems. The paper also introduces resilience indicators as a soft tool to predict the performance and the serviceability of the transportation networks.

Sustainable and Resilient Infrastructure

Abstract:This paper presents a comprehensive review of resilience concepts, methodologies, metrics, and modeling techniques, and identifies key research gaps. These include the lack of multilayer network representations of transportation infrastructures when quantifying resilience, and insufficient metrics for assessing equitable outcomes. To address these gaps, we propose a conceptual multilayer framework for transporttaion infrastructure networks and develop equitable resilience metrics that incorporate socioeconomic and demographic variables. Using Pioneer Valley as a case study, we apply our framework to assess the resilience of transportation networks and demonstrate its utility in guiding resource allocation to enhance both the physical robustness and social equity of infrastructure. Our findings show that this approach significantly contributes to more informed and inclusive decision-making, fostering the development of resilient and equitable urban environments.

Abstract:Metros (heavy rail transit systems) are integral parts of urban transportation systems. Failures in their operations can have serious impacts on urban mobility, and measuring their robustness is therefore critical. Moreover, as physical networks, metros can be viewed as network topological entities, and as such they possess measurable network properties. In this paper, by using network science and graph theoretical concepts, we investigate both theoretical and experimental robustness metrics (i.e., the robustness indicator, the effective graph conductance, and the critical thresholds) and their performance in quantifying the robustness of metro networks under random failures or targeted attacks. We find that the theoretical metrics quantify different aspects of the robustness of metro networks. In particular, the robustness indicator captures the number of alternative paths and the effective graph conductance focuses on the length of each path. Moreover, the high positive correlation between the theoretical metrics and experimental metrics and the negative correlation within the theoretical metrics provide significant insights for planners to design more robust system while accommodating for transit specificities (e.g., alternative paths, fast transferring).

Topological Determinants of Resilience in Urban Rail Networks Facing Multi-Hazard Disruptions

Abstract:This study examines the failure and recovery, two key components of resilience of nine major urban rail networks - Washington DC, Boston, Chicago, Delhi, Tokyo, Paris, Shanghai, London, and New York - against multi-hazard scenarios utilizing a quantitative approach focused on topological parameters to evaluate network resilience. Employing percolation-based network dismantling approach like Sequential Removal of Nodes and Giant Connected Component analysis, alongside random, centrality-based targeted attacks and flooding failure, findings reveal Domirank centrality's superior resilience in disruption and recovery phases. Kendall's tau coefficient's application further elucidates the relationships between network properties and resilience, underscoring larger networks' vulnerability yet faster recovery due to inherent redundancy and connectivity. Key attributes like average degree and path length consistently influence recovery effectiveness, while the clustering coefficient's positive correlation with recovery highlights the benefits of local interconnectivity. This analysis emphasizes the critical role of select nodes and the importance of balancing network design for enhanced resilience, offering insights for future urban rail system planning against multi-hazard threats.

Abstract:Unexpected disruptions in an urban transportation system may severely damage its structure and functionality. The resilience of urban transportation networks, i.e. the ability to recover from destroyed conditions, is thus significant for the mobility of passengers and freight in cities. However, its definition and measurement have been confused with robustness. This research advances a trackable assessment framework for the resilience of two typical urban transportation modes, i.e. road system and metro system, considering the characteristics of their structure and functionality. Individual vertex-based and edge-based failure models are established for the two transportation systems based on their network models. The proposed measurement approach is applied to an inner-city road freight system and the metro system in Hangzhou, China, to analyse their resilience, considering different combinations of vertex-based and edge-based failures. The proposed approach is compared with an efficiency-based resilience measurement method and outperforms in two parts. First, it has a broader application than previous related methods because it can describe disruptions occurring on one directed vertex or edge using a directed network model. Second, the new method outputs more reliable results due to considering more structural and functional characteristics of urban transportation systems than previous methods.

Abstract:With the continuous construction of urban infrastructure, urban multi-modal transportation system (UMTS) has gradually become complex and intertwined, which makes the system more uncertain and vulnerable, especially under disruptions. Improving the resilience of UMTS is critical to maintaining urban reliability and sustainability. This paper aims to build effective models to assess the resilience of UMTS. To develop the resilience assessment model, we provide a comprehensive, dynamic index that considers passenger demand and infrastructure supply. Three transportation modes are considered: bus, subway and taxi, and a cascading failure model is simulated. Data from Singapore are collected to analyse resilience indicators' characteristics and explore relationship between resilience indicators and node measures. The results indicate that 1) when stations experience failure, it has the greatest impact on the accessibility of the transportation network, followed by efficiency and connectivity; 2) system resilience is negatively related to the node degree and node betweenness centrality of the attacked station; 3) beyond a certain threshold, continuing to increase stations' additional capacity does not significantly increase system resilience. The proposed resilience index can be used as an optimization goal during system design and recovery. The conclusions and recommendations can inform the management and improvement of urban transportation system resilience.

