Abstract:Worldwide, floodplains have been alienated from river channels for flood protection and water resource development, but several recent programs have restored connectivity, generating considerable ecological and , socio-economic benefits. In Australia, under the Murray-Darling Basin Plan, water purchased from irrigators is used to restore wetlands. Maximising ecological benefits with limited water requires constraints relaxation, whereby high flow volumes for ecologically effective floods are released from headwater dams and allowed to flood public and private land en route to wetlands downstream, requiring infrastructure works and rights to inundate private land. We examined five focal areas in the Basin Constraints Management Strategy to determine ecosystem services benefits generated by floods on land between dams and target wetlands We found multiple examples where significant co-benefits could be realised but had not been identified. Accordingly, the assessment of costs and benefits was primarily focussed on costs. We categorised ecosystem services for each focal area as of low, medium or high importance andassigned monetary values where possible. Regulating and cultural services, rather than provisioning services, ranked highest across all focus areas, including groundwater recharge, regulation of riparian habitat quality, aesthetic appreciation, recreation and tourism, Indigenous and community values. The business cases seek to maximise costs and thus the transfer of public funds in compensation to landholders. However, there are important public policy considerations of equity, accountability and transparency, including proof of damage prior to compensation, as well as offsetting losses against ecosystem services benefits. We consider that an ecosystem services approach could greatly improve acceptance of constraints relaxation amongst landholders and the development of novel policy options and instruments that can help advance the implementation of the Basin Plan.

Abstract:Relationship between mean water velocity and channel‐floodplain (lateral) connectivity for different floodplain inundation mechanisms. Increases in lateral connectivity using infrastructure, including engineered flooding and weir pool raising, decouple the natural relationship with water velocity and can lead to deleterious in channel outcomes. Relationships are developed between water velocity and ecological responses to inform the assessment of undertaking the different floodplain inundation actions. Regulation and water extraction have reduced river flow worldwide. In some rivers, this has led to reductions in the frequency and duration of floodplain inundation and, in turn, declining condition of flood‐dependent vegetation. One management response has been the construction and modification of infrastructure, or 'regulators', to engineer floodplain inundation at discharges that do not otherwise cause overbank flooding. Such actions have the potential to benefit floodplain vegetation, yet the atypical hydrodynamics of engineered floods may threaten riverine ecological processes and biota and increase the risk of adverse water quality. We investigated the influence of engineered flooding, and associated reductions to in‐channel hydraulics, on key ecological processes. Specifically, the transport and retention of larvae of an iconic fish species (Murray Cod, Maccullochella peelii), and a common microinvertebrate Trichocerca. Analysis of different flow management scenarios for floodplain inundation indicates that maintaining in‐channel velocities greater than 0.2 m s−1 produces higher Trichocerca densities, while velocities greater than 0.3 m s−1 creates suitable habitat for Murray cod larvae, thereby providing targets for avoiding detrimental effects of engineered floods on in‐channel biota. To evaluate responses to regulator operation, velocity was represented by a hydrological model using pre‐computed results from detailed hydrodynamic models. These results were used to relate upstream discharge and downstream water level to the proportion of each reach in the hydrological model meeting each velocity criterion. The model also represents changes in discharge, inundated area and a water quality parameter, dissolved oxygen. Model scenarios for engineered floodplain inundation were used to demonstrate the potential benefits, impacts and trade‐offs between the different metrics identified. The model framework enables a more holistic evaluation of infrastructure operation, extending analysis beyond discharge and inundated area to risks and benefits to key indicators of the ecosystem. This refined integrated approach to the management of regulated river systems may become critical in the future where water resources are projected to further decline under a changing climate.

