Abstract:The Murray-Darling River system is perhaps Australia's most important, with significant social, cultural and environmental values including 16 Ramsar listed wetlands. The MDB is home to 2.6 million people and produces about $24 billion worth in agricultural production each year (about one-third of total value for Australia). Hydrologic issues, typified by water availability and quality, have existed for many years, peaking during the Millennium drought from 1997 to 2010. Competing interests (i.e. irrigation, tourism, environmental heath), and the declining flows and water quality during droughts, led governments and water management agencies to consider the risks to water resources in the system in the early-mid 2000s. This paper reviews changes to risks associated with forest dynamics, as identified by - afforestation and bushfire – and considers new issues that have emerged since that analysis. It was found that the potential impacts of bushfire on stream flows were over-estimated in past studies, and that a planned significant afforestation expansion into agricultural and grazing land that was projected to reduce stream flows did not occur. While these two risks now do not seem likely to have significant future impacts on flows, or consequent effects on downstream users, the interaction of elevated CO 2 and increasing temperatures on vegetation functioning and subsequent hydrologic consequences at catchment scale require further research and analysis. Reduced rainfall and increased temperatures under future climate change are likely to have an impact on inputs and flows. Uncertainties in how these changes, and feedbacks between climate, drought, more frequent fire and vegetation responses, impact on system hydrology also require further investigation.

Abstract:Abstract The Murray-Darling Basin (MDB) is Australia’s major agricultural region. The southern MDB receives most of its annual catchment runoff during the cool season (April–September). Focusing on the Murrumbidgee River measurements at Wagga Wagga and further downstream at Hay, cool season river heights are available year to year. The 27-year period April–September Hay and Wagga Wagga river heights exhibit decreases between 1965 and 1991 and 1992–2018 not matched by declining April-September catchment rainfall. However, permutation tests of means and variances of late autumn (April–May) dam catchment precipitation and net inflows, produced p-values indicating a highly significant decline since the early 1990s. Consequently, dry catchments in late autumn, even with average cool season rainfall, have reduced dam inflows and decreased river heights downstream from Wagga Wagga, before water extraction for irrigation. It is concluded that lower April–September mean river heights at Wagga Wagga and decreased river height variability at Hay, since the mid-1990s, are due to combined lower April–May catchment precipitation and increased mean temperatures. Machine learning attribute detection revealed the southern MDB drivers as the southern annular mode (SAM), inter-decadal Pacific oscillation (IPO), Indian Ocean dipole (IOD) and global sea-surface temperature (GlobalSST). Continued catchment drying and warming will drastically reduce future water availability.

Abstract:Although intermittent and ephemeral rivers lack surface flow for part of the year, they provide vital refuges for biota in otherwise dry semi-arid and arid landscapes. The hydrology of many such rivers has been altered due to river regulation and climate change. Environmental flows can be delivered to address the negative impacts of regulated flows, however there is limited knowledge of how dry ephemeral ecosystems respond following environmental flows. This study examined changes in water quality of the ephemeral Thule Creek in the southern Murray-Darling Basin, Australia, following delivery of environmental water from an irrigation canal. We also examined how the environmental flow influenced water quality of Wakool River that receives inflows from Thule Creek. Six sites in Thule Creek, three in Wakool River, and one in Yarraman irrigation channel (source water) were monitored for dissolved organic carbon (DOC), nutrients and dissolved oxygen (DO) once per week over 15 weeks from October 2019 to January 2020. The environmental flow resulted in high DOC concentrations (4.4–76 mg/L). Although low DO levels at sites in Thule Creek were recorded on some dates below the threshold for fish stress ( 10 mg/L, total phosphorus up to 94 μg/L, total nitrogen up to 1,125 μg/L) was detected in the Wakool River downstream of Thule Creek confluence compared to the Wakool River upstream of Thule Creek confluence (DOC 6.6 mg/L, total phosphorus up to 64 μg/L, total nitrogen up to 805 μg/L) during the period when the environmental flow in Thule Creek was connected with the Wakool River. This research provides an example of how irrigation canal networks can be used to deliver environmental water to an ephemeral river to maintain refuges and contribute to the productivity of a receiving river further downstream. Careful management of the timing, volume and duration of environmental flows in arid or semi-arid landscapes is needed to avoid the development of poor water quality during, or following, the delivery of environmental water.

