Abstract:Purpose Answering the call to study important issues in the real world (Buckley et al. , 2017; Delios, 2017; Phan, 2019), and motivated by the trade war between the US and China, the authors look beyond it to examine the more fundamental issues behind it. From a political economy perspective, the authors examine the interplay of government, society and firms in China to identify new phenomena that may impact business with, and research on, China. Design/methodology/approach A multi-case qualitative method is used to present and analyze evidence and develop our arguments. Specifically, we use scholarly sources, anecdotal evidence, reports, statistics and government documents and policies to support our arguments. Findings After four decades of economic reform, the Chinese Communist Party (CCP) controls every aspect of the society. Living, working and doing business are not a right but a privilege granted by the party. To a great degree, state-owned firms are business units/subsidiaries, and private/foreign firms are franchisees of the party, with the party leader being the CEO of China, Inc. The interplay between China and other countries is essentially a competition between a huge corporation and other states. Practical implications At the firm level, our study suggests that for MNCs dealing with Chinese firms, they need to know that Chinese firms are units of China, Inc. Practitioners should take into account the long-term strategic goals of the CCP as well as business considerations when dealing with Chinese partners or competitors. Social implications At the country level, our study shows that other countries dealing with China must be aware that they are dealing with a huge corporation. Originality/value That the CCP runs China as a corporation is a new perspective that will help the international community reexamine global competition.

Abstract:Purpose - Foreign firms in China, particularly those from the Global West, are in a difficult position as deglobalisation and strained international relations create risk. This paper offers research avenues on how operations and supply chain management scholars can analyse the risk factors, de-risking practices, and de- risking outcomes of foreign firms in China. Design/methodology/approach - This paper is primarily based on interviews with managers of foreign firms' subsidiaries and joint ventures in China between late 2019 and early 2024 and employs institutional theory to develop a conceptual framework. Findings - Six risk factors motivating foreign firms to consider "China & thorn;1" (diversification and multi-sourcing) or "In-China-For-China" (localisation with potential bifurcation) are identified. Four pathways focusing on politics, locations, technologies, and people enable further investigation of these de-risking strategies. Originality/value - This is the first paper to take a deeper look at perceptions, worries, and considerations of foreign firms in China and offers specific recommendations for impactful research.

Abstract:Today, a shakeup of forces and a great power competition have begun on the global geopolitical scene. This competition is mainly due to the rise of China, the deepening of globalization and the interdependence of countries, and violent movements that transcend borders, such as international terrorism. In particular, the increase in China's national power has led to a change in the world order that emerged after the Cold War, and geopolitics is once again taking a central role on the global agenda. The geopolitical focus on the Asia-Indo-Pacific Ocean complex has evolved into a geostrategic rivalry where China is seen as the main threat. This approach is reflected in the international security strategy. In addition, it also manifests itself in the practices of international organizations led by the West forces. We see the most important example of this in the European Union's view of China.

Abstract:How did geo-economic and technological competition between the United States and China arise? And what is the Chinese perspective on the US-China rivalry? In this forum article, we analyze the conflict from a critical political economy perspective. We argue that the US has mobilized its structural power as the leading high-tech country in global value chains to curtail China's ascent. By elucidating Chinese responses to American structural power, we shed light on the development and complexities of this conflict, thereby contributing to a more profound comprehension of the US-China geo-economic competition. We conclude that the intensifying US-Chinese rivalry has the potential to foster a new era of public policies characterized by global statism.

