Abstract:Climate change is one of the most pressing challenges of our time, requiring rapid action across society. As artificial intelligence tools (AI) are rapidly deployed, it is therefore crucial to understand how they will impact climate action. On the one hand, AI can support applications in climate change mitigation (reducing or preventing greenhouse gas emissions), adaptation (preparing for the effects of a changing climate), and climate science. These applications have implications in areas ranging as widely as energy, agriculture, and finance. At the same time, AI is used in many ways that hinder climate action (e.g., by accelerating the use of greenhouse gas-emitting fossil fuels). In addition, AI technologies have a carbon and energy footprint themselves. This symposium brought together participants from across academia, industry, government, and civil society to explore these intersections of AI with climate change, as well as how each of these sectors can contribute to solutions.

Abstract:To facilitate the widespread acceptance of AI systems guiding decision-making in real-world applications, it is key that solutions comprise trustworthy, integrated human-AI systems. Not only in safety-critical applications such as autonomous driving or medicine, but also in dynamic open world systems in industry and government it is crucial for predictive models to be uncertainty-aware and yield trustworthy predictions. Another key requirement for deployment of AI at enterprise scale is to realize the importance of integrating human-centered design into AI systems such that humans are able to use systems effectively, understand results and output, and explain findings to oversight committees. While the focus of this symposium was on AI systems to improve data quality and technical robustness and safety, we welcomed submissions from broadly defined areas also discussing approaches addressing requirements such as explainable models, human trust and ethical aspects of AI.

Abstract:Purpose: By demonstrating that by adopting the principles of responsible urban innovation, we can harness the potential of digital technology to address urbanization issues and can minimize potential negative impacts.Methods: The paper proposes a conceptual framework for accountable urban innovation, focusing on government AI systems, and draws on a literature review, practical examples, and research. The authors argue that responsible urban innovation must balance the costs, benefits, risks, and impacts of developing, implementing, and using AI systems in local government management. This approach emphasizes the importance of achieving desired urban outcomes while ensuring accountability.Results: The framework provides potential directions for future research and development, offering an overview of recognized topics and a schedule for analysis. This research may assist urban managers, planners, and decision-makers in understanding the critical role that government AI systems play in achieving accountable outcomes. By adopting responsible urban innovation principles, we can harness the potential of digital technology to address urbanization issues while minimizing potential negative impacts.Novelty: The conceptual framework presented in this study offers a new view in understanding the role of local government AI systems in achieving accountable outcomes.

Abstract:Artificial intelligence (AI) promises to transform how government agencies do their work. Rapid developments in AI have the potential to reduce the cost of core governance functions, improve the quality of decisions, and unleash the power of administrative data, thereby making government performance more efficient and effective. Agencies that use AI to realize these gains will also confront important questions about the proper design of algorithms and user interfaces, the respective scope of human and machine decision-making, the boundaries between public actions and private contracting, their own capacity to learn over time using AI, and whether the use of AI is even permitted.These are important issues for public debate and academic inquiry. Yet little is known about how agencies are currently using AI systems beyond a few headline-grabbing examples or surface-level descriptions. Moreover, even amidst growing public and scholarly discussion about how society might regulate government use of AI, little attention has been devoted to how agencies acquire such tools in the first place or oversee their use. In an effort to fill these gaps, the Administrative Conference of the United States (ACUS) commissioned this report from researchers at Stanford University and New York University. The research team included a diverse set of lawyers, law students, computer scientists, and social scientists with the capacity to analyze these cutting-edge issues from technical, legal, and policy angles. The resulting report offers three cuts at federal agency use of AI:(i) a rigorous canvass of AI use at the 142 most significant federal departments, agencies, and sub-agencies (Part I)(ii) a series of in-depth but accessible case studies of specific AI applications at eight leading agencies (SEC, CPB, SSA, USPTO, FDA, FCC, CFPB, USPS) covering a range of governance tasks (Part II); and(iii) a set of cross-cutting analyses of the institutional, legal, and policy challenges raised by agency use of AI (Part III).