Abstract:Water resources for irrigation in the Murray–Darling Basin have been heavily over-allocated, with major detrimental effects on wetlands and rivers. The Murray–Darling Basin Plan is intended to return water from irrigated agriculture to the environment but requires comprehensive, accurate water accounting to achieve this objective. Floodplain harvesting – the diversion and storage of overland flows into on-farm dams – is widely practised by irrigators in the northern Basin. By reducing volumes of river flows, floodplain harvesting has negative effects on downstream water users and the environment. The volume of diversions is not known, creating a major source of uncertainty over water availability and use. We focussed on floodplain harvesting in northern New South Wales (NSW) catchments (Border Rivers, Gwydir, Namoi, Macquarie and Barwon-Darling) because the NSW government is attempting to licence and regulate the practice. We found in 2019–20 there were 1,833 storages in these catchments with a total surface area of 42,650 ha. Storage capacity has risen from 557 GL in 1993–94 to 1,067 in 1999–2000, 1,225 in 2008–09 to 1,393 GL in 2019–20, a 2.5-fold increase in 26 years. We estimated mean annual floodplain harvesting take (2004–2020) in northern NSW was 778 GL (range 632–926 GL). For context, this volume represents half of the mean volume of held environmental water released annually for the entire Basin between 2009–10 and 2018–19 (1,576 GL) and six times that for the northern NSW Basin (125 GL). The volume of take from floodplain harvesting is not sustainable and in breach of legislation on water use and management. We discuss the negative impacts of floodplain harvesting on downstream communities and flow-dependent ecosystems and their social justice implications.

Abstract:Summary 1. A common goal of many environmental flow regimes is to maintain and/or enhance the river’s native fish community by increasing the occurrence of successful spawning and recruitment events. However, our understanding of the flow requirements of the early life history of fish is often limited, and hence predicting their response to specific managed flow events is difficult. To overcome this uncertainty requires the use of adaptive management principles in the design, implementation, monitoring and adjustment of environmental flow regimes. 2. The Barmah‐Millewa Forest, a large river red gum forest on the Murray River floodplain, south‐east Australia, contains a wide variety of ephemeral and permanent aquatic habitats suitable for fish. Flow regulation of the Murray River has significantly altered the natural flood regime of the Forest. In an attempt to alleviate some of the effects of river regulation, the Forest’s water regime is highly managed using a variety of flow control structures and also receives targeted Environmental Water Allocations (EWA). In 2005, the largest environmental flow allocated to date in Australia was delivered at the Forest. 3. This study describes the adaptive management approach employed during the delivery of the 2005 EWA, which successfully achieved multiple ecological goals including enhanced native fish spawning and recruitment. Intensive monitoring of fish spawning and recruitment provided invaluable real‐time and ongoing management input for optimising the delivery of environmental water to maximise ecological benefits at Barmah‐Millewa Forest and other similar wetlands in the Murray‐Darling Basin. 4. We discuss possible scenarios for the future application of environmental water and the need for environmental flow events and regimes to be conducted as rigorous, large‐scale experiments within an adaptive management framework.

Abstract:Worldwide, floodplains have been alienated from river channels for flood protection and water resource development, but several recent programs have restored connectivity, generating considerable ecological and , socio-economic benefits. In Australia, under the Murray-Darling Basin Plan, water purchased from irrigators is used to restore wetlands. Maximising ecological benefits with limited water requires constraints relaxation, whereby high flow volumes for ecologically effective floods are released from headwater dams and allowed to flood public and private land en route to wetlands downstream, requiring infrastructure works and rights to inundate private land. We examined five focal areas in the Basin Constraints Management Strategy to determine ecosystem services benefits generated by floods on land between dams and target wetlands We found multiple examples where significant co-benefits could be realised but had not been identified. Accordingly, the assessment of costs and benefits was primarily focussed on costs. We categorised ecosystem services for each focal area as of low, medium or high importance andassigned monetary values where possible. Regulating and cultural services, rather than provisioning services, ranked highest across all focus areas, including groundwater recharge, regulation of riparian habitat quality, aesthetic appreciation, recreation and tourism, Indigenous and community values. The business cases seek to maximise costs and thus the transfer of public funds in compensation to landholders. However, there are important public policy considerations of equity, accountability and transparency, including proof of damage prior to compensation, as well as offsetting losses against ecosystem services benefits. We consider that an ecosystem services approach could greatly improve acceptance of constraints relaxation amongst landholders and the development of novel policy options and instruments that can help advance the implementation of the Basin Plan.
Continental impacts of water development on waterbirds, contrasting two Australian river basins: Global implications for sustainable water use