Abstract:When freshwater resources become scarce there is a trade-off between human resource demands and environmental sustainability. The cost of conserving freshwater ecosystems can potentially be reduced by implementing institutional reforms that endow environmental water managers with a permanent water entitlement and the capacity to store, trade and release water. Australia's Murray Darling Basin Plan (MDBP) includes one of the world's most ambitious programs to recover water for the environment, supported by institutional reforms that allow environmental water managers to operate in water markets. One of the anticipated benefits of the Plan is to improve the health of flood-dependent forests, which are among the most endangered ecosystems globally because of river regulation and land clearance. However, periodic flooding to conserve floodplain ecosystems in the MDB creates losses to riparian landowners such as damage to fencing and temporary loss of access to flooded land. To reduce these losses reservoir operators restrict daily water release volumes. Using a model of optimal water management in Australia's southern MDB we estimate that current reservoir operating restrictions will substantially reduce the ecological benefits of investments made to recover water for the environment. The reduction in benefits is largest if floodplain forests decline rapidly without periodic inundation. In the latter circumstances, ecological losses cannot significantly be reduced by allowing environmental water managers to operate in water markets. Our findings demonstrate that the recovery of large volumes of water for environmental purposes and water market reforms are insufficient for conserving flood-dependent ecosystems without coordination and cooperation among multiple stakeholders responsible for water and land management.

Abstract:Summary 1. A common goal of many environmental flow regimes is to maintain and/or enhance the river’s native fish community by increasing the occurrence of successful spawning and recruitment events. However, our understanding of the flow requirements of the early life history of fish is often limited, and hence predicting their response to specific managed flow events is difficult. To overcome this uncertainty requires the use of adaptive management principles in the design, implementation, monitoring and adjustment of environmental flow regimes. 2. The Barmah‐Millewa Forest, a large river red gum forest on the Murray River floodplain, south‐east Australia, contains a wide variety of ephemeral and permanent aquatic habitats suitable for fish. Flow regulation of the Murray River has significantly altered the natural flood regime of the Forest. In an attempt to alleviate some of the effects of river regulation, the Forest’s water regime is highly managed using a variety of flow control structures and also receives targeted Environmental Water Allocations (EWA). In 2005, the largest environmental flow allocated to date in Australia was delivered at the Forest. 3. This study describes the adaptive management approach employed during the delivery of the 2005 EWA, which successfully achieved multiple ecological goals including enhanced native fish spawning and recruitment. Intensive monitoring of fish spawning and recruitment provided invaluable real‐time and ongoing management input for optimising the delivery of environmental water to maximise ecological benefits at Barmah‐Millewa Forest and other similar wetlands in the Murray‐Darling Basin. 4. We discuss possible scenarios for the future application of environmental water and the need for environmental flow events and regimes to be conducted as rigorous, large‐scale experiments within an adaptive management framework.

Abstract:The extent and timing of many river ecosystem functions is controlled by the interplay of streamflow dynamics with the river corridor shape and structure. However, most river management studies evaluate the role of either flow or form without regard to their dynamic interactions. This study develops an integrated modelling approach to assess changes in ecosystem functions resulting from different river flow and form configurations. Moreover, it investigates the role of temporal variability in such flow–form–function trade‐offs. The use of synthetic, archetypal channel forms in lieu of high‐resolution topographic data reduces time and financial requirements, overcomes site‐specific topographic features, and allows for evaluation of any morphological structure of interest. In an application to California's Mediterranean‐montane streams, the interacting roles of channel form, water year type, and hydrologic impairment were evaluated across a suite of ecosystem functions related to hydrogeomorphic processes and aquatic habitat. Channel form acted as the dominant control on hydrogeomorphic processes, whereas water year type controlled salmonid habitat functions. Streamflow alteration for hydropower increased redd dewatering risk and altered aquatic habitat availability. Study results highlight critical trade‐offs in ecosystem function performance and emphasize the significance of spatio‐temporal diversity of flow and form at multiple scales for maintaining river ecosystem integrity. The proposed approach is broadly applicable and extensible to other systems and ecosystem functions, where findings can be used to inform river management and design testing.

Australia's environmental flow initiative: filling some knowledge gaps and exposing others

Abstract:Many of Australia's river systems have been seriously degraded by inappropriate management of regulated flows. Other systems are facing threats from future water resources developments. There is a lack of information available to aid in allocation of environmental flows to rivers in order that they are managed in an ecologically sustainable manner. The Environmental Flows Initiative (EFI) is a major Australia-wide R&D program into environmental flows, funded through the Natural Heritage Trust (NHT), and administered by Environment Australia (EA). The program aims to identify environmental values, undertake targeted research to identify risks to river systems and flow requirements to sustain environmental values, to trial flow management options, and to evaluate these trials. The NHT relies on matching funding provided by the State and Territory authorities, and supports integrative approaches with emphasis on works on-the-ground where possible. While the EFI will close significant knowledge gaps, other gaps remain. Some of these relate to development and validation of rapid assessment techniques, understanding the importance of flow variability and how to define it, manipulation of flows to control alien species, developing a system of prioritising rivers for environmental flows, and enhancing flows with other catchment, channel and floodplain rehabilitation measures.

