Abstract:To facilitate the widespread acceptance of AI systems guiding decision-making in real-world applications, it is key that solutions comprise trustworthy, integrated human-AI systems. Not only in safety-critical applications such as autonomous driving or medicine, but also in dynamic open world systems in industry and government it is crucial for predictive models to be uncertainty-aware and yield trustworthy predictions. Another key requirement for deployment of AI at enterprise scale is to realize the importance of integrating human-centered design into AI systems such that humans are able to use systems effectively, understand results and output, and explain findings to oversight committees. While the focus of this symposium was on AI systems to improve data quality and technical robustness and safety, we welcomed submissions from broadly defined areas also discussing approaches addressing requirements such as explainable models, human trust and ethical aspects of AI.

Abstract:Artificial Intelligence (AI) is increasingly adopted by public sector organizations to provide better public services and to transform their internal processes. AI is now considered a key enabler for digital innovation and transformation in the public sector. However, AI is still relatively a new research area in the field of digital government. The term, AI, captures a wide range of technologies, techniques, and tools such as machine/deep learning, natural language processing, robotics, computer vision, and more recently Generative AI. While these AI technologies afford different applications and benefits in the government context, they also create social, ethical, and legal challenges. These challenges require solutions combining both technical (e.g., data and algorithmic solutions to minimize bias) and institutional (e.g., governance structures and processes) mechanisms. The special issue is a collection of articles that contribute to a better understanding of the issues associated with AI deployment in different areas of government operations. They cover AI applications in the areas of emergency response, policy analysis, public bids, and citizen participation. The contributions also address the challenge of realizing a legal transparency regime for AI in government and the effect of AI in bureaucratic decision-making.

Abstract:Artificial Intelligence (AI) has advanced as one of the most prominent technological innovations to push the conversation about the digital transformation of the public sector forward. This special issue focuses on actual implementation approaches or challenges that public managers are facing while they fulfil new policy that asks for the implementation of AI in public administrations. In addition to assessing the contributions of papers in this issue, we also provide a research agenda on how future research can fill some of the methodological, theoretical, and application gaps in the public management literature.

Abstract:Artificial intelligence (AI) promises to transform how government agencies do their work. Rapid developments in AI have the potential to reduce the cost of core governance functions, improve the quality of decisions, and unleash the power of administrative data, thereby making government performance more efficient and effective. Agencies that use AI to realize these gains will also confront important questions about the proper design of algorithms and user interfaces, the respective scope of human and machine decision-making, the boundaries between public actions and private contracting, their own capacity to learn over time using AI, and whether the use of AI is even permitted.These are important issues for public debate and academic inquiry. Yet little is known about how agencies are currently using AI systems beyond a few headline-grabbing examples or surface-level descriptions. Moreover, even amidst growing public and scholarly discussion about how society might regulate government use of AI, little attention has been devoted to how agencies acquire such tools in the first place or oversee their use. In an effort to fill these gaps, the Administrative Conference of the United States (ACUS) commissioned this report from researchers at Stanford University and New York University. The research team included a diverse set of lawyers, law students, computer scientists, and social scientists with the capacity to analyze these cutting-edge issues from technical, legal, and policy angles. The resulting report offers three cuts at federal agency use of AI:(i) a rigorous canvass of AI use at the 142 most significant federal departments, agencies, and sub-agencies (Part I)(ii) a series of in-depth but accessible case studies of specific AI applications at eight leading agencies (SEC, CPB, SSA, USPTO, FDA, FCC, CFPB, USPS) covering a range of governance tasks (Part II); and(iii) a set of cross-cutting analyses of the institutional, legal, and policy challenges raised by agency use of AI (Part III).

Abstract:Climate change is one of the most pressing challenges of our time, requiring rapid action across society. As artificial intelligence tools (AI) are rapidly deployed, it is therefore crucial to understand how they will impact climate action. On the one hand, AI can support applications in climate change mitigation (reducing or preventing greenhouse gas emissions), adaptation (preparing for the effects of a changing climate), and climate science. These applications have implications in areas ranging as widely as energy, agriculture, and finance. At the same time, AI is used in many ways that hinder climate action (e.g., by accelerating the use of greenhouse gas-emitting fossil fuels). In addition, AI technologies have a carbon and energy footprint themselves. This symposium brought together participants from across academia, industry, government, and civil society to explore these intersections of AI with climate change, as well as how each of these sectors can contribute to solutions.

