Abstract:We prove a result on the large deviations of the central values of even primitive Dirichlet $L$-functions with a given modulus. For $V\sim \alpha\log\log q$ with $0<\alpha<1$, we show that \begin{equation}\nonumber\frac{1}{\varphi(q)} \# \left\{\chi \text{ even, primitive mod }q: \log \left|L\left(\chi,\frac{1}{2}\right)\right| >V\right\}\ll \frac{e^{-\frac{V^2}{\log\log q}}}{\sqrt{\log\log q}}.\end{equation} This yields the sharp upper bound for the fractional moments of central values of Dirichlet $L$-functions proved by Gao, upon noting that the number of even, primitive characters with modulus $q$ is $\frac{\varphi(q)}{2}+O(1).$ The proof is an adaptation to the $q$-aspect of the recursive scheme developed by Arguin, Bourgade and Radziwill for the local maxima of the Riemann zeta function, and applied by Arguin and Bailey to the large deviations in the $t$-aspect. We go further and get bounds on the case where $V=o(\log\log q)$. These bounds are not expected to be sharp, but the discrepancy from the Central Limit Theorem estimate grows very slowly with $q$. The method involves a formula for the twisted mollified second moment of central values of Dirichlet $L$-functions, building on the work of Iwaniec and Sarnak.

Abstract:In 1970, Huxley obtained a sharp upper bound for the sixth moment of Dirichlet $L$-functions at the central point, averaged over primitive characters $\chi$ modulo $q$ and all moduli $q \leq Q$. In 2007, as an application of their ``asymptotic large sieve'', Conrey, Iwaniec and Soundararajan showed that when an additional short $t$-averaging is introduced into the problem, an asymptotic can be obtained. In this paper we show that this extraneous averaging can be removed, and we thus obtain an asymptotic for the original moment problem considered by Huxley. The main new difficulty in our work is the appearance of certain challenging ``unbalanced'' sums that arise as soon as the $t$-aspect averaging is removed.

Abstract:We prove an asymptotic formula with four main terms for the fourth moment of quadratic Dirichlet $L$-functions unconditionally. Our proof is based on the work of Li , Soundararajan, and Soundararajan-Young. Our proof requires several new ingredients. These include a modified large sieve estimate for quadratic characters where we consider a fourth moment, rather than a second, as well as observing cross cancellations between diagonal and off-diagonal terms, which involves somewhat delicate combinatorial arguments.

These functions interpolate the q-Bernoulli polynomials and generalized Changhee q-Bernoulli polynomials. Abstract:Assuming the Generalized Riemann Hypothesis, we establish explicit bounds in the $q$-aspect for the logarithmic derivative $\left(L'/L\right)\left(\sigma,\chi\right)$ of Dirichlet $L$-functions, where $\chi$ is a primitive character modulo $q\geq 10^{30}$ and $1/2+1/\log{\log{q}}\leq\sigma\leq 1-1/\log\log q$. In addition, for $\sigma=1$ we improve upon the result by Ihara, Murty and Shimura (2009). Similar results for the logarithmic derivative of the Riemann zeta-function are given.

Abstract:Assuming the Generalized Riemann Hypothesis, it is known that at least half of the central values $L(\frac{1}{2},\chi)$ are non-vanishing as $\chi$ ranges over primitive characters modulo $q$. Unconditionally, this is known on average over both $\chi$ modulo $q$ and $Q/2 \leq q \leq 2Q$. We prove that for any $\delta>0$, there exist $\eta_1,\eta_2>0$ depending on $\delta$ such that the non-vanishing proportion for $L(\frac{1}{2},\chi)$ as $\chi$ ranges modulo $q$ with $q$ varying in short intervals of size $Q^{1-\eta_1}$ around $Q$ and in arithmetic progressions with moduli up to $Q^{\eta_2}$ is larger than $\frac{1}{2}-\delta$.