Abstract:Artificial Intelligence (AI) is increasingly adopted by public sector organizations to provide better public services and to transform their internal processes. AI is now considered a key enabler for digital innovation and transformation in the public sector. However, AI is still relatively a new research area in the field of digital government. The term, AI, captures a wide range of technologies, techniques, and tools such as machine/deep learning, natural language processing, robotics, computer vision, and more recently Generative AI. While these AI technologies afford different applications and benefits in the government context, they also create social, ethical, and legal challenges. These challenges require solutions combining both technical (e.g., data and algorithmic solutions to minimize bias) and institutional (e.g., governance structures and processes) mechanisms. The special issue is a collection of articles that contribute to a better understanding of the issues associated with AI deployment in different areas of government operations. They cover AI applications in the areas of emergency response, policy analysis, public bids, and citizen participation. The contributions also address the challenge of realizing a legal transparency regime for AI in government and the effect of AI in bureaucratic decision-making.

This special issue focuses on actual implementation approaches or challenges that public managers are facing while they fulfil new policy that asks for the implementation of AI in public administrations. In addition to assessing the contributions of papers in this issue, we also provide a research agenda on how future research can fill some of the methodological, theoretical, and application gaps in the public management literature.

Abstract:Despite widespread skepticism of data analytics and artificial intelligence (AI) in adjudication, the Social Security Administration (SSA) pioneered path breaking AI tools that became embedded in multiple levels of its adjudicatory process. How did this happen? What lessons can we draw from the SSA experience for AI in government? We first discuss how early strategic investments by the SSA in data infrastructure, policy, and personnel laid the groundwork for AI. Second, we document how SSA overcame a wide range of organizational barriers to develop some of the most advanced use cases in adjudication. Third, we spell out important lessons for AI innovation and governance in the public sector. We highlight the importance of leadership to overcome organizational barriers, “blended expertise” spanning technical and domain knowledge, operational data, early piloting, and continuous evaluation. AI should not be conceived of as a one-off IT product, but rather as part of continuous improvement. AI governance is quality assurance.

Abstract:The workshop will focus on the application of AI to problems in cyber security. Cyber systems generate large volumes of data, utilizing this effectively is beyond human capabilities. Additionally, adversaries continue to develop new attacks. Hence, AI methods are required to understand and protect the cyber domain. These challenges are widely studied in enterprise networks, but there are many gaps in research and practice as well as novel problems in other domains. In general, AI techniques are still not widely adopted in the real world. Reasons include: (1) a lack of certification of AI for security, (2) a lack of formal study of the implications of practical constraints (e.g., power, memory, storage) for AI systems in the cyber domain, (3) known vulnerabilities such as evasion, poisoning attacks, (4) lack of meaningful explanations for security analysts, and (5) lack of analyst trust in AI solutions. There is a need for the research community to develop novel solutions for these practical issues.

Artificial intelligence in government: Concepts, standards, and a unified framework

Abstract:Recent advances in artificial intelligence (AI), especially in generative language modelling, hold the promise of transforming government. Given the advanced capabilities of new AI systems, it is critical that these are embedded using standard operational procedures, clear epistemic criteria, and behave in alignment with the normative expectations of society. Scholars in multiple domains have subsequently begun to conceptualize the different forms that AI applications may take, highlighting both their potential benefits and pitfalls. However, the literature remains fragmented, with researchers in social science disciplines like public administration and political science, and the fast-moving fields of AI, ML, and robotics, all developing concepts in relative isolation. Although there are calls to formalize the emerging study of AI in government, a balanced account that captures the full depth of theoretical perspectives needed to understand the consequences of embedding AI into a public sector context is lacking. Here, we unify efforts across social and technical disciplines by first conducting an integrative literature review to identify and cluster 69 key terms that frequently co-occur in the multidisciplinary study of AI. We then build on the results of this bibliometric analysis to propose three new multifaceted concepts for understanding and analysing AI-based systems for government (AI-GOV) in a more unified way: (1) operational fitness, (2) epistemic alignment, and (3) normative divergence. Finally, we put these concepts to work by using them as dimensions in a conceptual typology of AI-GOV and connecting each with emerging AI technical measurement standards to encourage operationalization, foster cross-disciplinary dialogue, and stimulate debate among those aiming to rethink government with AI.