Abstract:Despite widespread skepticism of data analytics and artificial intelligence (AI) in adjudication, the Social Security Administration (SSA) pioneered path breaking AI tools that became embedded in multiple levels of its adjudicatory process. How did this happen? What lessons can we draw from the SSA experience for AI in government? We first discuss how early strategic investments by the SSA in data infrastructure, policy, and personnel laid the groundwork for AI. Second, we document how SSA overcame a wide range of organizational barriers to develop some of the most advanced use cases in adjudication. Third, we spell out important lessons for AI innovation and governance in the public sector. We highlight the importance of leadership to overcome organizational barriers, “blended expertise” spanning technical and domain knowledge, operational data, early piloting, and continuous evaluation. AI should not be conceived of as a one-off IT product, but rather as part of continuous improvement. AI governance is quality assurance.
Artificial intelligence in government: Concepts, standards, and a unified framework

Abstract:Recent advances in artificial intelligence (AI), especially in generative language modelling, hold the promise of transforming government. Given the advanced capabilities of new AI systems, it is critical that these are embedded using standard operational procedures, clear epistemic criteria, and behave in alignment with the normative expectations of society. Scholars in multiple domains have subsequently begun to conceptualize the different forms that AI applications may take, highlighting both their potential benefits and pitfalls. However, the literature remains fragmented, with researchers in social science disciplines like public administration and political science, and the fast-moving fields of AI, ML, and robotics, all developing concepts in relative isolation. Although there are calls to formalize the emerging study of AI in government, a balanced account that captures the full depth of theoretical perspectives needed to understand the consequences of embedding AI into a public sector context is lacking. Here, we unify efforts across social and technical disciplines by first conducting an integrative literature review to identify and cluster 69 key terms that frequently co-occur in the multidisciplinary study of AI. We then build on the results of this bibliometric analysis to propose three new multifaceted concepts for understanding and analysing AI-based systems for government (AI-GOV) in a more unified way: (1) operational fitness, (2) epistemic alignment, and (3) normative divergence. Finally, we put these concepts to work by using them as dimensions in a conceptual typology of AI-GOV and connecting each with emerging AI technical measurement standards to encourage operationalization, foster cross-disciplinary dialogue, and stimulate debate among those aiming to rethink government with AI.

Abstract:The workshop will focus on the application of AI to problems in cyber security. Cyber systems generate large volumes of data, utilizing this effectively is beyond human capabilities. Additionally, adversaries continue to develop new attacks. Hence, AI methods are required to understand and protect the cyber domain. These challenges are widely studied in enterprise networks, but there are many gaps in research and practice as well as novel problems in other domains. In general, AI techniques are still not widely adopted in the real world. Reasons include: (1) a lack of certification of AI for security, (2) a lack of formal study of the implications of practical constraints (e.g., power, memory, storage) for AI systems in the cyber domain, (3) known vulnerabilities such as evasion, poisoning attacks, (4) lack of meaningful explanations for security analysts, and (5) lack of analyst trust in AI solutions. There is a need for the research community to develop novel solutions for these practical issues.

Abstract:Public sector organisations are increasingly interested in using data science and artificial intelligence capabilities to deliver policy and generate efficiencies in high uncertainty environments. The long-term success of data science and AI in the public sector relies on effectively embedding it into delivery solutions for policy implementation. However, governments cannot do this integration of AI into public service delivery on their own. The UK Government Industrial Strategy is clear that delivering on the AI grand challenge requires collaboration between universities and public and private sectors. This cross-sectoral collaborative approach is the norm in applied AI centres of excellence around the world. Despite their popularity, cross-sector collaborations entail serious management challenges that hinder their success. In this article we discuss the opportunities and challenges from AI for public sector. Finally, we propose a series of strategies to successfully manage these cross-sectoral collaborations.

