Abstract:This book examines the genesis, mechanisms, and dynamics of forging a network-based economy in China during the crisis and the restructuring act that followed. Through historical analysis of the entire range of communications, from telecommunications to broadband, from wireless networks to digital media, it explores how the state, entangled with market forces and class interests, constructs and realigns its digitalized sector. It argues that corporatization, networking, and investment within the state-dominated realm of communications intensified after the 2008 global economic crisis, to overcome the contradictions generated by the old investment-and-export dependent growth model, on the one hand, and to enhance China’s techno-economic capacities in the renewed global competition for command, on the other. Despite the qualitative changes it brought in communications, this strategy achieved limited results for economic restructuring, because the ensuing spending binges paid little attention to social needs. Ultimately, this book historicizes and theorizes China’s state-led model of digital capitalism, which contends, collaborates, and overlaps with the U.S.-dominated system of global digital capitalism. It reveals so-called cyber nationalism or networked nationalism as neither monolithic nor guaranteed but contingent upon specific political-economic relations. It also predicts the future: While China’s embrace of communications is likely to accelerate the country’s global rise, it is not going to be a simple rise to power but a continual effort to tamp down crises and manage contradictions.

Abstract:The cybersphere constitutes a global disagreement space where the contested, ongoing ties that link states and the internet come into being. In this paper, a critique of sovereignty and political economy is offered to evaluate contemporary controversies concerning authority, independence, regulation, and access to communications as matters of relationality, materiality, and disagreement. We review China's promotion of cyber sovereignty as a complicating episode that reflects the development stresses of the sphere. China wishes to establish guardrails for the practices of multipolar global digital capitalism; yet, it has ushered in a variety of internet-related global issues, including in security, privacy, material well-being, developmental justice, and planetary futures. These complex aims invite and expand the dialectical spaces animating the cybersphere.

Abstract:Hong focuses on how the state, in conjunction with market forces and class interests, is constructing and realigning its digitalized sector. State planners intend to build a more competitive ICT sector by modernizing the network infrastructure, corporatizing media-and-entertainment institutions, and by using ICT as a crosscutting catalyst for innovation, industrial modernization, and export upgrades. The goal: to end China’s industrial and technological dependence upon foreign corporations while transforming itself into a global ICT leader. The project, though bright with possibilities, unleashes implications rife with contradiction and surprise. Hong analyzes the central role of information, communications, and culture in Chinese style capitalism. She also argues that the state and elites have failed to challenge entrenched interests or redistribute power and resources, as promised. Instead, they prioritize information, communications, and culture as technological fixes to make pragmatic tradeoffs between economic growth and social justice.

Abstract:China ranks prominently in terms of capacity to engage in and benefit from the data-driven world economy. But China is more restrictive than many other countries on digital service imports, in addition to being passive in negotiations towards universal digital economic governance rules at the World Trade Organization. The world's digital economy is getting more geopolitical, with practices of digital sovereignty and signs of a splinternet on the rise. However, with its application to join regional-free trade arrangements like the RCEP and CPTPP, China is internationalizing its digital economy governance. China's domestic legislations and policy reforms, meanwhile, are increasingly aligning with those in Europe, in addition to industry-level interoperability with the United States. This provides a basis for further harmonization of digital economy governance with the rest of the world.

Abstract:Under the Internet Plus policy, China’s Internet and digital economy become unprecedentedly important during the post-2008 economic restructuring. Using the Internet as a metaphor to represent the broader Web-oriented communications commodity chains that encompass access devices, networks, and services and applications, and by examining three state–corporate disputes involving Foxconn, Qualcomm, and Alibaba, this article historicizes the political economy of China’s digital economy, especially the liberalized and quasiliberalized sections, and then characterizes the nature of the state’s interventions under the auspices of economic restructuring. It argues that the state’s ability to make effective policy for change in this critical field is incoherent. The combination of state-power decentralization and the externally oriented commodity chain for the Web economy is likely to turn Internet Plus into a risky strategy, but the cyber business section of China’s digital capitalism is most likely to benefit.

Abstract:This study aims to examine China's approach to the cyber governance, especially the discourse of Internet information, through a detailed investigation of the Provision on Ecological Governance of Internet Information Content. The findings in this study indicate that China's approach to the governance of Internet information possesses the following essential features: the clarification of the dialectical relationship between Internet freedom and order, the unification of carrying forward positive energy and restraining negative information, the people-oriented and bottom-up participatory approach to the ecological governance of Internet information, as well as the strictly prohibitive conducts of three key administrative counterparts. The underlying reasons for choosing such an ecological path to regulate the Internet information can be attributed to China's national configuration, including its political system, cultural tradition, status quo of the Internet development, and the pervasive cybersecurity challenges facing its society. It is thus argued that the governance of Internet information, characteristic of spatiality, can merely be construed within specific socio-political and cultural contexts. Albeit the spatiality of the governance of the Internet information, China's approach can serve as a model for other nations to develop their own governance discourses pertaining to the Internet information. This study aims not only to unpack the Chinese discourse of the ecological governance of Internet information but also to provide useful insights into the discourse and practices of global cyber governance.