Abstract:The world's freshwater biotas are declining in diversity, range and abundance, more than in other realms, with human appropriation of water. Despite considerable data on the distribution of dams and their hydrological effects on river systems, there are few expansive and long analyses of impacts on freshwater biota. We investigated trends in waterbird communities over 32 years, (1983-2014), at three spatial scales in two similarly sized large river basins, with contrasting levels of water resource development, representing almost a third (29%) of Australia: the Murray-Darling Basin and the Lake Eyre Basin. The Murray-Darling Basin is Australia's most developed river basin (240 dams storing 29,893 GL) while the Lake Eyre Basin is one of the less developed basins (1 dam storing 14 GL). We compared the long-term responses of waterbird communities in the two river basins at river basin, catchment and major wetland scales. Waterbird abundances were strongly related to river flows and rainfall. For the developed Murray-Darling Basin, we identified significant long-term declines in total abundances, functional response groups (e.g., piscivores) and individual species of waterbird (n = 50), associated with reductions in cumulative annual flow. These trends indicated ecosystem level changes. Contrastingly, we found no evidence of waterbird declines in the undeveloped Lake Eyre Basin. We also modelled the effects of the Australian Government buying up water rights and returning these to the riverine environment, at a substantial cost (>3.1 AUD billion) which were projected to partly (18% improvement) restore waterbird abundances, but projected climate change effects could reduce these benefits considerably to only a 1% or 4% improvement, with respective annual recovery of environmental flows of 2,800 GL or 3,200 GL. Our unique large temporal and spatial scale analyses demonstrated severe long-term ecological impact of water resource development on prominent freshwater animals, with implications for global management of water resources.

Abstract:River regulation is a key threat to amphibian communities that continue to face global declines. Prior work in regulated river catchments has indicated that wetland inundation from connecting river flows supports breeding in some frog species more than others. Our aim was to identify flow metrics influencing breeding and recruitment success in flow-dependent frogs, to derive flow–ecology relationships. We conducted repeat surveys of frog communities between 2015 and 2020 across two important wetlands in the northern Murray–Darling Basin, Australia. Using random forest analyses, we investigated the influence of 22 explanatory variables on breeding activity and success. Inundation extent was the most important driver of calling activity by flow-dependent species (increasing breeding attempts), whereas the volume of river flows in the preceding months was most important for increasing breeding success. Two key features of the flow pulse are linked to breeding success for amphibians in floodplain wetland systems: (1) the size of the pulse as it relates to area of wetland inundated; and (2) the duration of connecting flows as a measure of wetland duration. By establishing amphibian flow–ecology relationships, these species can be included in governmental environmental water objectives and management.

Constraining organic matter composition and dynamics as a dominant driver of hypoxic blackwater risk during river Murray floodplain inundation