Abstract:Assuming the Generalized Riemann Hypothesis (GRH), we utilize the long resonator method to derive $\Omega$-results for the family of quadratic Dirichlet $L$-functions $L(\sigma, \chi_d)$, where $d$ runs over all fundamental discriminants with $|d| \leq X$ and $\sigma\in [1/2, 1]$ is fixed. This study advances understanding of the maximum size of $L(\sigma, \chi_d)$ within the segment $\sigma\in [1/2, 1]$. In particular, we improve upon Soundararajan's results at the central point and provide a lower bound on the proportion of fundamental discriminants, uniformly within an expected order of magnitude, up to optimal values of the constant for a fixed $\sigma \in (1/2, 1]$.

Abstract:We prove an asymptotic formula for the second moment of central values of Dirichlet $L$-functions restricted to a coset. More specifically, consider a coset of the subgroup of characters modulo $d$ inside the full group of characters modulo $q$. Suppose that $\nu_p(d) \geq \nu_p(q)/2$ for all primes $p$ dividing $q$. In this range, we obtain an asymptotic formula with a power-saving error term; curiously, there is a secondary main term of rough size $q^{1/2}$ here which is not predicted by the integral moments conjecture of Conrey, Farmer, Keating, Rubinstein, and Snaith. The lower-order main term does not appear in the second moment of the Riemann zeta function, so this feature is not anticipated from the analogous archimedean moment problem. We also obtain an asymptotic result for smaller $d$, with $\nu_p(q)/3 \leq \nu_p(d) \leq \nu_p(q)/2$, with a power-saving error term for $d$ larger than $q^{2/5}$. In this more difficult range, the secondary main term somewhat changes its form and may have size roughly $d$, which is only slightly smaller than the diagonal main term.

Abstract:Assuming the generalized Lindelöf hypothesis (GLH), a weak generalized Ramanujan conjecture and a Rankin--Selberg type partial sum estimate, we show that the sum of coefficients of a general $L$-function in short intervals of appropriate length has a Gaussian limiting distribution. The novelty lies in the degree aspect under GLH. In particular, this generalizes Hughes--Rudnick's result on lattice point counts in thin annuli.

Abstract:Buraczewski et al (2023) proved a functional limit theorem (FLT) and a law of the iterated logarithm (LIL) for a random Dirichlet series $\sum_{k\geq 2}(\log k)^\alpha k^{-1/2-s}\eta_k$ as $s\to 0+$, where $\alpha>-1/2$ and $\eta_1$, $\eta_2,\ldots$ are independent identically distributed random variables with zero mean and finite variance. We prove a FLT and a LIL in a boundary case $\alpha=-1/2$. The boundary case is more demanding technically than the case $\alpha>-1/2$.

Abstract:We investigate the distribution of values of cubic Dirichlet $L$-functions at $s=1$. Following ideas of Granville and Soundararajan for quadratic $L$-functions, we model the distribution of $L(1,\chi)$ by the distribution of random Euler products $L(1,\mathbb{X})$ for certain family of random variables $\mathbb{X}(p)$ attached to each prime. We obtain a description of the proportion of $|L(1,\chi)|$ that are larger or that are smaller than a given bound, and yield more light into the Littlewood bounds. Unlike the quadratic case, there is an asymmetry between lower and upper bounds for the cubic case, and small values are less probable than large values.

Abstract:The Generalized Riemann Hypothesis implies that at least 50% of the central values $L \left( \frac{1}{2},\chi\right)$ are non-vanishing as $\chi$ ranges over primitive characters modulo $q$. We show that one may unconditionally go beyond GRH, in the sense that if one averages over primitive characters modulo $q$ and averages $q$ over an interval, then at least 50.073% of the central values are non-vanishing. The proof utilizes the mollification method with a three-piece mollifier, and relies on estimates for sums of Kloosterman sums due to Deshouillers and Iwaniec. Note: The author has been made aware of an error in this work. It seems the error can be fixed, by using a different argument, and the author will present a correction in due course.

Abstract:We prove an upper bound on the density of zeros very close to the critical line of the family of Dirichlet L‐functions of modulus q at height T. To do this, we derive an asymptotic for the twisted second moment of Dirichlet L‐functions uniformly in q and t. As a second application of the asymptotic formula, we prove that, for every integer q, at least 38.2% of zeros of the primitive Dirichlet L‐functions of modulus q lie on the critical line.