Abstract:If the United States represents a full integration of monopoly-finance capital and the Internet, China, as a latecomer country, is poised to adopt a similar goal of making broadband more central to the Chinese style capitalism in the aftermath of the 2008 global economic crisis. A review of recent trade journals can provide a sense of the new trends we are already seeing: Telecom operators have competed to expand their wired and wireless broadband networks, recently under the state’s new national broadband strategy. Broadband is expected to become the platform for trade in software and IT services, such as logistics, E-commerce, and consulting. Meanwhile, cloud computing and the Internet of things, the two “most promising” ICT applications, are equally seen as the new, trillion-dollar information service industries, capable of transforming the wider economy and social life.

Abstract:Digital transition, or the shifting assemblage of the cybersphere, is a primary dimension of global transition. And China is a key driver therein, rendering the party-state's stance the starting place to trace transitions. This paper begins an effort to follow unfolding transitions. It highlights the governance of transition with a focus on the emergent cybersphere. By interpreting the 14(th) Five-Year Plan (FYP), the planning instrument that expresses the party state's decree for direction and strategy and, just as important, analyzing the framing contexts, processes, and projects, we probe the ordering of the present and the future, the national and the transnational, and, ultimately, the power geometrics of the cybersphere, as externalized through policy words and deeds.

Abstract:From the perspective of power transition theory, international relations system is gradually entering the phase of "power transition" where the United States, as a global hegemon, seeks to maintain the existing world order, and China establishes alternative international formats to reorganize the system of international relations and strengthen its structural power. Cyberspace and technological sphere are becoming the field of non-violent competition between states, which makes the study of global governance of cyberspace critical for the understanding of the outlines of the "new bipolarity". The analysis in the paper is focused on U.S. & China approaches to global governance of cyberspace through the prism of Manuel Castells' theory of "network society". The authors aimed to determine the directions of the U.S. and China policy in the course of four types of "power" in cyberspace: networking power, network power, networked power and network-making power. Present analysis concludes that the United States play crucial role in the course of all four types of "power" at the expense of decentralized model of Internet governance which is based on the idea of "multistakeholderism". NGO and other entities play a decisive role in such a model. Nonetheless, China has already developed necessary tools for reforming the present system of global governance of cyberspace based on centralized model with the leading role of United Nations as an international governance organization and state as a basic actor. The main beneficiaries of the centralized model are developing countries, which are unable to influence the global governance of cyberspace under the dominance of private companies from developed countries.

Abstract:By reviewing lawsuits against Alibaba, this article explores the evolving model of platform governance that expresses and constitutes the historical political economy of China’s Internet at large. It outlines the significance of platform immunity in legal cases and conceptualizes the construct as a common carrier of governance registering cross-scale, cross-unit, and cross-context concordance and discordance. Beyond the censorship imaginary that has conventionally defined China’s Internet governance, the article ultimately reveals a model of fragmented governance: a model that encompasses many moving parts, legal and administrative, authoritarian and mercantile, and across disjointed issue areas from speech to digital trade, from copyright to trademark—a model that sustains platform immunity as a common carrier, keeps alive power struggles among collective interests, makes haphazard institutional tweaking, and repeats regulatory compromises.

Abstract:With the world's largest number of netizens, China has been engaged in the ever more intense global competition for cyber governance over the past decade. Based on some preliminary studies, this article discusses China's position, approach and contribution to global cyber governance, as well as the understanding gap on major issues between China and developed countries in the cyber arena. In the past decade, China has made significant contributions to the reform of global cyber governance utilizing a "patch-work" approach, and it will try to play a more active role as a constructive participant in global cyber governance while enhancing its own cyber capacity. Unlike many developed countries that advocate "Internet freedom," China will continue to uphold the principle of cyber sovereignty. Yet in the meantime, China will try to work with other countries to build a " Community of Shared Future in Cyberspace," in order to promote freedom, democracy and transparency in cyberspace in an incremental, stable and reasonable way.