Abstract:Artificial Intelligence is not a new subject, and business, industry and public sectors have used it in different ways and contexts and considering multiple concerns. This work reviewed research papers published in ACM Digital Library and IEEE Xplore conference proceedings in the last two years supported by fundamental concepts of Natural Language Processing (NLP) and Text Mining (TM). The objective was to capture insights regarding data privacy, ethics, interpretability, explainability, trustworthiness, and fairness in the public sector. The methodology has saved analysis time and could retrieve papers containing relevant information. The results showed that fairness was the most frequent concern. The least prominent topic was data privacy (although embedded in most articles), while the most prominent was trustworthiness. Finally, gathering helpful insights about those concerns regarding A.I. applications in the public sector was also possible.

Policy initiatives for Artificial Intelligence-enabled government: An analysis of national strategies in Europe

Abstract:Governments have been putting forward various proposals to stimulate and facilitate research on Artificial Intelligence (AI), develop new solutions, and adopt these technologies within their economy and society. Despite this enthusiasm, however, the adoption and deployment of AI technologies within public administrations face many barriers, limiting administrations from drawing on the benefits of these technologies. These barriers include the lack of quality data, ethical concerns, unawareness of what AI could mean, lack of expertise, legal limitations, the need for inter-organisational collaboration, and others. AI strategy documents describe plans and goals to overcome the barriers to introducing AI in societies. Drawing on an analysis of 26 AI national strategy documents in Europe analysed through the policy instrument lens, this study shows that there is a strong focus on initiatives to improve data-related aspects and collaboration with the private sector, and that there are limited initiatives to improve internal capacity or funding.

Challenging the Machine: Contestability in Government AI Systems

Abstract:In an October 2023 executive order (EO), President Biden issued a detailed but largely aspirational road map for the safe and responsible development and use of artificial intelligence (AI). The challenge for the January 24-25, 2024 workshop was to transform those aspirations regarding one specific but crucial issue -- the ability of individuals to challenge government decisions made about themselves -- into actionable guidance enabling agencies to develop, procure, and use genuinely contestable advanced automated decision-making systems. While the Administration has taken important steps since the October 2023 EO, the insights garnered from our workshop remain highly relevant, as the requirements for contestability of advanced decision-making systems are not yet fully defined or implemented. The workshop brought together technologists, members of government agencies and civil society organizations, litigators, and researchers in an intensive two-day meeting that examined the challenges that users, developers, and agencies faced in enabling contestability in light of advanced automated decision-making systems. To ensure a free and open flow of discussion, the meeting was held under a modified version of the Chatham House rule. Participants were free to use any information or details that they learned, but they may not attribute any remarks made at the meeting by the identity or the affiliation of the speaker. Thus, the workshop summary that follows anonymizes speakers and their affiliation. Where an identification of an agency, company, or organization is made, it is done from a public, identified resource and does not necessarily reflect statements made by participants at the workshop. This document is a report of that workshop, along with recommendations and explanatory material.

Abstract:As government and public administration lag behind the rapid development of AI in their efforts to provide adequate governance, they need respective concepts to keep pace with this dynamic progress. The literature provides few answers to the question of how government and public administration should respond to the great challenges associated with AI and use regulation to prevent harm. This study analyzes AI challenges and former AI regulation approaches. Based on this analysis and regulation theory, an integrated AI governance framework is developed that compiles key aspects of AI governance and provides a guide for the regulatory process of AI and its application. The article concludes with theoretical implications and recommendations for public officers.

Abstract:Artificial Intelligence (AI) currently holds the spotlight amongst the interdisciplinary research fields that transcend the realm of academia. AI methods are enabled by a wide variety of technologies, methods and data, presenting a number of opportunities and challenges in a public decision-making context that differ by context of application. While the regulatory landscape surrounding AI governance is a pressing problem for scholars, the literature has often overlooked the role of the government as a user of AI. This article presents a classification framework for AI applications that facilitates the work in public sector (in the role of user) deployment. With our framework, we try to provide a lens to different deployment-related questions.