Abstract:The ecology of floodplain ecosystems evolved according to the historical frequency and extent of inundation. In many dryland rivers, inundation frequency has reduced due to regulation, competition for water resources and climate change. In some rivers infrastructure has been constructed to enable temporary rises in water level and more frequent floodplain inundation, delivering environmental water to ecosystems that are dependent on surface water. During such events, the release of dissolved organic carbon (DOC) from inundated plant material may result in depletion of dissolved oxygen (DO). If the rate of DO depletion exceeds re‐aeration, hypoxic conditions can occur. Models have been developed to represent these processes, however, there is a wide range of chemical and biological interactions, and hence model parameters, involved. The aim of this research was: (1) identify the dominant parameters through sensitivity analysis, (2) design and implement a field monitoring program to quantify the inherent variability in those parameters, and (3) translate that input variability into the modelled DO, ultimately to support risk management decisions when planning delivery of environmental water. The results indicated that the mass of organic matter on a floodplain had the greatest impact on the modelled DO concentrations. Based on the field monitoring results, the steady state load of organic matter, that is, when the accumulation and decay rates are equal, was estimated, and vegetation mapping used to apply the field monitoring results across the floodplain for a 206 km reach of river of the River Murray, Australia. The model results from multiple, cumulative, operations identified one particular high‐risk operational site. The results are useful to prioritize monitoring effort to focus on the most sensitive model parameters and indicate that the likelihood of hypoxic conditions can be reduced through slower rates of inundation and timing events to coincide with periods with lower water temperature. The methodology developed can be transferred to other sites where hypoxic conditions are a potential outcome associated with delivery of environmental water. Sensitivity analysis, field monitoring and uncertainty analysis has translated the variability in key inputs through to risk of hypoxic blackwater events associated with managed floodplain inundation. The load of readily degradable organic material on the floodplain had the largest impact on simulated dissolved oxygen, and the rate of accumulation of this material was quantified for different vegetation types. With this information, the predictive modelling provides a tool to minimize the risk of hypoxic blackwater events during managed floodplain inundation.

Impacts of River Regulation on Flooding in a Sub-tropical River in Western Australia

Abstract:River regulation and operating practices for irrigation have led to major changes to the pattern of river flow in the Ord River. The characteristics of the major reservoir on the Ord River have resulted in a significant reduction in flood peaks in the lower Ord River. The Ord River has been the scene of much change over the last three decades as a result of the construction of a diversion dam around which the town of Kununurra has grown and the large Ord River Dam approximately 50 kilometres upstream of the town. These dams have allowed for the development of a major irrigation scheme around Kununurra. The Ord River currently has a mean annual discharge of 2,500 GL, compared to 4,000 GL pre-regulation. The observed floods on the Ord River prior to river regulation were comparable with observed peak floods worldwide. This propensity for large floods on the Ord River has implications on dam safety work and also impacts on the wetlands of the downstream floodplain. The impact of the developments on the Ord River on the extent y d duration of design floods in the lower Ord River were compared to estimates of the natural (pre-dam) floodsusing a Mike 11 hydro-dynamic model of the area downstream of Kununurra Diversion Dam. The modelling has shown the changing dynamics of flooding on the lower Ord River floodplain.

