Abstract:We study the deformed complex Ginibre ensemble $H=A_0+H_0$, where $H_0$ is the complex matrix with iid Gaussian entries, and $A_0$ is some general $n\times n$ matrix (it can be random and in this case it is independent of $H_0$). Assuming rather general assumptions on $A_0$, we prove that the asymptotic local behavior of the second correlation function of the eigenvalues of such matrices in the bulk coincides with that for the pure complex Ginibre ensemble.

What problem does this paper attempt to address?
The problem that this paper attempts to solve is that on the complex plane, for the deformed complex Ginibre ensemble \( H = A_0 + H_0 \), where \( H_0 \) is a complex matrix with independent and identically distributed Gaussian entries, and \( A_0 \) is a general \( n\times n \) matrix (which can be random and, in this case, is independent of \( H_0 \)), prove that in the bulk of the spectrum, the asymptotic local behavior of the second correlation function of eigenvalues is the same as that of the pure complex Ginibre ensemble. Specifically, the paper focuses on the universality problem of local eigenvalue statistics of non - Hermitian random matrices, that is, whether these statistics, under certain conditions, do not depend on the specific matrix form \( A_0 \), but are only determined by the basic symmetries of the matrix ensemble. This problem is part of the broader Wigner - Dyson - Mehta universality conjecture, which states that the local statistical behavior of eigenvalues of random matrices is mainly determined by the symmetry type of the ensemble, rather than the specific matrix entry distribution or its independence. The paper uses the supersymmetric (SUSY) method to deal with the problem of eigenvalues of non - Hermitian matrices. In particular, by introducing the generating function \( Z(\zeta, \zeta', \hat{\epsilon}, \hat{\epsilon}') \) and its integral representation, it is able to analyze the local behavior of eigenvalues. Finally, the paper proves that in the bulk of the spectrum, the limit form of the second correlation function of eigenvalues is the same as that of the pure complex Ginibre ensemble, which indicates the universality of local eigenvalue statistics.