Abstract:As one of the last remaining socialist countries with perhaps the fastest-growing economy in the world today, China presents a challenge to critical thinking about globalization. It is imperative that the question of alternatives and other possibilities and potentialities be raised in an attempt to theorize or conceptualize the process of globalization. Globalization is generally perceived as the result of the collapse of Soviet-style socialism, as well as the unprecedented expansion of transnational capitalism. While avowedly Eurocentric in its hegemonic formations, globalization also sets up an indispensable structural context for analyzing what happens in the world today. Therefore, globalization must be thought of as a dialectical process: it simultaneously refers to an idea, or an ideology (i.e., capitalism disguised as a triumphant, universal globalism), and to a concrete historical condition, by which various ideas, including capitalism in its present guise, must be measured. Abstract:Over the next twenty years China is likely to become the world's largest national economy, though not home to the richest one-fifth of the world's population. Chinese demographic power will be qualitatively different from American technological power despite bottom-line similarities in GNP, and China will face challenges of political and economic sustainability. Assuming that globalization, constrained state sovereignty and demographic revolution continue as basic world trends, the world order is likely to be one in which concerns about conflicts of interests drive interactions, but no state or group of states is capable of benefitting from unilaterally enforcing its will against the rest. Thus, there is no set of "poles" whose competition or cooperation determines the world order, despite the differences of exposure created by disparities in capacity. Although the United States and China will be the primary state actors and their relationship will contain elements of rivalry as well as cooperation, the prerequisites of Cold War bipolarity no longer exist. Rather, the order would be best described as "multinodal," a matrix of interacting, unequal units that pursue their own interests within a stable array of national units and an increasing routinization of international regimes and interpenetrating transnational connections.

Abstract:This paper’s arguments guide Chinese political economy. This analytical idea is based on Rodrik’s political-economy trilemma: global economic integration, democracy, and national sovereignty. Chinese policymakers face a trade-off among three policy goals: (hyper-) globalization, democracy, and national sovereignty. China’s President Xi and the Chinese Communist Party (CCP) have chosen global economic integration and national sovereignty (fewer human rights). To reflect the analytical idea, which can measure the length of a vector, is a mathematics methodology. As a result, Chinese political events such as the Great Proletarian Cultural Revolution in 1966, the death of Mao Zedong in 1976, and the choice of Chinese President Xi Jinping as General Secretary of the Communist Party in 2012 had an impact on reshaping when the length of vector (the sphere’s radius of 2) was more than 2. The future direction of China will lead to a “Golden Straitjacket.” The “Golden Straitjacket.” makes a country push forward trade liberalization and national sovereignty — i.e., democracy is constrained. Chinese policy has changed to stronger centralization of political power and decision-making for President Xi and the CCP. Also, China expands a global economic integration and national sovereignty. However, China needs to contribute to globalization without causing more conflicts to Western countries. In other words, China should be loath to relinquish the individual and national benefits of integrated international economies. “Fast and furious” is the first step of globalization for a peaceful world.

Abstract:The rise of China has led to a series of conflicts with the leading Western countries. The reasons for these disputes are that Chinese corporations have become serious competitors for US and European companies and that there are diverging approaches of governing the market between Western and Chinese power elites. In China, political and economic power are organized differently than in the US and the EU. The party-state is the (partial) owner of important companies and openly intervenes in the national economy by five-year plans. Furthermore, the Communist Party of China is engaged in companies as a regulatory authority. At the same time, the party-state organizes its rule through output legitimacy and functions in many respects as an indicator-driven, meritocratic system. The expansion of hybrid Chinese party-state capitalism is therefore leading to a new system conflict. Economically, emerging Chinese (state-owned) enterprises are becoming competitors. Politically, the control of sensitive data flows and infrastructure networks is resulting in contention. The article analyzes current conflict dynamics between the US resp. the EU and China in the areas of foreign trade, investment, high technology, and industrial policy. Comparative political economy and world-system analysis guide the analysis. In each case, there are differences in the policy responses: The US has relied on aggressive trade and sanctions policies, while the EU has reacted more defensively. It is shown how these conflicts could change China's state-driven globalization strategy and contribute to the restructuring of the world economy.

Abstract:The end of the Cold War, the September 11 terrorists' attacks, preponderance of US power and globalisation have shaped the present world order and posed new opportunities and challenges for China. China's need to fulfill its grand strategy of acquiring comprehensive national power within this external environment and overcome the existing challenges has given rise to its post-Cold War foreign policy strategy. Given the challenges it faces, its primary need is to ensure continuance of a peaceful environment to sustain its reform and modernisation programme. This calls for a foreign policy, which conforms to rather than challenges the existing international order. Yet its policies to advance national interests are already leading to a series of complex responses in both Asia and the Pacific regions.