Abstract:This paper presents a framework that integrates network theory methods into infrastructure network assessment in order to investigate transportation network robustness from a topological perspective. The objectives of this paper are threefold: (1) develop a framework that can effectively measure network performance under different stress levels (hazard scales); (2) determine the constraints of infrastructure networks’ spatially embedded nature in network robustness assessment; and (3) characterize the percolation transition in infrastructure networks and systematically evaluate cities’ robustness, and in doing so provide an evidence-driven evaluation framework for urban resilience planning. In this research, 13 city and 3 state transportation networks were investigated through both the proposed simulation and an analytical framework. The results show that (1) certain theoretical methods, such as generating functions, do not apply to transportation network analysis due to their unique spatially embedded features; (2) different city and state transportation networks’ degree distribution and percolation dynamics display similar patterns; (3) critical percolation threshold identifies the robustness feature in extreme cases and provides an early warning for urban traffic disruption, and the robustness index accurately measures the network robustness from a holistic point of view; and (4) reducing network spatial complexity by decreasing the node assortativity will make the empirical simulation comply with the theoretical results, which unveils the source of spatial essence inherent in infrastructure networks. Through the validation of different transportation networks, the proposed robustness assessment framework is verified to be able to extend the robustness analysis to a general network.

Abstract:Transportation system resilience has been the subject of several recent studies. To assess the resilience of a transportation network, however, it is essential to model its interactions with and reliance on other lifelines. Prior works might consider these interactions implicitly, perhaps in the form of hazard impact scenarios wherein services from a second lifeline (e.g. power) are precluded due to a hazard event. In this paper, a bi-level, mixed-integer, stochastic program is presented for quantifying the resilience of a coupled traffic-power network under a host of potential natural or anthropogenic hazard-impact scenarios. A two-layer network representation is employed that includes details of both systems. Interdependencies between the urban traffic and electric power distribution systems are captured through linking variables and logical constraints. The modeling approach was applied on a case study developed on a portion of the signalized traffic-power distribution system in southern Minneapolis. The results of the case study show the importance of explicitly considering interdependencies between critical infrastructures in transportation resilience estimation. The results also provide insights on lifeline performance from an alternate power perspective.

Abstract:The well-functioning multi-modal public transportation systems play crucial roles in reducing traffic congestion, alleviating environmental pollution, and improving mobility. There are variants of disruptions that may impede the smooth functioning of public transportation systems and challenge their normal operations. It is essential to develop resilient multi-modal public transportation systems, and a reasonable resilience assessment framework serves as the foundation for developing such systems. In this paper, we propose a resilience assessment framework based on performance-based measurement metrics. We develop a dynamic simulation procedure that considers the impacts of disruptions on passenger choices of path and departure time. By incorporating these features into the simulation procedure, we can effectively model the variations of passenger flow under disruptions. Finally, to demonstrate the proposed resilience assessment framework and dynamic simulation procedure, the multi-modal public transportation system in Beijing is considered as a case study. The results reveal that the system exhibits good resistance and recovery capabilities, but it lacks robustness. Additionally, we discuss the effects of downtime, bus frequency, bus bridging services, and proportions of commuters on resilience, which lead to several valuable policy implications.

Abstract:Uncertain disruptions in urban rail transit (URT) networks can inflict significant damage to their structure and functionality. Enhancing network resilience has emerged as a critical solution to mitigate these challenges. This paper introduces a two-stage approach to bolster the resilience of large and intricate URT networks by focusing on pre-failure network topology enhancement and post-failure recovery sequence optimization. The assessment of network resilience encompasses the entire resilience process from the onset of a failure to the end of the failure to the completion of the recovery, and the resilience loss triangle model was employed as a valuable tool for assessing network resilience. Meanwhile, an improved resilience evaluation metric was proposed, which uses the global efficiency ratio as the network performance indicator. Taking the Shanghai metro (SHM) system as a case study, a distance-weighted network model was constructed to validate the effectiveness of the proposed resilience enhancement method. Based on the network failure simulation, vulnerable stations in the SHM network were identified and the influence of different metro lines was evaluated. Moreover, considering the existing network topology and practical planning, the topology optimization scheme for adding an outer loop line in the SHM network was developed. The results demonstrate that the topology-optimized network can effectively enhance the network resilience and protect the vulnerable nodes. Additionally, corresponding optimal recovery sequences were proposed for the failure of a single node, multiple nodes, and multiple edges. An interesting finding is that the optimal recovery order is not dependent on the node degree but rather associated with the node vulnerability. Furthermore, it is demonstrated that optimizing the post-failure recovery sequence helps reduce network resilience loss, whereas improving the network topology prior to failure plays a more significant role in promoting resilience. Hence, the proposed methodology and research findings can serve as a valuable reference for the development planning and emergency management of public transportation systems.

Abstract:Metro stations are important infrastructures ensuring people's daily commuting with tremendous travels every day, but susceptible to disruptions posing challenges in the resilience of the metro system. Previous studies mainly contributed to the resilience of the whole metro network, neglecting the resilience methodology and analysis of important stations. Integrating the infrastructure characteristics and the evolvement of passengers, a metro station resilience analysis methodology is developed. The approach is demonstrated with the stations of the metro system of Xi'an, China. Results show that station resilience varies differently across stations dominated by infrastructure types and queuing delay. Based on the comparison analysis under different infrastructure failures, failures of auto-ticket gates would have the highest impact on station resilience. When incidents on one infrastructure last for a period of time over 15 min, the resilience of station would be reduced by 9.8%, and dramatic resilience reductions could be observed if there are short-time incidents within 5 min on more than five infrastructures of a station. The findings would have practical significance for the resilience improvement of metro stations in infrastructure planning and passenger flow control against metro incidents.