Abstract:To explicate the ascent of the internet into a primary site of economic restructuring, this chapter historicizes broadband internet in China, focusing on the evolving political economy of networks after the neoliberal reform. It argues that the take-up of broadband took place when China’s outward-looking economy has become full blown and crisis-ridden. In this new context and especially after 2008, broadband is interwoven into the state’s manifold thrusts of constructing for an alternative commanding-height economy. However, new contradictions, which the broadband China program fell short of addressing, including labor discontent, excessive competition in the urban access market, and corporate disincentives to expanding networks in the countryside, continue to hamper broadband from becoming the strategic public infrastructure that state leaders hope to make it.

STATE AND MUNICIPAL MANAGEMENT SCHOLAR NOTES

Abstract:The article analyses the characteristics, goals and consequences of the US digital hegemony. The article argues that this hegemony has allowed the United States to maintain global leadership in innovation and to use its dominant position in cyberspace to unilaterally influence other countries. As a result of US digital hegemony, the rules of global data governance have become fragmented and issues such as cybersecurity, cross-border data flows and digital sovereignty have attracted widespread international attention. The "game" between the US and China around digital governance issues has escalated and is reflected in geopolitical and economic dimensions, influencing the shaping of global digital governance. The article argues that it is necessary to promote a more democratic and inclusive global digital order, mitigate the effects of unilateral rulemaking by the US and other countries, and promote the balanced development of the global digital economy.
The Rise of Data Politics: Digital China and the World

Abstract:Data has become one of the most valuable assets for governments and firms. Yet, we still have a limited understanding of how data reshapes international economic relations. This paper explores various aspects of data politics through the lens of China's digital rise and the country's global engagement. I start with the theoretical premise that data differs from traditional strategic assets (e.g., land, oil, and labor), in that it is nonrival and partially excludable. These characteristics have generated externality, commitment, and valuation problems, triggering three fundamental changes in China's external economic relations. First, data's externality problem makes it necessary for states to regulate data or even to pursue data sovereignty. However, clashes over data sovereignty can ignite conflicts between China and other countries. Second, the commitment problem in data use raises global concerns about foreign government surveillance. As data is easier to transfer across borders than physical commodities, Chinese tech companies' investments abroad are vulnerable to national security investigations by foreign regulators. Chinese tech companies, therefore, confront a "deep versus broad" dilemma: deep ties with the Chinese government help promote their domestic business but jeopardize their international expansion. Lastly, data's valuation problem makes traditional measures (e.g., GDP) ill-suited to measure the relative strengths of the world's economies, which may distort perceptions of China and other states.
China’s 5G networks: A tool for advancing digital authoritarianism abroad?

Abstract:This article examines the claim that the People's Republic of China (PRC) promotes its commercial interests in building 5G network infrastructure abroad to advance digital authoritarianism. Critics view China's actions as part of a well-coordinated, strategic effort to promote authoritarian values, spread its version of authoritarianism, and shape global governance norms around information and communication technologies. However, concerns over China's 5G infrastructure in supporting digital authoritarianism may be overstated. This essay finds that geopolitical dynamics and local economic considerations challenge China's capacity to influence governance practices and questions the notion that China's promotion of its 5G network infrastructure has a clear political, strategic intent. The findings suggest that the United States needs to refocus its messaging around the geopolitical and security risks associated with greater dependence on Chinese digital infrastructure as well as create new industrial policies to better compete economically in 5G.
Regulation of platform market access by the United States and China: Neo‐mercantilism in digital services

Abstract:China and the United States host the world's largest digital platforms. Platforms are multisided markets that facilitate value‐creating exchanges among users, such as social media, e‐commerce, software QJ;application downloads, search, email, and cloud services. Internet access and the purely digital nature of many of the products and services make digital platforms potentially global in scope. This means that the rules and restrictions governing the flow of capital and information services among national markets strongly influence the economic and social potential of digital platforms. The paper conducts a sequential analysis of the rise of barriers to the United States–China trade in ICT and digital platform markets from 2000 to 2021. We find that China's thriving platform economy was relatively open, competitive and market‐driven in its early stages, and benefited from U.S. capital and the entry of U.S. firms. Since 2009, both countries have progressively restricted access to each other's domestic information services markets. In both cases, the primary stated rationale involved national security claims rather than trade policy concerns. Drawing on International Political Economy theory, we label the United States–China interaction pattern digital neo‐mercantilism. Digital neo‐mercantilism fuses the power and security of the national state with economic development in the digital economy. Policymakers represent information flows and digital technologies in domestic policy discourse as critical to the security and relative power of the state, and pursue various forms of industrial policy, data localization, trade protectionism, or exclusion of foreigners as a result. Both the United States and China are following this policy.