Abstract:Fundamental changes are taking place both within national borders and on the international stage. While technological advances are accelerating globalization, which brings all the nations closer together, the resurgence of populism, protectionism and nationalism is causing greater divisions along racial, ethnic, and national lines. The spectacular rise of China and the growing weight of developing nations as a whole are changing the world's geopolitical and geoeconomic landscapes, constraining the West's influence in global affairs and strengthening the developing world's capacity in bargaining with advanced economies. In a new era of growing uncertainty and unpredictability, leadership and vision are the most valuable assets for any great power that seeks to shape a new world order according to its grand blueprints. From the Chinese perspective, an era of uncertainty does not only imply hidden risks and threats, but may also bring forth unprecedented strategic opportunities. Standing on the threshold of a new era with ever more readiness to claim its rightful place in the world, China is in the best position since the beginning of its modern history to play a significant role in fostering a new, truly multilateral order.

Abstract:De-globalization, now a distinct possibility, would induce a significant qualitative shift in strategies, structures, and behaviors observable in international business (IB). Coming to terms with this qualitative shift would require IB research to develop a much deeper integration of politics, the key driver of de-globalization. To support such integration, this paper introduces two relevant theories of (de-)globalization from political science, liberalism and realism. Both predict de-globalization under current conditions but lead to different expectations about the future world economy: liberalism suggests a patchwork of economic linkages, while realism predicts the emergence of economic blocs around major countries. This paper discusses the resulting opportunities in three areas of IB research: political strategies and roles of multinational enterprises (MNEs), global value chains, and the role of the national context. For political strategies and roles, there is a need to explore how regular business activities and deliberate political agency of MNEs affect the political sustainability of globalization. For value chains, questions include their future reach and specialization, changes in organizational forms, and the impact of political considerations on location decisions. Research opportunities on national contexts relate to their ability to sustain globalization and their connection with economic and military power.

Abstract:The US declared trade war after substantial defections from the internationalist (in geo-strategy and economics) lobby in US politics to a new coalition between conflict-is-inevitable proponents and anti-globalization activists. Many internationalist businesses changed sides after experiencing disappointments on economic fronts including China's non-compliance with some of its WTO obligations; China's acquisition of foreign technology at lower-than-expected prices; and the serious inadequacies in the WTO's governance of global trade. Many of the disillusioned internationalists have given too much weight to the contribution of globalization to negative developments in the US labor market, and too little weight to the role of powerful capital-biased technological changes and to the inadequacies of state-provided programs for social insurance and human capital formation. Resolution of the trade war and prevention of its frequent occurrence will become more likely when (a) China adopts much greater reciprocity in its economic engagement with the advanced countries despite its status as a developing country under WTO rules; and (b) US stops equating geostrategic competition with economic competition; recognizes that economic dynamism and economic resilience comes from strengthening indigenous innovation capability rather than from holding China back technologically; and institutes social programs to significantly reduce the trauma that is created by frequent job changes. Deep reform of WTO is urgently needed but is unlikely to happen in the medium run. For the medium-run, the US should mobilize country cooperation in regional settings (like the TPP) to introduce policy innovations to serve as templates for a re-designed WTO architecture, and to harness collective market power to be used in future negotiations on WTO reform.

Abstract:As a large country with great development potential, China has been one of the most popular foreign direct investment destinations. However, foreign companies increasingly face a variety of challenges especially during the "soft-landing" of the Chinese economy and amidst anti-globalization tendency. Based on a comprehensive review of the extant literature, we provide a critical overview of some of the key challenges for foreign companies in China, focusing on two challenges related to the business environment, namely regulatory and cultural challenges, and two management challenges, namely innovation and human resource management. We provide managerial implications and outline directions for future research.

Abstract:China's rapid integration into the global economy has had undeniable implications for the Chinese state - it raises questions about how the state has simultaneously encouraged globalization and, at the same time, tried to control for globalization's impact on China's economy, its culture, and on state policy and the state itself. These implications have not been lost on PRC-based scholars of international and comparative political economy, who have focused considerable - if, as we shall argue, incomplete - attention on globalization's challenge to state sovereignty, to economic sovereignty, and on the economic role of the state. The article highlights features of the Chinese scholarship that are quite distinctive. This literature reflexively favours a strong role for the state in the context of globalization. We also observe that the literature in general is not oriented to theory-building. Instead, scholarship is largely policy-driven; there is a strong impulse to provide positive policy advice to Chinese policy-makers. Most striking, the understanding of the state in the Chinese literature remains partial; there is a marked reluctance to delve into either empirical or theoretical study of the Chinese state itself - the state itself as a subject of critical analysis is rarely considered.