Abstract:There is a global need for management of river flows to be informed by science to protect and restore biodiversity and ecological function while maintaining water supply for human needs. However, a lack of data at large scales presents a substantial challenge to developing a scientifically robust approach to flow management that can be applied at a basin and valley scale. In most large systems, only a small number of aquatic ecosystems have been well enough studied to reliably describe their environmental water requirements. The umbrella environmental asset (UEA) approach uses environmental water requirements developed for information‐rich areas to represent the water requirements of a broader river reach or valley. We illustrate this approach in the Murray–Darling Basin (MDB) in eastern Australia, which was recently subject to a substantial revision of water management arrangements. The MDB is more than 1 million km2 with 18 main river valleys and many thousands of aquatic ecosystems. Detailed eco‐hydrologic assessments of environmental water requirements that focused on the overbank, bankfull and fresh components of the flow regime were undertaken at a total of 24 UEA sites across the MDB. Flow needs (e.g. flow magnitude, duration, frequency and timing) were established for each UEA to meet the needs of key ecosystem components (e.g. vegetation, birds and fish). Those flow needs were then combined with other analyses to determine sustainable diversion limits across the basin. The UEA approach to identifying environmental water requirements is a robust, science‐based and fit‐for‐purpose approach to determining water requirements for large river basins in the absence of complete ecological knowledge. © 2015 The Authors. Abstract:The Murray–Darling Basin in south‐eastern Australia contains over 70,000 km2 of wetlands and floodplains, many of which are in poor condition. In response, Australian governments have committed to a major restoration program, the Murray–Darling Basin Plan that includes management of 2,750 Gl of environmental water to protect and restore aquatic ecosystems. The restoration is being undertaken within an adaptive management framework that includes monitoring the outcomes of environmental flows in seven river valleys. This paper provides an overview of the 5‐year monitoring project and some preliminary results. Monitoring design considered the Basin Plan's environmental objectives, conceptual models of ecosystem responses to flow, and an outcomes framework linking flow responses to the environmental objectives. Monitoring indicators includes ecosystem type, vegetation, river metabolism, and fish. Responses are evaluated to identify the contribution of environmental flows to Basin Plan environmental objectives and continual improvements in management. The program is unique in that it seeks to monitor long‐term outcomes of environmental flows at the river basin scale. Despite many challenges, the monitoring has become a key part of the adaptive management of environmental flows in the Murray–Darling Basin.

Optimising environmental watering of floodplain wetlands for fish

Abstract:Summary Flow alteration has reduced connectivity between many of the world's rivers and their floodplains, causing changes in riverine productivity and the isolation of floodplain wetlands. Environmental water is being increasingly used to help restore wetland habitats and their biota, including fish. However, some of these managed deliveries of water occur into discrete wetlands via artificial structures or at unseasonal times and may not deliver the expected gains in fish production. In the Murray River, south‐eastern Australia, we examined the relationship between attributes of watering and fish production (species‐specific recruitment, total abundance), at two time intervals: short term (6–8 weeks after watering) and at the end of the spawning season (April) for 26 discrete watering events. The study also recognised the importance of habitat in mediating fish responses to watering and examined whether fish abundance after environmental water delivery is better predicted by attributes of watering or wetland characteristics? We found that attributes of watering, including water source, its method of delivery and timing, best described fish recruitment (0+ abundance) and total fish abundance. Managers of environmental water may be able to optimise fish recruitment and abundance if they source their water from the river and deliver it during the spawning period of the target species via means that facilitate fish passage.