Abstract:Flow in an ephemeral subtropical stream is highly dependent on groundwater levels, which are affected by irrigation for horticulture, and groundwater levels are also affected by El Niño and La Niña cycles. A large upstream dam reduces variability in particulate nutrient and sediment concentrations in a perennial river system below the dam. In‐stream processing of nitrogen in the perennial stream depends on water residence times, which are impacted by dam releases. Stream hydrology and water quality are highly interconnected and impacted by climate, land use and geology. We examined this connection using monitoring data from 2000 to 2019 for two streams with contrasting hydrological regimes—intermittent and regulated perennial—in subtropical Queensland, Australia. Our main objective was to evaluate relationships between groundwater levels, climate and flow regulation on the hydrology and water quality of an intermittent and a regulated subtropical stream. In intermittently flowing Lockyer Creek, flow was highly dependent on groundwater levels and occurred when the aquifer was recharged to elevations exceeding the upper 90‐percentile value. With 9.4% of the catchment area in irrigated horticulture, flow in Lockyer Creek was also likely to be reduced by drawdown of the aquifer for irrigation, with no flow for 30% to 81% of days over the observation period for stations in Lockyer Creek. In contrast, flow in the mid‐Brisbane River was continuous, regulated by discharge from a large upstream dam. Nutrient and suspended sediment concentrations in Lockyer Creek were generally higher than in the mid‐Brisbane River, likely associated with runoff from agricultural areas adjacent to the stream, while the upstream dam likely reduced the concentration and variability of nutrients and suspended sediment in the mid‐Brisbane River. Abstract:Using turf mats, we determined sediment and seed deposition from 11 flow events of varying magnitudes in a heavily regulated river. Environmental flows delivered large amounts of sediment and diverse seed assemblages to in‐channel geomorphic features, potentially driving channel and vegetation restoration. Environmental flows are commonly provided in regulated rivers to maintain and restore riverine environments, including riverbank vegetation. Given the expense and political sensitivity of providing water for the environment, greater certainty regarding the expected benefits of environmental flows is required. We assessed the role of managed flows (for both environmental and consumptive purposes) in delivering sediment and plant propagules to facilitate riverbank recovery. Using artificial turf mats, we determined sediment and seed deposition from 11 flow events over 3 years of varying magnitudes, durations and timing in a heavily regulated lowland river in south‐east Australia. At three sites on the Goulburn River, Victoria, mats were placed on different geomorphic features along an elevation gradient (bars, benches, banks and ledges) before a flow event, and the sediment deposited during the event was analysed and assessed for seedling emergence. A total of 401 kg of sediment and 110 980 seeds were sampled. Mats that were inundated via managed flow releases had an order of magnitude more sediment, and around twice the richness of seed taxa, than mats that were not inundated. More sediment and seed taxa were deposited on low‐lying bars than on more elevated features, while seed composition but not abundance varied across features. A longer duration of inundation was associated with the deposition of more sediment, but not seed taxa or abundance. Unexpectedly, there was no evidence that managed flows delivered less sediment and seeds compared with unregulated tributary inflows. Our findings suggest that in regulated rivers, environmental flows are likely to be critical for providing the sediment and seed necessary to restore geomorphic conditions and promote plant recruitment. Longer flow durations are likely to provide more sediment, while high‐flow events may be particularly important for promoting diverse native riparian plant communities across the full range of in‐channel geomorphic features.

Abstract:When freshwater resources become scarce there is a trade-off between human resource demands and environmental sustainability. The cost of conserving freshwater ecosystems can potentially be reduced by implementing institutional reforms that endow environmental water managers with a permanent water entitlement and the capacity to store, trade and release water. Australia's Murray Darling Basin Plan (MDBP) includes one of the world's most ambitious programs to recover water for the environment, supported by institutional reforms that allow environmental water managers to operate in water markets. One of the anticipated benefits of the Plan is to improve the health of flood-dependent forests, which are among the most endangered ecosystems globally because of river regulation and land clearance. However, periodic flooding to conserve floodplain ecosystems in the MDB creates losses to riparian landowners such as damage to fencing and temporary loss of access to flooded land. To reduce these losses reservoir operators restrict daily water release volumes. Using a model of optimal water management in Australia's southern MDB we estimate that current reservoir operating restrictions will substantially reduce the ecological benefits of investments made to recover water for the environment. The reduction in benefits is largest if floodplain forests decline rapidly without periodic inundation. In the latter circumstances, ecological losses cannot significantly be reduced by allowing environmental water managers to operate in water markets. Our findings demonstrate that the recovery of large volumes of water for environmental purposes and water market reforms are insufficient for conserving flood-dependent ecosystems without coordination and cooperation among multiple stakeholders responsible for water and land management.

Abstract:We use published water balance data from irrigated cropping to show that water entitlements acquired for environmental purposes through water infrastructure subsidies in the Murray–Darling Basin, Australia, have resulted in smaller increases in net stream and river flows than is estimated by the Australian Government, and may even have reduced net stream and river flows. Two key policy implications arising from our results are: (1) subsidies to improve irrigation efficiency so as to increase stream and river flows must employ water accounting so that the effects on return flows are known and the volume of water extracted for irrigation is adjusted to achieve desired stream and river flows; and (2) if the net increases in stream and river flows in the MDB are much less than estimated by the Australian Government, water infrastructure subsidies to increase irrigation efficiency may have compromised the delivery of key objects of the Water Act (2007).