Abstract:Advances in artificial intelligence (AI) have attracted great attention from researchers and practitioners and have opened up a broad range of beneficial opportunities for AI usage in the public sector. Against this background, there is an emerging need for a holistic understanding of the range and impact of AI-based applications and associated challenges. However, previous research considers AI applications and challenges only in isolation and fragmentarily. Given the lack of a comprehensive overview of AI-based applications and challenges for the public sector, our conceptual approach analyzes and compiles relevant insights from scientific literature to provide an integrative overview of AI applications and related challenges. Our results suggest 10 AI application areas, describing their value creation and functioning as well as specific public use cases. In addition, we identify four major dimensions of AI challenges. We finally discuss our findings, deriving implications for theory and practice and providing suggestions for future research.

Abstract:Modern civilian and military systems have created a demand for sophisticated intelligent autonomous machines capable of operating in uncertain dynamic environments. Such systems are realizable thanks in large part to major advances in perception and decision-making techniques, which in turn have been propelled forward by modern machine learning tools. However, these newer forms of intelligent autonomy raise questions about when/how communication of the operational intent and assessments of actual vs. supposed capabilities of autonomous agents impact overall performance. This symposium examines the possibilities for enabling intelligent autonomous systems to self-assess and communicate their ability to effectively execute assigned tasks, as well as reason about the overall limits of their competencies and maintain operability within those limits. The symposium brings together researchers working in this burgeoning area of research to share lessons learned, identify major theoretical and practical challenges encountered so far, and potential avenues for future research and real-world applications.

Abstract:Public sector organisations are increasingly interested in using data science and artificial intelligence capabilities to deliver policy and generate efficiencies in high uncertainty environments. The long-term success of data science and AI in the public sector relies on effectively embedding it into delivery solutions for policy implementation. However, governments cannot do this integration of AI into public service delivery on their own. The UK Government Industrial Strategy is clear that delivering on the AI grand challenge requires collaboration between universities and public and private sectors. This cross-sectoral collaborative approach is the norm in applied AI centres of excellence around the world. Despite their popularity, cross-sector collaborations entail serious management challenges that hinder their success. In this article we discuss the opportunities and challenges from AI for public sector. Finally, we propose a series of strategies to successfully manage these cross-sectoral collaborations.

Abstract:The past few years have seen rapid progress in the development of service robots. Universities and companies alike have launched major research efforts toward the deployment of ambitious systems designed to aid human operators performing a variety of tasks. These robots are intended to make those who may otherwise need to live in assisted care facilities more independent, to help workers perform their jobs, or simply to make life more convenient. Service robots provide a powerful platform on which to study Artificial Intelligence (AI) and Human-Robot Interaction (HRI) in the real world. Research sitting at the intersection of AI and HRI is crucial to the success of service robots if they are to fulfill their mission. This symposium seeks to highlight research enabling robots to effectively interact with people autonomously while modeling, planning, and reasoning about the environment that the robot operates in and the tasks that it must perform. AI-HRI deals with the challenge of interacting with humans in environments that are relatively unstructured or which are structured around people rather than machines, as well as the possibility that the robot may need to interact naturally with people rather than through teach pendants, programming, or similar interfaces.

Abstract:As government and public administration lag behind the rapid development of AI in their efforts to provide adequate governance, they need respective concepts to keep pace with this dynamic progress. The literature provides few answers to the question of how government and public administration should respond to the great challenges associated with AI and use regulation to prevent harm. This study analyzes AI challenges and former AI regulation approaches. Based on this analysis and regulation theory, an integrated AI governance framework is developed that compiles key aspects of AI governance and provides a guide for the regulatory process of AI and its application. The article concludes with theoretical implications and recommendations for public officers.