Organizing Environmental Flow Frameworks to Meet Hydropower Mitigation Needs

Abstract:The global recognition of the importance of natural flow regimes to sustain the ecological integrity of river systems has led to increased societal pressure on the hydropower industry to change plant operations to improve downstream aquatic ecosystems. However, a complete reinstatement of natural flow regimes is often unrealistic when balancing water needs for ecosystems, energy production, and other human uses. Thus, stakeholders must identify a prioritized subset of flow prescriptions that meet ecological objectives in light of realistic constraints. Yet, isolating aspects of flow regimes to restore downstream of hydropower facilities is among the greatest challenges of environmental flow science due, in part, to the sheer volume of available environmental flow tools in conjunction with complex negotiation-based regulatory procedures. Herein, we propose an organizational framework that structures information and existing flow paradigms into a staged process that assists stakeholders in implementing environmental flows for hydropower facilities. The framework identifies areas where regulations fall short of the needed scientific process, and provide suggestions for stakeholders to ameliorate those situations through advanced preparation. We highlight the strengths of existing flow paradigms in their application to hydropower settings and suggest when and where tools are most applicable. Our suggested framework increases the effectiveness and efficiency of the e-flow implementation process by rapidly establishing a knowledge base and decreasing uncertainty so more time can be devoted to filling knowledge gaps. Lastly, the framework provides the structure for a coordinated research agenda to further the science of environmental flows related to hydropower environments.
Considering ecological flow in multi-objective operation of cascade reservoir systems under climate variability with different hydrological periods

Abstract:The trade-off between ecological and socioeconomic benefits in the reservoir operation has become a focus issue in the watershed water resource management. However, finding a suitable reservoir ecological operation scheme in the multi-objective cascade reservoir systems remains unclear. At present, most ecological operation models are designed on the basis of water quantity balance, neglecting the dynamic variability of the hydrological process. This study proposed a multi-objective ecological operation system, which coupled a two-dimensional hydrodynamic model with a rainfall-runoff model, and integrated the ecological operation scheme into the hydrodynamic simulation system considering ecological flow. Moreover, the applicability of the operation scheme under climate variability with different hydrological periods was evaluated. Results indicated that multi-reservoir joint operation had the largest effect in normal years; the variation in the monthly hydrological magnitude, extreme events and their duration, temporal change and frequency of streamflow were significantly reduced after reservoir ecological operation. The SAM0-UNICON model performed better than the two other climate models, the ecological deficit (ED) under the Representative Concentration Pathway (RCP) 8.5 climate change scenario was larger than other scenarios with different operation schemes. Future climate change will have a larger impact on discharge change in the wet season than in other hydrological periods. This study emphasises the comprehensive application of the hydrological and hydrodynamic methods, which is of considerable importance for decision-making in basin water resource management and reservoir regulation.

Abstract:Channelization and embankment of rivers has led to major ecological degradation of aquatic habitats worldwide. River restoration can be used to restore favourable hydrological conditions for target species or processes. However, the effects of river restoration on hydraulic and hydrological processes are complex and are often difficult to determine because of the long‐term monitoring required before and after restoration works. Our study is based on rarely available, detailed pre‐restoration and post‐restoration hydrological data collected from a wet grassland meadow in Norfolk, UK, and provides important insights into the hydrological effects of river restoration. Groundwater hydrology and climate were monitored from 2007 to 2010. Based on our data, we developed coupled hydrological/hydraulic models of pre‐embankment and post‐embankment conditions using the MIKE‐SHE/MIKE 11 system. Simulated groundwater levels compared well with observed groundwater. Removal of the river embankments resulted in widespread floodplain inundation at high river flows (>1.7 m3 s−1) and frequent localized flooding at the river edge during smaller events (>0.6 m3 s−1). Subsequently, groundwater levels were higher and subsurface storage was greater. The restoration had a moderate effect on flood peak attenuation and improved free drainage to the river. Our results suggest that embankment removal can increase river–floodplain hydrological connectivity to form a more natural wetland ecotone, driven by frequent localized flood disturbance. This has important implications for the planning and management of river restoration projects that aim to enhance floodwater storage, floodplain species composition and biogeochemical cycling of nutrients. © 2016 The Authors. Abstract:Environmental flows (e‐flows) assessments are a powerful mechanism for enhancing and conserving the ecosystem goods and services rivers provide while allocating water to essential human use. There is a paucity of e‐flows assessments and implementation in water scarce regions such as the Middle East, where limited freshwater resources are under extreme pressure. We conducted a first e‐flows assessment of the Mujib River, a vitally important freshwater resource for biodiversity and people in Jordan. We employed a holistic approach based on the building block method (BBM), using expert knowledge, assessment and integration of the hydrology, hydraulics, fish, macroinvertebrates, vegetation, habitat integrity and benthic diatoms of the Mujib River to perform an e‐flows determination. Several significant threats to its ecology and fresh water supply were identified. The most significant was the absence of flooding and abstraction associated with upstream impoundments, as well as reliance on over‐exploited and severely pressured groundwater‐maintained flows. Overall, this paper presents the first e‐flows assessment for the Mujib River in Jordan, a vital step towards improved water resource monitoring and management in water scarce regions, and serves to highlight the urgent global need for e‐flows to preserve our critical freshwater systems.