Abstract:A rising exposure to flood risk is a predicted consequence of increased development in vulnerable areas and an increase in the frequency of extreme weather events due to climate change. In the face of this challenge, a continued reliance on engineered at‐a‐point flood defences is seen as both unrealistic and undesirable. The contribution of ‘soft engineering’ solutions (e.g. riparian forests, wood in rivers) to integrated, catchment scale flood risk management has been demonstrated at small scales but not larger ones. In this study we use reduced complexity hydrological modelling to analyse the effects of land use and channel changes resulting from river restoration upon flood flows at the catchment scale. Results show short sections of river‐floodplain restoration using engineered logjams, typical of many current restoration schemes, have highly variable impacts on catchment‐scale flood peak magnitude and so need to be used with caution as a flood management solution. Forested floodplains have a more general impact upon flood hydrology, with areas in the middle and upper catchment tending to show reductions in peak magnitude at the catchment outflow. The most promising restoration scenarios for flood risk management are for riparian forest restoration at the sub‐catchment scale, representing 20–40% of the total catchment area, where reductions in peak magnitude of up to 19% are observed through de‐synchronization of the timings of sub‐catchment flood waves. Sub‐catchment floodplain forest restoration over 10–15% of total catchment area can lead to reductions in peak magnitude of 6% at 25 years post‐restoration. Copyright © 2016 John Wiley & Sons, Ltd.

Abstract:Large rivers, including the Murray River system in southeast Australia, are disturbed by many activities. The arrival of European settlers to Australia by the mid-1800s transformed many floodplain wetlands of the lower Murray River system. River impoundment and flow regulation in the late 1800s and, from the 1930s, resulted in species invasion, and elevated nutrient concentrations causing widespread eutrophication. An integrated palaeoecology, and palaeo-and-modern food web approach, incorporating mixing models, was undertaken to reveal changes in a regulated wetland (i.e. Kings Billabong). The lack of preserved sediment suggests the wetland was naturally intermittent before 1890. After this time, when used as a water retention basin, the wetland experienced net sediment accumulation. Subfossil cladocerans, and δ13C of Daphnia, chironomid, and bulk sediment, all reflected an early productive, likely clear water state and shifts in trophic state following river regulation in the 1930s. Food web mixing models, based on δ13C and δ15N in subfossil and modern Daphnia, fish, and submerged and emergent macrophytes, also indicated a shift in the trophic relationships between fish and Daphnia. By the 1970s, a new state was established but a further significant alteration of nitrogen and carbon sources, and trophic interactions, continued through to the early 2000s. A possible switch from Daphnia as a prey of Australian Smelt could have modified the food web of the wetland by c. 2006. The timing of this change corresponded to the expansion of emergent macrophytes possibly due to landscape level disruptions. The evidence of these changes suggests a need for a broader understanding of the evolution of wetlands for the management of floodplains in the region.
Impact of hydrological drought occurrence, duration, and severity on Murray-Darling Basin water quality

Abstract:The severity and frequency of droughts are projected to increase globally due to climate change, but the effects of this on water quality are uncertain. The Murray-Darling Basin (MDB) is the largest river system in Australia and has been impacted by droughts of varying severity within recent decades. In this study, we assessed the influence of hydrological droughts and their characteristics (severity and duration) on water quality, utilising a long-term (1980-2017) dataset from two monitoring sites. The main drought periods, and their duration and severity, were identified using the calculated Standardised Drought Index values (SDI) from averaged monthly streamflow data. While several hydrological drought periods were identified, the longest duration and greatest severity were during the Millennium Drought (1998-2010). Nutrient loads and concentrations of Total Nitrogen and Total Phosphorus of drought and post-drought periods were significantly different. The drought period showed the lowest median and interquartile range of nutrient (total nitrogen, TN; oxidised nitrogen, NO X ; total phosphorus, TP; and soluble reactive phosphorus, SRP) concentrations and loads for both sites, whereas the highest nutrient loads and concentrations were reported during the post-drought period (approx. 1 × 10 3 to 1 × 10 5 kg day −1 increase in nutrient loads). Our analysis found significant relationships between nutrient loads and SDI during droughts. The load of N and P in the initial flush post-drought increased with drought at both sites. This suggests that nutrients were retained in the landscape during the drought and released in higher loads post-drought when the catchment became wetter, the hydrology was activated, and nutrients were mobilised. Hydrology is a key driver controlling the water quality within the inter-drought period and the peak nutrient loads post-drought. The duration and the severity of droughts had a significant (p=0.01) influence on peak TN and TP monthly loads but not cumulative loads over a 12-month period. Hydrological droughts are important factors in controlling the water quality of the MDB. Therefore, management efforts should be focused on reducing the occurrence and duration of these events, along with the implementation of catchment nutrient control measures.