Integrated Approach to Mekong River Flow Modeling: Data Gaps and Climate Trends

Abstract:The transboundary Mekong River, spanning approximately 4800 km with numerous tributaries and floodplains, serves as a vital resource for power generation, fisheries, and agriculture. Despite its significance, the river's productivity faces disruption due to inadequate cooperation among riparian countries regarding data sharing, the uneven distribution of gauging stations, and data gaps for many parts of the river length. This disparity poses challenges in accurately modeling the river's natural runoff, flow characteristics, and the flooded area, navigating through mountainous and relatively flat terrains. To address this, we have developed an integrated modeling framework comprising a physically-based hydrological model and a hydrodynamic model. For 2500 km of the Mekong River’s mainstream, a highly accurate hydrodynamic model was developed. The produced velocity, water level, and discharge data were compared with gauging stations with continuous data records, showing high accuracy with NSE exceeding 0.93. Additionally, a point-by-point comparison of the yielded water level and discharge data by the hydrodynamic model was conducted with the low-resolution recorded data for stations lacking continuous time series data. Results indicated a high accuracy with an average NSE greater than 0.91, demonstrating the model's precision in capturing the dynamic behavior of the Mekong River. The hydrodynamic model's results were then used to fill data gaps in stations with significant data deficiencies, allowing the production of reliable data and sufficient gauging network distribution for the entire basin. These datasets, combined with recorded gauging data, served as the calibration stations for the developed physically-based hydrological model. This calibration aimed to assess the impacts of climate change on natural runoff, encompassing not only the mainstream but also tributaries and lake floodplains of the Mekong River. Findings revealed a discernible declining trend in natural runoff within the Mekong River over the specified four-decade period. This enhanced modeling capability is particularly crucial for accurately simulating dynamic river flows with insufficient continuous data. Our comprehensive approach contributes to a more precise understanding of the Mekong River's complex hydrological dynamics, supporting informed decision-making for sustainable resource management.

Abstract:Abstract We explore the social, ecological, economic, and technical dimensions of sustainable river infrastructure development and the potential benefits of coordinating decisions such as dam removal and stream crossing improvement. Dam removal is common practice for restoring river habitat connectivity and ecosystem health. However, stream crossings such as culverts are often 15 times more abundant than dams and may pose similar ecological impacts. Using multi-objective optimization for a model system of 6100 dams and culverts in Maine, USA, we demonstrate substantial benefit-cost improvements provided by coordinating habitat connectivity decisions. Benefit-cost efficiency improves by two orders of magnitude when coordinating more decisions across wider areas, but this approach may cause inequitable resource distribution. Culvert upgrades improve roadway safety and habitat connectivity, creating cost-effective opportunities for coordinating and cost-sharing projects between conservationists and safety managers. Benefit-cost trends indicate significant overlaps in habitat and safety goals, encouraging flexible stakeholder collaborations and cost-sharing strategies.

Abstract:Worldwide, urban rivers suffer various degrees of ecological degradation. Rehabilitating heavily modified urban rivers requires holistic approaches, including environmental flow management. We examine the case of Lower Yongding River, Beijing’s mother river, which had dried up since the 1980s and is undergoing a flow replenishment experiment, receiving 342 million m3 of water during 2019–2020 for ecosystem enhancement. Considering the massive cost of replenishment, we address the urgent need to evaluate its outcomes and inform future management through an interdisciplinary modeling approach under the circumstance of severe data shortage. We simulated the study reach’s landscape evolution under five flow scenarios and assessed their ecological effects using the CAESAR-Lisflood model and habitat suitability index method. Despite overall minor morphological differences across scenarios, individual reaches presented pronounced physical changes. Higher-flow scenarios shaped a distinct channel in certain reaches, but historic channel modifications by mining and farming caused minimal responses in others. Additionally, higher-flow scenarios generally created larger and more evenly distributed habitat areas but showed a low payback given the higher flow volumes needed. Targeted channel-floodplain geomorphological restoration is essential for flows to generate desired ecological outcomes. The demonstrated modeling framework offers great promise, informing future rehabilitation actions for heavily modified urban streams.

Abstract:Cities are complex systems characterised by interdependencies among infrastructural, economic, social, ecological, and human elements. Urban surface water flooding poses a significant challenge due to climate change, population growth, and ageing infrastructure, often resulting in substantial economic losses and social disruption. Traditional hydrological modelling approaches for flood risk management, while providing invaluable support in the analysis of hydrological dynamics of floods, lacks an understanding of the complex interplay between hydrological and non-hydrological (i.e., social, environmental, economic) aspects in an urban system, hindering effective flood risk management strategies. In this context, socio-hydrological modelling methods offer a complementary perspective to traditional hydrological models by integrating hydrological and social processes, thereby enhancing the understanding of the complex interactions driving flood resilience. The present work proposes a participatory socio-hydrological modelling approach based on System Dynamics (SD) to quantitatively analyse the interactions and feedback between flood risk and different aspects of the urban system. By combining scientific expertise with stakeholder knowledge, the modelling approach aims to provide decision-makers with a comprehensive understanding of flood dynamics and the effectiveness of resilience-building measures. Furthermore, the role of Blue-Green Infrastructure (BGI) in enhancing urban flood resilience, considering its interplay with grey infrastructure and interactions with various sub-systems, is explored. The results reveal i) the contribution of SD quantitative modelling in supporting the analysis of interactions between flood risk reduction measures and different sub-systems thus offering decision-makers actionable insights into the multifaceted nature of flood risk and resilience; ii) the added value provided by the combination of scientific and stakeholder knowledge in tailoring the model to the case study, quantifying socio-hydrological modelling dynamics limitedly explored in the scientific literature and supporting the selection of measures for increasing flood resilience; iii) the ability of BGI to provide not only hydrological benefits (mainly about the reduction of surface runoff) but also multiple social and environmental benefits (i.e., the co-benefits), especially when coupled with well-functioning grey infrastructure. Reference is made to one of the case studies of the CUSSH and CAMELLIA projects, namely Thamesmead (London, United Kingdom), a formerly inhospitable marshland currently undergoing a process of urban regeneration, with an increasing vulnerability to flooding.

Abstract:BACKGROUND Beans are rich and inexpensive sources of proteins and carbohydrates around the world, but particularly in developing countries. However, many legume varieties are still underutilized. In this study, physical characteristics of the seeds of three Phaseolus lunatus cultivars were characterized. Also, the chemical composition and starch digestibility in the cooked beans were assessed. RESULTS 'Comba floja' variety exhibited the highest thousand-kernel weight whereas the lowest was found in 'comba violenta'. This agrees with seed dimensions: 'comba floja' had the Longest seeds (16.36 mm) and 'comba violenta' the shortest ones (13.98 mm). All samples exhibited high protein content, but levels in 'comba blanca' variety (216 g kg(-1)) were lower than the in other two cultivars. Total starch (370-380 g kg(-1)) and potentially available starch content (330-340 g kg(-1)) were similar in the three varieties. Resistant starch level in the cooked seeds ranged between 38 and 45 g kg(-1). Low enzymatic hydrolysis indices (HI) were recorded (30.2-35%), indicating a low digestion rate for Phaseolus lunatus starch. HI-based predicted glycemic indices ranged between 34% and 39%, which suggests a 'slow carbohydrate' feature for this legume. CONCLUSION Phaseolus lunatus beans appear to be a good source of protein and slow-release carbohydrates with potential benefits for human health. Copyright © 2007 Society of Chemical Industry.