Abstract:Relationship between mean water velocity and channel‐floodplain (lateral) connectivity for different floodplain inundation mechanisms. Increases in lateral connectivity using infrastructure, including engineered flooding and weir pool raising, decouple the natural relationship with water velocity and can lead to deleterious in channel outcomes. Relationships are developed between water velocity and ecological responses to inform the assessment of undertaking the different floodplain inundation actions. Regulation and water extraction have reduced river flow worldwide. In some rivers, this has led to reductions in the frequency and duration of floodplain inundation and, in turn, declining condition of flood‐dependent vegetation. One management response has been the construction and modification of infrastructure, or 'regulators', to engineer floodplain inundation at discharges that do not otherwise cause overbank flooding. Such actions have the potential to benefit floodplain vegetation, yet the atypical hydrodynamics of engineered floods may threaten riverine ecological processes and biota and increase the risk of adverse water quality. We investigated the influence of engineered flooding, and associated reductions to in‐channel hydraulics, on key ecological processes. Specifically, the transport and retention of larvae of an iconic fish species (Murray Cod, Maccullochella peelii), and a common microinvertebrate Trichocerca. Analysis of different flow management scenarios for floodplain inundation indicates that maintaining in‐channel velocities greater than 0.2 m s−1 produces higher Trichocerca densities, while velocities greater than 0.3 m s−1 creates suitable habitat for Murray cod larvae, thereby providing targets for avoiding detrimental effects of engineered floods on in‐channel biota. To evaluate responses to regulator operation, velocity was represented by a hydrological model using pre‐computed results from detailed hydrodynamic models. These results were used to relate upstream discharge and downstream water level to the proportion of each reach in the hydrological model meeting each velocity criterion. The model also represents changes in discharge, inundated area and a water quality parameter, dissolved oxygen. Model scenarios for engineered floodplain inundation were used to demonstrate the potential benefits, impacts and trade‐offs between the different metrics identified. The model framework enables a more holistic evaluation of infrastructure operation, extending analysis beyond discharge and inundated area to risks and benefits to key indicators of the ecosystem. This refined integrated approach to the management of regulated river systems may become critical in the future where water resources are projected to further decline under a changing climate.

Abstract:Flow modification pursuing dams is widely found. Some works also focused on its impact on floodplain wetland hydrology. However, how this change can pose an impact on habitat conditions, ecological conditions, and trophic state is also a matter of investigation. The very least attention has been paid to this so far. Therefore, the present study focused on these, taking the dam-induced Lower Tangon river basin of India and Bangladesh as a case. The degree of flow alteration in the river was presented in a heat map. Multi-parametric machine learning (ML) approaches were applied to model hydrological instability and habitat condition. The ecological consequences like evaluating eco-deficit using flow duration curve (FDC) approach, trophic state using trophic state index (TSI), fish habitat zone using image-based hydrological parameters, etc. were measured. The study exhibited that after damming, the degree of river flow modification was about 41%. Consequently, the wetland hydrological instability and habitat conditions were degraded. In the post-dam period, > 50% of wetland area was lost, and hydrological instability was enhanced considerably over wider parts of the wetland. Habitat conditions of the existing wetland also witnessed fragility (poor and very poor areas increased by about 22.23 and 9.34%). As a result of this, adverse ecological responses were found. For instance, the eco-deficit area was increased by 36.19%, a good proportion (100%) of wetlands was witnessed the transformation of TSI from oligotrophic to mesotrophic state, and optimum fish habitat area was declined. The ecological strength map integrating all the cause-effect model parameters showed that good ecological strength was reduced from 49 to 2% in the post-dam. The result of the study would be very useful for wetland restoration for ecological and human well-being.
